13. Vulnerability as Safe Return to Port background
• CETENA (the Italian Ship Research Centre) has a long experience in
ship survivability assessment in the challenging field of combat
survivability of naval vessels.
• Since the ‘90s, CETENA is involved in vulnerability studies for the
Navy aiming at assessing the degree of inability of the ship to
withstand damages and maintain its operational effectiveness.
• A tool was developed to assess the degree of vulnerability of a
given ship.
• The survivability criterion used for these studies is:
– the ship has not just to remain afloat after a damage but it shall have a
defined level of operability in order to be able to perform the assigned
‘mission’ with a defined level of capability.

– Identification of the conditions and safety
parameters necessary for manoeuvring the
