Rural Colombia
While in urban areas, 30% of the population is considered poor, 7% extremely poor, in
rural areas poverty is at 65% and 33% are extremely poor.
•

In the last decade rural GDP increased 2.8%

•

Land concentration and inequality has increased in rural areas. The Gini index of rural
areas of land owners increased from 0.74 to 0.88

•

60% of rural employment is in the informal sector

•

55% of poor peasants have never received any kind of technical assistance or training

•

11% do not have a home, and 16% live in homes in disrepair

•

The average income of a peasants in 2009 was 220,000 pesos, while their urban
counterparts earned an average of 668,000 pesos

•

Illiteracy rate is 18.5% and 60% do not have access to potable water
Since the early 1990's, Colombia has pursued an innovative
policy agenda to promote the competitiveness of agricultural
supply chains, with a particular focus on programs and
initiatives that support rural smallholder farmers

Methodology: Probit

 A unit increase in the index of training given by a producer
association to the tomato producers represents an increase of
1.38% in the probability that the household PPI score
experiment a positive change, on average ceteris paribus
 If the farmer diversifies, an additional crop apart from tomato,
increased the probability by 9.24% of having higher PPI score
 When the proportion of male in the household increases, it is
more likely to escape poverty

• Research is focused on identifying, designing and
communicating products as inputs for decision making.

• Improving the ISI index must have public
support
Unanswered questions/new research topics?
We don’t have the right to impose our conclusions. Indeed,
the Ministry of Agriculture is quite adverse to impact
assessments of its policies.
We need more data. For example, at the macro level
Colombia has serious data gaps. A way to measure
competiveness is with indicators/data but there is no…lack
of agricultural census..
More case studies. One case study can not speak for the
whole
How can we move from research to action on
policy processes?
1. We need a theory of change of the research;
2. Identification of key people to influence and how;
3. Systematic interchanges with these groups to identify
research demands and potential clients for current and
new research outputs.

indented to impact policy.

Rural Colombia While in urban areas, 30% of the population is considered poor, 7% extremely poor, in rural areas poverty is at 65% and 33% are extremely poor. • In the last decade rural GDP increased 2.8% • Land concentration and inequality has increased in rural areas. The Gini index of rural areas of land owners increased from 0.74 to 0.88 • 60% of rural employment is in the informal sector • 55% of poor peasants have never received any kind of technical assistance or training • 11% do not have a home, and 16% live in homes in disrepair • The average income of a peasants in 2009 was 220,000 pesos, while their urban counterparts earned an average of 668,000 pesos • Illiteracy rate is 18.5% and 60% do not have access to potable water

Changes in the poverty level (PPI score) Dependent Variable: Positive changes in PPI (Yes=1; No=0) Policy Variable: Membership with a producer association Methodology: Probit  A unit increase in the index of training given by a producer association to the tomato producers represents an increase of 1.38% in the probability that the household PPI score experiment a positive change, on average ceteris paribus  If the farmer diversifies, an additional crop apart from tomato, increased the probability by 9.24% of having higher PPI score  When the proportion of male in the household increases, it is more likely to escape poverty

What worked well about your methods? • Research is focused on identifying, designing and communicating products as inputs for decision making. “3PBs” + “WORKSHOP” + “Meetings” + “Blogs” • Defining a Scope: the work is geographic- and themespecific • The best approach is a combinations of methods. Quantitative data may hide farmers realities • Dialogue with the actors and design of an ad hoc survey.
  • 21. What still needs improvement? • Incidence on policy requires research by Demand. Donor interest may be not enough… Example: • Improving the ISI index must have public support
  • 22. Unanswered questions/new research topics? We don’t have the right to impose our conclusions. Indeed, the Ministry of Agriculture is quite adverse to impact assessments of its policies. We need more data. For example, at the macro level Colombia has serious data gaps. A way to measure competiveness is with indicators/data but there is no…lack of agricultural census.. More case studies. One case study can not speak for the whole
  • 23. How can we move from research to action on policy processes? 1. We need a theory of change of the research; 2. Identification of key people to influence and how; 3. Systematic interchanges with these groups to identify research demands and potential clients for current and new research outputs. Example Rural Development Group in Colombia supported by Rimisp • Caveats : Research is a public good. Not all research is indented to impact policy.

