MAIN ObJECTIvE
In times of crisis it is even more important to focus on the opportunities available. The main objective of this conference
organized by the Danish embassy in Warsaw is to promote the knowledge of opportunities related to infrastructure
projects and the public procurement market in poland. The conference will provide specific knowledge about project
opportunities in the key sectors as well as hands-on recommendations for successful participation in public tenders
in poland.
OPPORTUNITIES IN POLAND
The polish infrastructure projects market has been developing very rapidly over last months fuelled by the large inflow
of eu funds and preparations for the uefa euro 2012 Tournament. The years 2009 and 2010 will be of key importance
for contracting major infrastructure projects in order to meet internal and international deadlines. The development of
polish infrastructure projects is not only based on eu funding, but also on substantial state financing and resources
coming from international financial institutions such as eIB, eBrD and the World Bank.

Factsheet – main market drivers
EU FUNDS
>poland is the biggest beneficiary of the eu cohesion policy 2007-2013 with an allocation of eur 67
billion.
>55% of all these funds will support infrastructure projects in the transport, energy and environment
sectors
>The largest of the eu supported programmes in poland will provide eur 19.4 billion for roads, railways
and airports, eur 4.8 billion for environmental projects, 1.7 billion for energy investments and 0.5 billion
for unversity infrastructure.
UEFA EURO 2012
>poland will host the uefa euro 2012 Tournament in 6 cities, two of which have a reserve location
status.
>according to various estimates the total value of investments related to the football event can reach up
to pLn 95 billion (eur 21 billion).
>Key investments related to uefa euro 2012 - apart from football arenas - include roads, railway and
airport projects, training centres and hotels, IT and communication systems, medical infrastructure.
NEw PPP LEgISLATION
>This year poland adopted 2 new regulations aimed at facilitating projects based on public private
partnership (ppp) model.
>Several large polish cities - including Warsaw - are planning infrastructure projects based on this model
coverning investment in parkings facilities, sport arenas, train stations or incineration plants etc.
OThER FINANCINg SOURCES
>The european Investment Bank, the european Bank for reconstruction and Development and the World
Bank are very active in poland through providing financing for various infrastructure projects. e.g. eIB´s
financing for poland is estimated to be eur 3.5 - 4 billion in 2009.
>polish infrastructure benefits from the Swiss-polish Co-opertion programme with the budget of approx.
eur 310 million.
