6. “…does not allow for the health of our children, the
quality of their education, or the joy of their play. It does
not include the beauty of our poetry or the strength of
our marriages, the intelligence of our public debate or the
integrity of our public officials. It measures neither our wit
nor our courage, neither our wisdom nor our learning,
neither our compassion nor our devotion to our country;
it measures everything, in short, except that which makes
life worthwhile”.!

38. Controlling Regulations!
• Good for maintaining fair market conditions e.g.
insulation standards, energy use standards etc!
• Clumsy and less effective for controlling human
behaviour!
MARTIN STOCKLEY ASSOCIATES

39. Controlling Regulations (when applied to
human behaviour)!
• Require learning and memorising!
• Often counter-intuitive (that’s why you have a rule)!
• Require enforcement by third parties!
• Offer no reward for compliance (just avoid penalty)!
• Make poor use of the brain’s remarkable abilities!
• Usually inefficient in terms of movement capacity
(but sometimes more predictable)!
• Undermine community interaction and often result
in negative social behaviour!
MARTIN STOCKLEY ASSOCIATES
Consulting Engineers
40. Allowing Regulations!
• Less effective for maintaining fair market
conditions i.e. lack of viability unless all comply!
• Subtle and very effective for generating positive
human behaviour!

41. Allowing Regulations (when applied to human
behaviour)!
• Require learning but follow normal behaviour rules!
• Generally intuitive !
• Do not require enforcement by third parties(they
work by negotiation on the spot)!
• Offer a reward for compliance (if only just a smile)!
• Make use of the brain’s remarkable abilities!
• Efficient in terms of movement capacity!
• Reinforce community interaction and positive social
behaviour!

42. We are different.!
We want - !
• fairness not necessarily equality!
• sharing not exclusion!
• joy as well as function!
