- Budgeting is the process of estimating
the revenues and expenses for the LC
during the term;
- These revenues and expenses are based
on the LC historical data, in the term
plan/revision of the plan and in the LC
financial goals;
- Budget must be continually compared
to the actual LC’s financial performance;
- Budget gives us, in a financial
perspective, the measurement of the LC’s
performance.

O que é?
A estratégia de uma organização consiste no conjunto de mudanças
competitivas e ações que os diretores executam para alcançar o melhor
desempenho.
É um planejamento para reforçar a posição da organização no mercado,

Qual a importância?
Sem estratégia, um gestor não tem um rumo previamente considerado

• Optimistic Scenario
- Defining your final Pricing for the different exchange revenues categories;
- Getting Exchange goals from the LC Plan output;
- Getting also all the other revenues that can be predicted according the LC
Plan, like PSel revenues, financial revenues, events revenues, etc;
- Getting the basic expenses (Most of the revenues need some previous
expenses to happen. Some revenues bring together with them some expenses
(for example, when you raise an EP you need to pay a fee to the MC in the next
“Extrato de CL”);
-Getting areas Must-Dos expenses and a lot of fix expenses the LC has in order
to run its activities, as MC Fee, office materials, telephone, etc.
-Obs: O cenário otimista é configurado no PLAN do CL.

•Realistic Scenario
- The realistic scenario of the coming Budget is based on the LC
previous Budget realized revenues.
- Calculate a growth of 20% over this value. The result gives you the
approximated value of the total revenues that should be planned for
the realistic scenario of the coming term.
Numerical example:
• Total realized revenues of previous term = R$ 63.000,00;
• 20% of growth = R$ 75.600,00.

•Realistic Scenario
- Start reducing the Exchange goals and cutting other uncertain
revenues from the optimistic scenario until you get a total revenues
value close to the calculated value (R$ 75.600,00 in the numerical
example).
- Cut the expenses related to revenues and cut or reduce also other
possiblen expenses.

•Pessimistic Scenario
- The pessimistic scenario of the coming Budget is also based on the LC previous
Budget realized revenues. This value gives you the approximated value of the
total revenues that should be planned for the pessimistic scenario of the coming
term (0% of growth in revenues).
- Start reducing even more the Exchange goals and cutting other uncertain
revenues from the realistic scenario until you get a total revenues value close to
the total revenues value of the previous term (0% of growth in revenues).
-Cut the expenses related to revenues and cut or reduce also other possible
expenses, leaving just the expenses the LC really needs to run its activities.
Obs: Nós não incluimos investimentos na construção dos 3 cenários. Orçamos apenas as receitas e
despesas basicas que são importantes para o andamento das atividades do CL.

Financial Goal – KPI
-Months of reserves
Ex.:
•Amount of expenses along the term: $ 12.000,00.
•Average of expenses monthly: $ 1.000,00.
•Cash: $ 3.000,00.
> Months of reserves: 3 months.
This goal will guide the LCVPF on tracking the Budget and help him to make
decisions about financial investments during the whole term. The LCVPF role is
to analyze the LC performance (through the financial perspective) and help
the LCP on the decision making process regarding LC investments, month after
month, cutting or reducing investments when necessary, always aiming to
reach the financial goal.

Local Investment Policies
The Local Investment Policy is defined by the Executive Board and defines which
will be the priorities of the LC in the coming term concerning investments;
It`s usually composed for 4 types of investments:
· Core Work;
· Reserves;
· Members;
· Infra-structure;
So, before finishing the 3 Budget scenarios, the LCVPF must guarantee that the LC
has a Local Investment Policy. It doesn’t need to be a formal document. It can be
decided in an EB meeting.

Final Budget Scenarios – Investments
Considering the amount of money mentioned above, the current LC
reserves (the amount of money the LC has today) and the planned financial
term result (difference between total revenues and total expenses planned)
in each one of the 3 scenarios it is easy to conclude how much money the
LC can invest in each scenario.

Working with the 3 Scenarios
Even you build the 3 scenarios, you will only have to use and fill (realized part
from SIG) the realistic scenario during the term. The pessimistic and the
optimistic ones you will build and just use them to check, through comparison
with the values planned, in which scenario the LC Budget Realized is in a right
moment.
This will be really important in the monthly tracking process.
