Support a communiqué derived from ERA/FoE Nigeria's forest and gender workshop on the impact of large-scale
tree plantations on women, their communities and their environment. French multinational rubber company
Michelin Nigeria plc is jeopardizing local and Indigenous Peoples' lives and livelihoods by replacing local forest
ecosystems with rubber plantations. Women from the threatened communities told of epidemics taking hold
because medicinal plants are no longer available. They are also struggling with food shortages and price hikes.

colombia: indigenous communities under fire
Police in Colombia have violently suppressed protests from indigenous groups by firing bullets and throwing tear
gas. At the beginning of October, thousands of Colombia's indigenous people began a popular uprising around the
country to protest about the cultural and physical genocide they are suffering at the hands of the state and to
defend their territory, autonomy and culture. Police forces have repressed protests in Cuaca and Valle del Cauca
with bullets and tear gas, killing some, including a child, and wounding more than one hundred. The indigenous
communities in Colombia are becoming increasingly marginalized. They need your support! Censat Agua Viva/FoE

climate justice & energy: foei and foee teams gather in poznan for climate change talks
FoEI and FoEE have sent strong teams to Poznan for the 14th Conference of the Parties (COP-14) to the
Framework Climate Change Convention (UNFCCC). Their activities are complemented by an additional group this
time around, with about 50 activists from Young Friends of the Earth Europe also in Poland for the talks! Many
thanks to FoE Poland, which has been involved in national preparations for the event. The two-week long meeting
kicked off on 1 December under the banner 'good climate for negotiations' (although the temperature was only just
above zero degrees). Although the Convention's 192 signatory countries aren't expected to reach a final agreement
to tackle climate change until COP-15 in Copenhagen next year, some deals may still be done in Poznan. Key
issues on the table include adaptation and mitigation of climate change in the global South, a North-South transfer
of funds to reach these goals, technology transfer for sustainable production in the South, industrialized countries'
reduction of carbon dioxide emissions and implementation mechanisms.

climate justice & energy: will ambition be the missing ingredient in poznan climate talks?
The UN recently reported continuing increases in greenhouse gas emissions in industrialized countries, exposing a
worrying lack of ambition when it comes to addressing climate change. FoEI is calling for industrialized (Annex I)
countries to commit to emissions reduction targets of at least 40% less than 1990 levels by 2020; and is pressing
them to commit to a timetable of work that will lead to a strong post-2012 agreement in Copenhagen in December
2009. A suite of financial mechanisms is also needed to provide reliable and consistent funds for mitigation and
adaptation in developing countries through means other than carbon offsetting. Parties also need to focus on clean
renewable energy and energy efficiency, rejecting false solutions such as carbon capture and storage, large dams,
nuclear energy, agrofuels and proposals to use carbon trading mechanisms for forest conservation.

climate justice & energy: young foee's 'countdown to poz'n'hagen'
Young FoE Europe's international youth climate tour is underway, involving 50 young climate activists from over 20
European countries. 'Countdown to Poz'n'Hagen' encompasses three stages: in 2008, the climate tour went to the
European Social Forum in Malmö and the UN Climate Change Conference (COP-14) in Poznan. It will then contin-
ue throughout 2009 until COP-15 in Copenhagen.

climate justice & energy: young foee 'wraps up' climate change!
Young FoE Europe's 'Wrap Up' action for 2008 is now drawing to a close. Over 30 'Wrap Up' actions in a
total of 18 countries resulted in banner squares made by people of at least 30 different nationalities!
There are over 1,200 squares, which were stitched together to make a banner that is an incredible 20m
long. On 11 December, Young FoEE presented the 'Wrap Up' messages to European environment minis-
ters in Poznan.

climate justice & energy: social movements in poznan demand climate justice!
The concept of climate justice seems to be gathering support very quickly in many different parts of the
world, and there is a growing demand that industrialized countries be held accountable for the climate
debt they have incurred. The 'climate justice' slogan was very evident in Poznan when civil society organi-
zations took to the city streets on 6 December to celebrate the Global Day of Action on Climate Change.
The new Climate Justice alliance includes FoEI, Via Campesina, the Global Forest Coalition, Third World
Network and many other groups.

