5. A CASE STUDY – OFF SHORE INCIDENT

• The barge was carrying 12,365 MT of cargo.
• On 1st Feb the tug sailed from East UAE to a central A.G. port with the
laden barge under tow. At the date the weather condition was favorable
with less than 10 knots wind and sea swell less than 1 meter.
• On 2nd Feb the weather deteriorated during the night to wind 40 knots
westerly and long swell between 2-3 m.
• On 3rd Feb, Tug boat starboard engine failed and towing wire parted
while the tug was about 4 miles south west from a renowned oilfield

• Machinery / Equipment (towing line), sail out towage inspection.
• The towing emergency line; “no” floating buoy (N.Bouy).
• This limited the tug crew to pick-up the parted towing line.
• Deteriorated structural integrity. (condition of barge )
• Master’s competency – unseaworthy ??
• Towage approval certificate was not obtained. – unseaworthy ?
• Master of the “Vessel B” continued towing the barge without
passage plan adjacent to oil fields.
• Master has delayed responding to assisting teams for
approximately nine hours.
