  1. Thankyou for the opportunity. My presentation to you today will take you through a number of critical technology initiatives implemented by CFA post Feb 2009 that have given rise to improved opportunity for engagement of community understanding of risk and issuing warnings. I will do this by reflecting briefly on the outcomes of the 2009 VBRC inquiry, discuss our relationship with communities through a couple of lenses and then give you some insight into the initiatives.
  2. VFRR Output Map - The asset table on the top right of the map identifies all assets which have been identified to be at risk from Bushfire by the VFRR tool and assigned a treatment. The treatments are below the map and indicate treatment type the agency responsible and delivery dates. For areas that have a large number of assets identified, a zoom of that particular area individualises the assets and can be added to the side of the map. This is known as an insert map.

Establish a single ‘behind the scenes’ website with same-time uploads to the Country Fire Authority (CFA) and Department of Sustainability and Environment (DSE) websites. Adopt the OASIS Common Alerting Protocol – OASIS Standard CAP-V1.1, a digitally formatted template in which messages are constructed using standard classifications and terminology. Capability to create and issue alert and warning messages from the field was limited. Process was largely paper based and involved faxing to central location for publishing to website only. Faxes issued to media outlets. Problems with this approach included: Currency of message information Relied upon CFA network Public receives information through a number of means Visibility across all incidents was not possible Inconsistent language Other agencies like SES are now developing OSOM for their needs for an all-hazards approach to warnings RSS feeds can also be taken from OSOM so other organisations and the public can take up real time information from the system

The events and other approaches to Feb 7 2009 provided the impetus for a great leap forward in the use of technology to enable our communities to understand their bushfire risk, to inform and engage with our communities and to warn our communities in the event of fire. Early feedback on the February fires through the VFRR about preparedness strategies, indicated that many people felt under prepared, did not understand their bushfire risk, and did not understand or receive warnings. To respond to this, CFA and government put in place what might be regarded as the largest bushfire preparedness program by any government in the world. But before we get to what we have done, it’s best to provide a perspective on the bushfire issue and what the community engagement function is trying to achieve. The program was underpinned by the concept that information was not enough – we needed our communities to take actions that will ensure their survival when a bushfire occurs and to get this behaviour outcome, need to ensure individuals understand their own risk, have an action plan for survival and will receive a warning to enact that plan – and we acknowledge that this outcome requires a sustained supported long term program.