europe: leadership on climate change melting away?
Negotiations between the European Parliament and Council continue, but EU Heads of State and
Government have effectively decreed that they alone will decide on the final laws, leaving room for a radi-
cal weakening of the legislation at a forthcoming EU leaders' summit. FoE Europe and other environmen-
tal groups took this as a sign that European leaders are preparing the ground to renege on their promises
of global climate leadership. The groups installed giant blocks of ice outside a Ministers' meeting to sym-
bolize the impacts of climate change, and projected messages onto the Council building urging Ministers
to show leadership.

worst eu lobbying awards ceremony
On 9 December, the winners of the 2008 Worst EU Lobbying Awards - organized by FoE Europe,
Corporate Europe Observatory, Lobbycontrol and Spinwatch - were revealed at a ceremony co-presented
by British activist and comedian Mark Thomas. More than 8,500 people took part in the online public vote.
One of the candidates for the Worst Conflict of Interest Award, suspended European Commission official
Fritz-Harald Wenig, tried to silence the Worst EU Lobbying Awards by taking legal action to have his
name removed from the nominations and not mentioned during the Worst Lobbying Awards ceremony.
The court ruled that freedom of speech was more important in this case. And the winners were…….
- Worst EU Lobbying 2008 - the award is shared by three agrofuel lobbyists, the Malaysian Palm Oil
Council, Brazilian sugar barons UNICA and energy company Abengoa Bioenergy for their use of mislead-
ing information and greenwash.
- Worst Conflict of Interest Award 2008 - the award was richly deserved by Finnish MEP Piia-Noora
Kauppi, who promoted interests of her future employer, a banking lobbying group, while still an active
member of the European Parliament.

foe europe criticizes compromise on cars and carbon dioxide
Instead of making the car industry put its foot down and speed up progress in making smarter cars that

use less fuel, European politicians have decided to let it continue to coast along at its own pace for a few
more years with a regulation riddled with delays, loopholes and concessions. On 1 December, European
decision-makers agreed a new regulation on cars and CO2, which sets a 130g CO2/km target for 2015
and a 95g target by 2020. FoE Europe had been calling for much tighter restrictions - 120g CO2/km by
2012 and 80g CO2/km by 2020. An opinion poll commissioned by FoE in five EU countries showed over-
whelming support for measures to force carmakers to reduce fuel consumption by 25% immediately.

seattles to brussels network 'celebrates' unholy alliance
On 28 October, the Seattle to Brussels network highlighted the unholy alliance between the European
Commission's DG Trade and business lobby group BusinessEurope. S2B celebrated a mock wedding of
the two, outside BusinessEurope's 'Going Global' conference (which focused on the EU's business-orient-
ed Global Europe strategy). Swedish MEP Jens Holm also sent an open letter to Europe's new Trade
Commissioner, Baroness Catherine Ashton, asking her to remove BusinessEurope's conference from the
Commission's Charlemagne building.

foei continues to track international maritime organization
FoEI participated in the International Maritime Organization's Marine Environment Protection Committee
(MEPC) 58, 6-10 October through our affiliate group North Sea Foundation, submitting papers and inter-
ventions on ship emissions (SOx, NOx and CO2); protection of Antarctica (jointly with the Antarctic and
Southern Ocean Coalition (ASOC) NGO coalition); guidelines for small craft; marine litter; ballast water;
ship breaking; and underwater noise. The convention on SOx and NOx will enter into force in July 2010.
The convention on marine litter has now gone into a review process and is one of the topics FoE will
focus on next year. Discussions on CO2 emissions from ships were very frustrating and there is still a lot
to do.

argentina: president vetoes bill to protect glaciers
In mid-November, the Argentinean President Cristina Fernández de Kirchner vetoed a bill to protect glaciers in
Argentina, even though it had already been passed by the Argentinean Senate by unanimous vote. The bill
includes proposals for a National Glacier Inventory, and restrictions on polluting activities and the development of
infrastructure that might threaten glaciers. Kirchner's veto threatens to undermine the whole region's climate policy,
and has been strongly rejected by several environmental and civil society organizations. FoE Argentina issued a
communiqué after the presidential veto saying that it was a result of quot;the pressure of mining economic and political
interests.quot;

australia: 96% want tests for toxic food additives
FoE Australia recently commissioned a poll that found that 9 out of 10 Australians want safety checks on nano-par-
ticles in food. 92% also believe food companies should label food and food packaging that contain nano-particles,
so customers can make an informed decision about whether or not they want to eat nano-foods or buy food in
nano-packaging. Only 15% said they would purchase foods containing manufactured nano-particles, while 40%
said they would not purchase them at all. Test tube and animal studies have shown that some nano-scale forms of
familiar substances are toxic to people and the environment, yet food companies are not currently required to con-
duct safety tests if ingredients have been approved for use in their normal bulk form.

