VIDEO VOLUNTEERS
Identify, train and empower

representatives identify gaps in
entitlements and services, inform
and educate communities about
entitlements, and advocate with
authorities to bring about change
by addressing the gaps
In 2013-14, one out of every four
reports published by VV’s
Community Correspondents led
to the resolution of the
entitlement violation that was
highlighted
This shows that introducing a
community journalism element
into monitoring has great
potential

A community led,
community based
attempt to examine and
demand implementation
of RTE Act
Most distinctive part of
audit: apart from stating
problem, it is focused on
bringing about change in
issues identified-
Correspondent meets
with concerned
authority and dialogues
to take action and
resolve the issue

What is RTE Audit
By virtue of having a
camera and motivation
to audit what is working
and not in a school,
Correspondent brings
about a sense of vigil
Going beyond figures:
Complements other
reports by providing a
wider, more holistic
understanding of
situation on ground –
capturing nuances of
what a violation
means, or why
violation happened
People who are ‘right
holders’ of RTE Act,
directly involved in
monitoring,
scrutinizing and
ensuring that Act
implemented -not an
outsider who goes in
to ‘study’ what’s
working and not – but
people from
community who claim
their right to evaluate,
point out and work
towards ensuring that
issue is resolved