  1.  El consejo nacional es el órgano máximo de dirección y planeación de las organizaciones de cadena. Se encarga de desarrollar los acuerdos de competitividad y cumplir los compromisos establecidos allí. Sus integrantes son elegidos por consenso; en representación de los eslabones de la cadena, sector primario, industria, comercio, servicios, consumo, y las instituciones públicas y/o privadas de apoyo -Ministerios, universidades, centros de investigación, centros de formación y capacitación, etc, e invitados ocasionales y/o otros permanentes. Las secretarias técnicas nacionales son las encargadas de coordinar, articular y gestionar el desarrollo de los planes y estrategias de acción de las organizaciones de cadena, según las orientaciones y mandatos de los consejos nacionales. Sus labores principales se relacionan con el apoyo y acompañamiento técnico en la gestión competitiva de la cadena; asume también labores administrativas y operativas. La secretaría es ejercida por un profesional que actúa como secretario técnico de la misma, el cual es elegido por consenso. Los miembros de la cadena aportan recursos económicos para sufragar sus honorarios.  Los comités regionales tienen por finalidad implementar los lineamientos de la política a nivel regional de manera concertada y coordinada con la organización nacional de la cadena. Se convocan y promueven a partir del interés del nivel nacional y/o gobierno regional en cabeza de las secretarías de agricultura o empresarios departamentales, teniendo en cuenta los núcleos priorizados. Los conforman, al igual que en lo nacional, los actores más representativos de los distintos eslabones de la cadena. Los secretarios y coordinadores técnicos regionales, son los encargados de coordinar y acompañar el trabajo de estas instancias y su enlace con el nivel nacional.  Mientras las secretarías técnicas y coordinaciones regionales son las instancias responsables de la coordinación, articulación y gestión de los planes y estrategias de acción de los comités regionales, en coordinación con las secretarias técnicas nacionales, las mesas o comités temáticos dependen de las necesidades de las organizaciones de cadena en cuanto al abordaje de ciertos temas claves que requieren experticia o competencias específicas en áreas como: comercialización, calidad, desarrollo tecnológico, normatividad, etc. A nivel regional también pueden existir tales instancias para apoyar las labores del comité regional.

  3. La estrategia de cadenas de valor se ha convertido en una herramienta de desarrollo productivo y competitivo del sector agropecuario colombiano. En especial, la concertación de estrategias y políticas para el mejoramiento competitivo se canaliza a través de las 37 organizaciones de cadena (OC) agropecuarias y agroindustriales oficiales que promueve el MADR.Los CRs se han convertido en modelos de gestión social que hacen, de hecho, más eficiente la administración pública en lo local. Por ejemplo, han permitido abarcar mejor la problemática del productor, y entendiendo las interacciones entre los diferentes eslabones de una cadena de valor y de ellos con el entorno, de tal manera que la política pública no solo se concentre en la oferta sino también en la demanda\

El proceso de selección de los CRs –sujetos de estudios– en los territorios se hizo en dos etapas.  En la primera etapa los puntajes departamentales del Índice de Fortaleza Institucional (IFI) se agregan por cadena de tal manera que estas se agrupan en tres niveles de fortaleza de la política en el ámbito nacional (alto; medio; y bajo). Por lo tanto, al seleccionar una OC por nivel, el análisis cubre todas las situaciones relacionadas con la implementación institucional de la política. Adicionalmente, la selección de las OC tiene en cuenta el grado de consolidación, la trayectoria y el trabajo con los pequeños productores.El IFI se calcula únicamente para 2011, año en el que se dispone de la información necesaria para su construcción. Por lo tanto, su lectura corresponde una situación estática en el tiempo.Por otra parte, el IFI no consigue medir la calidad de las acciones tomadas al interior de cada CR. De allí la importancia de los casos de estudio. Los detalles de la construcción y análisis del IFI pueden consultarse en Parra-Peña, Miller y Lundy (2012).FI alto: la OC de Cacao obtiene el segundo mayor puntaje (21) y presenta una amplia trayectoria. La cadena esta formalizada como OC nacional frente al MADR, y el trabajo del consejo y secretaria técnica nacional y de algunos de sus CRs ha sido consistente. La cadena además presenta una alta participación de pequeños productores. IFI medio: la OC de Plátano obtiene un puntaje agregado del IFI de 8.3. La cadena cumple con características similares a las de cacao en cuanto a consolidación, trabajo regional y participación de pequeños productores. IFI bajo: la cadena Hortícola es una OC emergente. Se asume un desarrollo institucional bajo pues no se cuenta con la suficiente información para calcular el IFI. Sin embargo, sobresale como caso valioso, no solamente por ser una iniciativa reciente de la política, sino también por una alta participación de pequeños productores. Presenta además patrones de especialización por renglón productivo interesantes.Posteriormente, mediante la realización de entrevistas semi-estructuradas a actores clave de los CRs seleccionados se obtienen los factores de éxito o fracaso –las lecciones aprendidas– y se elaboran unas recomendaciones en la gestión regional de la política de cadenas productivas. El temario de las entrevistas considera preguntas directamente relacionadas con los cuatro componentes mencionados en el Gráfico 2.