brazil: civil society challenges brazilian push for more agrofuels
Civil society groups, including Núcleo Amigos da Terra/FoE Brazil, formally challenged the agroindustrial model and
its impact on food and energy sovereignty, during Brazil's international conference on biofuels in Sao Paulo, 17-21
November. Even though the Brazilian government is threatening a WTO dispute if the EU imposes strict sustain-
ability criteria, European Energy Commissioner Piebalgs attended the conference, and UNICA (Brazil's sugar cane
industry association) claims that Piebalgs reassured them that only WTO-compatible criteria will be used. To read

chile: government position in poznan criticized
Chile's Alliance for Climate Justice, which includes CODEFF/FoE Chile, questioned the position of the Chilean gov-
ernment at COP-14 in Poznan. Although agreeing that there is a need to correct global production patterns, and to
coordinate global UN mechanisms such as the climate change and biodiversity conventions, the Chilean govern-
ment hardly practices what it preaches, since it continues to promote and allow unsustainable practices, including
mining, agroforestry and industrial fishing, and permits high levels of water and energy resources to be consumed,
even though this has serious impacts on communities and ecosystems, including glaciers. FoE Chile also rejected

the Chilean government's claim that it has practically no emissions of greenhouse gases.

costa rica: action on energy, food sovereignty, forests and trade
COECOCEIBA/FoE Costa Rica has been active on a wide range of issues. They participated in a televi-
sion program focusing on the disadvantages of carbon neutral policies. They also hosted a joint meeting
of environmental organizations and local, peasant and indigenous communities, who agreed on a work
plan for the next six months. Before this meeting, FoE Costa Rica conducted a tour of community forests
in the north of the country, meeting with peasant leaders to discuss community forests and food sover-
eignty. The group also helped to close the Atlantic road, to protest against pollution and the expansion of
pineapple plantations; launched discussions on the state of the national economy in the context of the
global crisis and alternatives from the popular movement, through a new training session; and conducted
a forum on the EU cooperation agreement, with the peasant farmers' organization UNAG.

el salvador: reporting back from the social forum of the americas in guatemala
MOVIACC, the Movement of Victims Affected by Climate Change, participated in three important events at
the 3rd Americas Social Forum (FSA), in Guatemala, 7-12 October. The first was a seminar providing a
space for 'the voice of victims affected by climate change', which consisted of two panel discussions and
two fora focusing on the experiences of affected communities, especially in regions already affected by cli-
mate change. FoE Costa Rica and CENSAT Agua Viva/FoE Colombia also presented information about
the relationship between forests and climate change.
MOVIACC also participated in a demonstration against the fifth round of negotiations between Central
American countries and the European Union, demanding, amongst other things, the removal of the accord
on water. Finally, there was a gathering of organizations and movements demanding Climate Justice Now!
which developed a comprehensive range of proposals on health and food sovereignty.

ewni: uk climate law a world first
The UK Climate Change Bill is finally law! The UK Parliament voted on 28 October for the world-first legis-
lation after a three and a half-year campaign by FoE EWNI. The law commits the government to deep
cuts in the UK's emissions of greenhouse gases by 2050. The first of its kind in the world, the law is a
huge step in the fight against climate change. It means the UK is legally committed to at least 80% cuts in
greenhouse gases by 2050. Launched in 2005, FoE EWNI's Big Ask campaign saw unprecedented num-
bers of people calling for a strong climate law and nearly 200,000 spoke to their MP directly - by letters,
email, posting a video clip, or in person. People changed politics!

