Guidance Notes: Audience	 	 	 	 	 	
This online resource has been developed specifically (but not
exclusively) for practitioners who provide in-house or external
training in climate change adaptation strategies/action plans, or
on how to effectively incorporate climate change adaptation
into existing planning processes.

The information will be of relevance to both public and private
sector organisations, and may be of particular interest to those
involved in spatial planning, environmental and sustainability
policy, emergency planning and corporate strategy within:

• Regional and local government
• Central government departments and their agencies
• NGOs and research organisations, including climate change
    partnerships
•   Businesses and service providers that are required to meet
    reporting requirements under their national Climate Change
    Acts

Climate Change and the Media

While this is not a teacher training service, it is worth
highlighting that some of the fundamental challenges and
barriers to effective climate adaptation stem from how
information is communicated.

Drawing upon Malcolm Knowles Assumptions of Motivation
in Adult learning (1970, 1984) we consider how a range of
adult learning methods and strategies (andragogy), can be
addressed in a workshop setting. We believe incorporating
these premises of adult learning motivation will aid trainers in
delivering their own bespoke training events.

1) Needing to know the reason for learning something

Need to Know Why!
While extreme events can provide a catalyst for change, some of the more subtle but pervasive
impacts of climate change may not generate the same sense of vulnerability because the effects are
not truly understood, are perceived to be many years away, or perceived to be global and general
rather than local and specific.

The misconceptions about climate change are numerous.

WNRI/Vestlandsforsking sets out to address and bridge the knowledge gap. However, simply
conveying information, data, and facts is not enough. Information alone may not change behaviour or
alter misconceptions. It is also important to acknowledge the range and diversity of values that drive
decisions. Consequently for climate change and climate adaptation to become integrated into policy,
the facts need context, they need to be brought to life.

2) Experience provides the foundation for learning.

When running workshops it is important to take a constructivist approach, namely to understand that
all learning is filtered through pre-existing knowledge and experience. As such, the most successful
workshops are those that actively engage participants in the learning process, and encourage them to
share their background knowledge and skills, rather than require them to receive information
passively.

Cognitive Mapping Techniques: for example brainstorming exercises, can be useful tools for group
work exercises allowing participants to draw upon and share personal experiences as well as work
together towards a common understanding and definition of a problem. They can help highlight the
multi-faceted nature of the vulnerabilities being explored.

Field trips: these can provide new experiences, illustrating case study experiences, first hand and
provide networking opportunities for future collaboration beyond the workshop setting. Adults are most
interested in learning subjects having experience in work and more experiences in life.The basis of
learning activities is experience, which clearly shows that adults have better experience.

3) Adults are most interested in learning subjects that have immediate relevance to their work and/or
personal lives

One of the key dilemmas in the climate change and climate adaptation discourses is the issue of
relevance. Again, issues of scale and long time frames can make the need to respond more remote
and removed from the current context. So how can information and engagement be transformed in
action and behaviour?	

Different contexts and different groups will require and prefer various sorts of information and in the
field of policy-making this may be sector specific. Of course the problem does not end with
identifying which information is relevant; how the information is presented, particularly methods of
conveying uncertainty, will be critical too. These issues are addressed in the modules of this training
resource.

4) Adult learning is problem-centred rather than content-oriented

Climate change adaptation is highly contextualised - no single adaptive approach can provide an
effective solution for all contexts. As such, the development of adaption solutions lends itself naturally
to our innate problem solving natures. However even if people feel capable of responding, they may
not know what action to take.

To be a truly ‘useful’ experience for learners, any adaptation workshop needs be more than a conduit
for delivering content. Using tools, such as case studies or a ‘lens’, in a workshop setting, moves
content from a theoretical to applied context. Engaging learners in applying these tools to their own
areas of concern can; demonstrate the strengths and weaknesses of a system, highlight any benefits
and short-comings of adaptive measures, and raise awareness of the risks of maladaptation.

Just as adaptation measures have a much better
chance of being appropriately planned, accepted, and
maintained if they originate in a process that involves
stakeholder, and engages them in a meaningful
process.

So too, workshops on climate adaptation need to
engage participants in a very real and relevant way.
