Miami-Dade WASD’s 54-in Government Cut Forcemain Design-Build Replacement, Owner’s
Representative Services – Mr. Olivares serves as one of the Program Manager’s Owner’s Representative
Construction Inspectors for this project. In this role, Alfredo serves as an independent observer of
construction and provides constructability reviews of design progress review submittals. His duties
include observaton of the secant pile installation at the launch
tunnel for the new 60-in forcemain, review of the 70% and 100%
design drawings for the temporary 36-in bypass forcemain to
accommodate tranferance of service from the 54-in forcemain to the
60-in forcemain at the Central District WWTP, review of
environmental resource program permit compliance, review of the
contractor’s quality plan for self-performing the fabrication of pre-
cast concrete tunnel segment liners, and other quality related duties
as assigned by the Program Manager.
Miami-Dade WASD’s Comprehensive Lateral Investigation
Program to Reduce I/I and Peak Flows Alfredo served as a
Construction Manager for the Comprehensive Lateral Investigation
Pilot Program (CLIP), a two-year, $11 million pilot program to
evaluate the effectiveness and costs of repairing public and private
sewer laterals with the aim of reducing wastewater peak flows
during rain events. This study included the capacity and
performance evaluation of pump stations. Alfredo provided project
scheduling and investigation of the condition of sewer laterals,
sewer lateral testing and inspections.
Miami-Dade Seaport Environmental Engineering Services
Served as Project Engineer and conducted site investigations, data
gathering, and coordination with Seaport staff in the location and
condition assessment of the 48 x 48-inch stormceptor.
Miami-Dade County Public Works Stormwater
Management and Flood Mitigation Program – Served as
Senior Engineering Inspector/ Inspector Supervisor on a large,
FEMA-funded stormwater management and flood mitigation
program. This program included 75 project sites throughout
Miami-Dade County involving earthwork and stormwater
management systems totaling tens of millions of dollars. Conducted
detailed construction quality inspections; verified contractor
compliance with design plans and specifications; and resolved
conflicts in the field between the proposed design and existing
infrastructure with environmental conditions. Monitored junior
inspector’s compliance with quality control responsibilities and
reviewed inspector’s daily and weekly reports. Checked
requisitions versus construction reports; tracked and resolved
complaints and deficiencies; and maintained communications with
the client, contractors, and design consultants.

Miami-DadeTransitPeople’s Transportation Plan. Alfredo served as an Inspector for the Miami-Dade
Transit. He performed site surveys of facilities, projects, programs and services to ensure ADA
compliance. He attended construction review meetings, monitored project progress, results and
performance. He functioned as a resource of information for MDT customers with disabilities. Alfredo
also provided staff support in reviewing, investigating, resolving and responding to ADA related
grievances and complaints regarding MDT programs, services, practices and facilities. He provided staff
support in the Special Transportation Services appeal process, and prepared reports and other
information based on local, state or federal agency requirements; maintain records as necessary or
directed.
ADA Pedestrian Improvements along South Miami Busway Project. Alfredo coordinated activities
with sub-consultants to assure that they followed the County design criteria and regulations. Alfredo also
revised design plans, and ensured that comments and suggestions were incorporated on the final
documents.