ewni: the big ask wins award for best green website
The UK's 2008 Green Awards nominated Friends of the Earth's website, www.thebigask.com, as the Best
Green Website. The website invited members of the public to get on board a virtual flight to Parliament
and make it one plane the government could not ignore! By booking a seat on the plane individuals sent a
message to their MP calling on the government to stop ignoring pollution from planes and ships and
include them in the Climate Change Bill.

georgia: ratifies cartagena protocol
Georgia ratified the Cartagena Protocol on Biosafety on 4 November. It's a step in the right direction, but
FoE Georgia is calling on the government to develop national biosafety legislation and institutions to
implement that legislation. In the meantime, FoE Georgia continues its GM-free awareness campaign and
lot of schools across the country have already been declared GM-free.

indonesia: foe accuses roundtable on sustainable palm oil of greenwash
When palm oil companies met at the Round Table on Sustainable Palm Oil in Bali, WALHI/FoE Indonesia
demanded the total cessation of further deforestation and land conversion for palm oil cultivation. FoE
Indonesia rejects the industry-dominated RSPO because its principles and criteria 'sustain' the expansion
of huge palm oil plantations, by certifying individual plantations instead of assessing companies' overall
production. The RSPO thus allows companies to maintain a green and responsible image, even if they
continue destroying forests and affecting local communities.

indonesia: walhi celebrates 28th birthday!
WALHI/FoE Indonesia had a very active month in October, celebrating its 28th anniversary and participat-
ing in other important occasions including World Food Day and activities focusing on climate change.
Along with other NGOs they held a series of activities, including a one day seminar on the 'World Bank
Financing Global Warming', a related action in front of Indonesia's World Bank office the next day, and an
'open house' session with their local neighborhood. On 15 October, FoE Indonesia celebrated its anniver-
sary, restating its commitment to environmental rescue and recovery and the fulfillment of community
rights.

ireland: challenging fighting hunger conference
NGOs called on Kofi Annan, the former UN Secretary General, and Mary Robinson, the former President
of Ireland and UN High Commissioner for Human Rights, to oppose GM crops which are being touted as
necessary to feed the growing population of the world's developing countries at the Fighting Hunger
Conference which took place as part of World Food Day. FoE, the African Centre for Biosafety,
Greenpeace International and GM-free Ireland said patented GM crops are part of the unsustainable
industrial agribusiness model that makes farmers more reliant on Monsanto and other giant agri-biotech
companies, which force them to buy GM seeds along with the chemicals to make them work.

netherlands: foe groups make history filing law suit against shell in netherlands
Milieudefensie/FoE Netherlands, ERA/FoE Nigeria and four Nigerian citizens filed a unique lawsuit against
Anglo-Dutch oil giant Shell on 7 November. For the first time in history Shell's international headquarters
will have to appear in court to respond to charges of causing environmental damage abroad. The plaintiffs
are fishermen and peasants from the Niger Delta area, who have been affected by the oil spills caused by
Shell's activities. A new investigation shows that the villages of the Nigerian plaintiffs have been heavily
polluted and that Shell has not adhered to international standards for 'good oil field practice' in Nigeria.

netherlands: rotterdam forest cleared for soy
Camila Moreno from Terra de Direitos, Brazil and Anne van Schaik from Milieudefensie/FoE Netherlands
led a protest against plans to clear-cut the Kralingen Forest near Rotterdam harbour, to make way for soy
production for biofuels. A billboard with an artist's impression of the future soy plantation was revealed,
and the impacts of land-grabbing for food and biofuels in both Brazil and European countries was
exposed. Biofuels production projects are also planned in the Dutch Hoge Veluwe National Park and the
Black Forest in Germany.

nigeria: reaching out to schools to talk about biofuels
ERA/FoE Nigeria and the Committee On Vital Environmental Resources (COVER) organized a workshop
on biofuels for children in primary schools and the coordinators of primary and secondary schools in Benin
City on 13 November. The theme of the Workshop was 'Fossil fuels versus Biofuels: Building Knowledge
and Promoting a better Future.' It drew over 100 participants, including 70 children from seven primary
schools, primary and secondary school teachers, media representatives and civil society organizations.
Together they considered the risks of the recent plunge into agrofuels production and its impacts on food

production, livelihoods and the environment. They also drafted a communiqué expressing their concerns
and proposing alternative approaches, including support for local farmers and safe and cleaner energy

