Our PUBLIC SERVICES innovation programme focuses on the main issues in public sector innovation –
new services, e-services and e-infrastructures for the public sector, innovation in public management and
policy support, public sector change management and organisation, and public services interoperability
and European integration. The direct beneficiaries of this programme are public authorities - local and
national - and, of course, at the end of the day, citizens and businesses.

3. Who We are
We are an applied research centre focused on innovation, both for businesses and
for public authorities, be they local or national. We have over ten years’ experience
working with public authorities as they strive for continuous improvement and
innovation. To that end, we have established lasting strategic partnerships with
key players in public management, such as the Ministère de la Fonction Publique
et de la Réforme administrative (Ministry of the Civil Service and Administrative
Reform) and the Centre des Technologies de l’Information de l’Etat (CTIE) (National
Centre for Information Technologies). We also work closely with, amongst others,
the Ministère de l‘Economie et du Commerce Extérieur (Ministry of the Economy
and Foreign Trade) and the Ministère des Affaires Etrangères (Ministry of Foreign
Affairs). Aware of how important it is for Luxembourg to work within a European
context, we belong to a number of European projects and networks, in order to
situate Luxembourg’s needs within large-scale European initiatives. The public
nature of our business strengthens us in this mission and guarantees our impartiality
and objectivity. Finally, undoubtedly add to our strengths the many and varied skills
across our research teams, enabling us to solve the most complex of problems to the
benefit of citizens and businesses alike.

European level and a bridge linking Luxembourg with various European initiatives.

Among the products and services offered by this programme are:
• The development and evaluation of public policies involving structured
participation and cooperation between the different stakeholders;
• The programme for continuous improvement, based on the CAF model
(Cadre d’Autoévaluation des Fonctions Publiques) (Public Services Selfevaluation Framework) and focusing on four stages which are: self-evaluation
based on the CAF model of excellence, the establishment of the improvement
action plan, the setting-up of means of improvement, and measurement,
capitalisation and transfer;
• Helping public initiatives in Luxembourg to integrate into Europe;
• The “Moien Merci” Welcome and Service Charter under which public
authorities may advertise and guarantee a certain quality of service to their
users. The Centre helps authorities which take this step to define and publicise
their commitments, the extent to which they are bound to such commitments,
and the review of the Charter. This support is offered in collaboration with
the Ministère de la Fonction Publique et de la Réforme Administrative and
the government's Service Information et Presse (SIP) (Information and Press
Service);
• Training, certification and coaching in the management of IT projects based
on the HERMES methodology.
