Merit Scholarship Application 2013-2014 Academic Year
General Instructions
The National Military Intelligence Foundation (NMIF) is pleased to announce a
competition for scholarships to support students pursuing courses of study and formal degrees in intelligence
studies and related disciplines. NMIF hopes to award 3scholarships for full time undergraduate or graduate
study each valued at $3000. Additionally, NMIF will award one scholarship valued at $5000 in honor of LTG
James A. Williams, USA (Ret), former Director of the Defense Intelligence Agency, a Fellow of the
Foundation, and a NMIA Lifetime Achievement Awardee. In addition to providing a grant to academic
institutions to be applied to the winning applicants’ tuition, each award will be accompanied by a free student
membership in the National Military Intelligence Association (NMIA) and an invitation to attend the
NMIF/NMIA Awards Banquet held at the Hilton Hotel, McLean, VA, on Sunday, May 18, 2014

To be eligible for consideration, the following criteria shall be applied:

Standing: Applicants for the NMIF Merit Scholarship must be Juniors, Seniors or Graduate
students at the time of a scholarship award (not earlier than June 2013). For purposes of
scholarship consideration, a Junior is defined to be an undergraduate who has completed not
less than 48 semester hours or 90 quarter hours of academic credits from an accredited postsecondary educational institution. a Senior is defined to be an undergraduate who has
completed not less thann72 semester hours or not less than 130 quarter hours of academic
credits from an accredited post-secondary educational institution. A graduate student for
purposes of this scholarship competition is defined as a student who has been awarded a
Bachelor’s degree or equivalent from an accredited post-secondary educational institution and
is pursuing a Master’s Degree, a Doctoral Degree, a professional degree in law, medicine, or
business. Candidates pursuing a second Bachelor’s degree are eligible for consideration as
pursuing an undergraduate degree with Junior or Senior status.
Status: Applicants must be considered full-time students. For purposes of this scholarship
competition, a full time undergraduate or graduate student shall be enrolled in an accredited
post-secondary institution for not less than 12 semester hours or not less than 15 quarter
hours.
Undergraduates who are not considered Juniors or who have not completed at
least 48 semester hours or 90 quarter hours are not eligible to compete in this
year’s competition
Candidates for professional certificates are not eligible to compete in this year’s
competition.
Awards may be applied to Spring Semester/Spring Quarter 2013-2014, Summer Study 2014,
or Fall Semester/Fall Quarter 2014-2015.

This competition is open to all eligible candidates; prior military or intelligence experience may be helpful
but is not required. Scholarships have been awarded in the past three years to many applicants who had no
prior military or government experience.
Scholarship Awards made by the Board of Directors of the National Military Intelligence Foundation shall be
made solely at its discretion, and all decisions of the Board are final and are not subject to outside
adjudication. All submissions shall become property of the National Military Intelligence Foundation.

The following criteria will be used to evaluate scholarship applications:
(1) Academic Excellence and Rigor: The NMIF Scholarship Selection Committee places great weight on past
academic success and heavily weighs both overall grade point average and grade point average within
candidates’ major course of study. The Committee also considers the demands and rigor of each applicant’s
course of study.
(2) Course of Study/Major: All applicants shall describe their degree concentrations or major including
but not limited to Intelligence Studies or related subjects in their scholarship application. Copies of
transcripts should be imaged and furnished with the electronic application submission. Photocopies or
official transcripts should be submitted via US mail. Official transcripts are preferred and will be
required before final awards can be made.
(3) Demonstrated commitment to a career in the intelligence community: Each applicant shall list special
activities, internships, prior military service, or other activities that provides tangible evidence of career
aspirations to serve as a member of the intelligence community. Copies of letters of appreciation, awards, or
other supporting materials should be imaged and submitted with the application. The ability of the applicants
to obtain a U.S. Government security clearance (e.g., absence of a criminal record, good financial and
personal conduct history) is also an important attribute of a candidate’s commitment to a career in
intelligence.
(4) Short essays: As part of the application process each applicant is asked to provide short, succinct
answers to the following questions:
• Why are you interested in a career with military or national intelligence organizations or a career that
employs intelligence disciplines?
•

Why do you believe your major or intelligence coursework concentration is important to the Intelligence
Community in general and one or more specific intelligence disciplines such as Signals Intelligence,
Imagery Intelligence, or Human Intelligence, or an intelligence organization in particular?
• How will your coursework prepare you for a career in the intelligence community or kindred
organizations?
• What difference do you believe a national Military Intelligence Foundation Scholarship will make in
your educational advancement and development of your professional career?
The Scholarship Competition Committee attaches great weight to these essays.
(5) Financial Need: All applicants should complete summary information describing how their education has
been financed to date and how they expect future educational efforts to be financed. Please provide an
estimate of current student debt as well as an estimate of final student debt that will be incurred at the time
the degree being sought is awarded. Financial need will be considered by the Scholarship Committee in
allocating awards, but will not be considered in evaluating the meritorious character of each candidates
application.
Please submit a resume (no more than3 pages), complete the following application form, and
forward them via e-mail to ffrank54@comcast.net not later than March 1, 2014. In addition, please have
official copies of all transcripts and other supporting materials sent by e-mail to ffrank54@comcast.net or
the National Military Intelligence Foundation, 4639 Lambert Drive, Alexandria, VA 22311 to arrive not later
than March 1, 2014. The Scholarship Committee will meet on or about 15 March 2014 and incomplete
applications will not be considered.

(4) Short essays: As part of the application process each applicant is asked to provide short, succinct answers to the following questions: • Why are you interested in a career with military or national intelligence organizations or a career that employs intelligence disciplines? • Why do you believe your major or intelligence coursework concentration is important to the Intelligence Community in general and one or more specific intelligence disciplines such as Signals Intelligence, Imagery Intelligence, or Human Intelligence, or an intelligence organization in particular? • How will your coursework prepare you for a career in the intelligence community or kindred organizations? • What difference do you believe a national Military Intelligence Foundation Scholarship will make in your educational advancement and development of your professional career? The Scholarship Competition Committee attaches great weight to these essays. (5) Financial Need: All applicants should complete summary information describing how their education has been financed to date and how they expect future educational efforts to be financed. Please provide an estimate of current student debt as well as an estimate of final student debt that will be incurred at the time the degree being sought is awarded. Financial need will be considered by the Scholarship Committee in allocating awards, but will not be considered in evaluating the meritorious character of each candidates application.