palestine: water and wastewater crisis unfolding in the gaza strip
PENGON/FoE Palestine fears that the health and environmental consequences of the looming water and
wastewater crisis in the Gaza Strip will be severe. Palestine's citizens use only one sixth of the water that
their neighbors in Israel do, and rely heavily on the area's 155 water wells. But these are either out of
action or not functioning properly because of power cuts and a lack of spare parts for pumps and genera-
tors. The Gaza Strip has also run out of chlorine to disinfect drinking water, and environmental and health
disasters seem imminent. A lack of fuel means that wastewater treatment plants have been closed and 77
million liters of untreated wastewater is being pumped into the sea every day. Wastewater could soon
flood the northern and southern areas of the Gaza Strip.

philippines: helping communities claim their lands
LRC-KSK/FoE Philippines is supporting the Taboli-Manobo S'dat Claimants Organization (TAMASCO) and
neighboring communities who applied for a Certificate of Ancestral Domain Title in late 2006. The commu-
nities are re-establishing their claim to at least 6,000 hectares of lands, more and more of which is being
planted with coffee by Silvicultural Industries, Inc. Coal mining also poses problems. The communities are
now working with FoE Philippines and others to document their cultural practices, especially their respect
for forests. They are also cultivating those small portions of their ancestral domains they are able to work
on these days, growing organic grains, bananas and root crops, and managing their resources sustain-
ably.

philippines: scarecrow action to scare off mining company
Women, men and children helped members of Anislagan Bantay Kalikasan Task Force erect a 5m high
scarecrow, as a symbol of their continued staunch opposition to the mining companies that threaten their
farms. Anislagan is an agricultural community of about 2,000 individuals, and the local town of Placer is
also dependent on clean water from the area. Kalayaan Copper Gold Resources (KCGR), which is a joint
venture of Anglo-American Corporation, the world's second largest mining company, and the Manila
Mining Corporation (MMC), was issued an exploration permit in March even though there has been no
endorsement from the local barangay council and no consultation with the community. Anislagan had pre-
viously been promised that it would be excluded from the mining area.

uruguay: ence denounced for false advertising
REDES/FoE Uruguay submitted an appeal to Uruguay's Ministry of Economy and Finance to investigate
whether or not the Spanish company ENCE was guilty of false advertising when it advertised itself as pre-
serving native forest, palm trees, and riverside and gallery forests. A few months after the advert
appeared, the Ministry of Livestock, Agriculture and Fisheries (MGAP) announced the temporary suspen-
sion of all ENCE proceedings before the Forest Direction, due to evidence of illegal logging carried out by
the company in approximately 80 ha of native forest in Paysandú Department. However, no penalty has
so far been applied. The Ministry will now be obliged to investigate FoE Uruguay's complaint.

Barack Obama's historic election victory should put the US on a new course when it comes to tackling cli-
mate change, according to FoE US. Pre-election, Obama said that quot;a new energy policy that speaks to
our dependence on foreign oil and deals seriously with global warmingquot; would be one of the top three pri-
orities for his first term as president. Obama plans to reduce greenhouse gas emissions to 1990 levels by
2020 and invest US$150 billion in clean energy and energy-efficient technologies, creating five million jobs

in the process. He also supports auctioning pollution permits, forcing corporate polluters to pay for their
pollution.

united states: foe us calls on g20 to transform global financial system
As representatives of 20 of the world's wealthiest nations met in Washington to address the global finan-
cial crisis, on 15-16 November, FoE US warned against propping up the existing financial system, calling
for fundamental change instead. FoE US published a series of recommendations that would make the
world's financial system more stable, transparent, accountable, and environmentally sustainable. These
include new regulations on the banking and financial services industry, new tax policies, ways of account-
ing for environmental impacts in financial decision making, increased penalties for bad actors, principles
for government bailouts, and ways to ensure that decisions about a new financial system are made in a
democratic way.

us: legal ruling implies us coal plants must limit carbon dioxide emissions
FoE US congratulates fellow US environmental NGO, the Sierra Club, which has won a court case over-
turning an air permit for a proposed waste coal-fired power plant. This will effectively halt permits for new
and proposed coal power plants for quite some time. Previously, coal plants were obliged to use 'best
available technology' for limiting sulfur and nitrous oxides emissions, but this now has to be applied to car-
bon dioxide emissions as well, following a 2007 Supreme Court ruling recognizing that carbon dioxide, the
principle source of global warming, is a pollutant under the federal Clean Air Act. Coal plants emit 30% of
the US's greenhouse gases.

