                                                         ‫ﺘﺤﺩﻴﺩﻫﺎ ﻭ ﺍﻟﻭﺍﻗﻌﺔ ﻀﻤﻥ ﺍﻟﻤﻐﻠﻑ ﺍﻟﺤﻀﺭﻱ ﻟﻠﻤﺩﻴﻨﺔ ﺃﻫﻤﻴﺔ ﺨﺎﺼﺔ .‬

                    ‫ﻟﺫﺍ ﺘﻘﻭﻡ ﺍﻻﻤﺎﻨﺔ ﺤﺎﻟﻴﺎ ﺒﺎﺤﺘﺴﺎﺏ ﺘﻜﺎﻟﻴﻑ ﺘﻨﻔﻴﺫ ﺍﻟﺒﻨﻴﺔ ﺍﻟﺘﺤﺘﻴﺔ ﻭ ﺍﻟﺨﺩﻤﺎﺕ ﻭ ﺘﻘﺴﻴﻤﻬﺎ ﻋﻠﻰ ﻤﺭﺍﺤل .‬

                                      ‫ﺍﺫﺍ ﻭﻗﻊ ﺍﻟﻤﺸﺭﻭﻉ ﺍﻟﻤﺭﺍﺩ ﺘﻁﻭﻴﺭﻩ ﻀﻤﻥ ﺍﻟﻤﺭﺤﻠﺔ ﺍﻟﻤﻘﺭﺭﺓ ﺴﻴﺘﺭﺘﺏ ﻋﻠﻰ ﺍﻟﻤﻁﻭﺭ ﻤﺎ ﻴﻠﻲ :‬

                                         ‫ﺍﻟﻜﻠﻔﺔ ) ﺍﻟﻁﺭﻕ ، ﺍﻟﻤﻴﺎﻩ ، ﺍﻟﻤﺠﺎﺭﻱ ، ﺍﻟﺤﺩﺍﺌﻕ ، ﺨﺩﻤﺎﺕ ﺍﺠﺘﻤﺎﻋﻴﺔ ..( .‬

                                                               ‫ﺘﺤﻤل ﻜﻠﻔﺔ ﺍﻟﺨﺩﻤﺎﺕ ﺍﻟﻭﺍﻗﻌﺔ ﻀﻤﻥ ﺍﻟﻤﺸﺭﻭﻉ .‬

                      ‫ﺘﻡ ﺍﻋﺘﻤﺎﺩ ﻫﺫﻩ ﺍﻻﺴﺱ ﻓﻲ ﺍﻟﻤﻨﺎﻁﻕ ﺫﺍﺕ ﺍﻟﻜﺜﺎﻓﺔ ﺍﻟﻌﺎﻟﻴﺔ ﻤﺘﻌﺩﺩﺓ ﺍﻻﺴﺘﻌﻤﺎﻻﺕ ﻭ ﻤﺤﺎﻭﺭ ﺍﻟﺘﻜﺜﻴﻴﻑ .‬

                                 ‫ﺇﺫﺍ ﺭﻏﺏ ﺍﻟﻤﻁﻭﺭ ﺍﻭ ﺍﻟﻤﺴﺘﺜﻤﺭ ﺒﺎﺴﺘﻐﻼل ﺍﺭﻀﻪ ﺍﻟﻭﺍﻗﻌﺔ ﺨﺎﺭﺝ ﺤﺩﻭﺩ ﺍﻟﻤﻨﺎﻁﻕ ﺍﻟﻤﻌﻠﻥ ﻋﻨﻬﺎ ﻭ‬
                                                               ‫ﺤﺴﺏ ﺍﻟﻤﺭﺍﺤل ﺍﻟﻤﻘﺭﺭﺓ, ﻓﺈﻨﻪ ﻴﺘﺭﺘﺏ ﻋﻠﻴﻪ ﺍﻻﻤﻭﺭ ﺍﻟﺘﺎﻟﻴﺔ:‬