The Executive Director of ERA/FoE Nigeria, Nnimmo Bassey, was elected FoEI chairperson during the 2008 BGM
in Honduras. This is the first time an African has been elected to chair the federation in its 40-year history. In a
speech after the election, Nnimmo paid tribute to Meena Raman, the last chairperson of FoEI, describing her four-
year term as an exemplary one that provided excellent work and leadership to all member groups of the federation.
Nnimmo promised prompt actions to mobilize and resist any form of environmental injustice in any part of the
world. He also denounced the corporate greed that has fuelled avoidable crises in all facets of life, including in the
financial sector, where the current bail-outs of bankrupt companies in the global North are skewed in favor of the
rich.

'poison fire' screened at international documentary film festival
Poison Fire, a new documentary exposing oil and gas abuses in Nigeria and featuring Friends of the Earth Nigeria
volunteers, was launched with a world premiere at the prestigious International Documentary Film Festival of
Amsterdam (IDFA), 20-30 November. IDFA is a prestigious film festival so this is really good news for the campaign
in Nigeria, which will be exposed to a large international public, and potential broadcasters and producers.

new report: forest carbon trading exposed
FoEI's climate change campaign has launched a new report on the risks of forest carbon trading. 'REDD Myths', is
a comprehensive critique of a new mechanism - known as REDD - to reduce emissions from deforestation and
degradation in developing countries. REDD is being negotiated in the United Nations Framework Convention on
Climate Change (UNFCCC), and is scheduled to become a part of the post-2012 agreement that nations pledged
to reach in Copenhagen in 2009. It will be a key area for discussion at COP-14 in Poznan. However, the report
argues that dangerous forest carbon trading proposals will undermine the stated objectives of the negotiations, and
poses problems in three key areas: land rights, offsetting and plantations.

juan lopez leaving foei
After eight years coordinating FoEI's successful GM campaign, Juan Lopez will be leaving at the end of
December. Highlights of the campaign during this time have been the search for StarLink and other illegal
GMO varieties in the food supply, the hunger and food aid campaign, and the growth of new regional cam-
paigns in Latin America, the Caucasus and Africa. Juan and his family will be based in Maputo in
Mozambique for the next two years, and Juan will still work on environmental issues, in a freelance capac-
ity. Good luck Juan!

The 2009 World Social Forum (WSF) 2009 will take place 27 January - 1 February in Belem, Brazil. This
time around there are no dedicated funds for FoEI participants, so it is unlikely that the FoEI team will be a
large one. Still, the Program Integration Team (PIT) advises at least a minimal level of coordination to
ensure that people/groups who are going from FoEI are aware of all the FoEI activities, and hopefully
have a common message. International programs and regions that plan to attend 2009 WSF are also
asked to identify clear objectives for how participation in the forum will help overall program or movement-
building goals. Please inform the Secretariat if there is any activity/meeting that you are planning! But
please make sure you register your group and yourselves as participants, as there will be no central FoEI
registration.

At the 2009 World Social Forum (WSF) in Belem, a number of FoEI groups will be involved in launching a
broadcast quality film, which looks at the impacts of soy expansion in Brazil and Paraguay and the way in
which consumption of soy and meat products in the EU is driving this expansion. Partner organizations
are FoE groups in EWNI, Paraguay and Uruguay; Food and Water Watch Latin America; FASE Mato
Grosso, MST and Via Campesina Brazil; CONAMURI and Via Campesina Paraguay; Radio Mundo Real;
the Feeding and Fuelling Europe project consortium; and the Heinrich Boell Foundation. If any other FoEI

FoE Europe will co-host a European civil society meeting, 10-11 January, to discuss how to build capacity
for civil society organizations to organize and mobilize in response to the global financial crisis. The meet-

Prime Minister Tony Blair, on New World: Values, Developments and Regulation, which will be attended by
