retirees. We serve as the Employer of Record – or assign the worker to
a qualified staffing agency - quickly onboarding the interim workers and
administering their payroll for the duration of their assignment. We
also convert freelancers that don’t meet IRS 1099 requirements and
‘on assignment’ contractors of exiting suppliers into temporary W-2
employees of DCR or an authorized staffing agency.
Workers within the Payroll Services program are held to the same
standard as all contract workers within a DCR contingent workforce

When a staffing agency exits your contingent workforce management program, DCR Workforce will transition ‘on assignment’ contractors,
making them W-2 employees of DCR or an assigned staffing agency. Our approach enlists all valued contractors, ensuring continuation of work

To reduce our clients’ exposure to co-employment risks, DCR formally extends an offer to the temporary worker, regardless of whether the

worker acceptance of the employment offer. All employment offers issued by DCR or any supplier participating in a DCR-managed program
emphasize that the Employer of Record – not the company where the worker will be on assignment – has full authority and responsibility for

DCR ensures that internally sourced individuals meet our client’s standards, including completion of background checks, substance abuse
testing, and employment eligibility verification. Workers must sign non-disclosure and other agreements that protect the intellectual property
and privacy of our clients.
All payrolled workers undergo a client-specific orientation prior to starting the engagement. These sessions always include reviews of
workplace policies and procedures, training on the use of Smart Track, time reporting procedures, and site-specific safety training. Workers are
introduced to DCR onsite resources, and instructed on procedures for seeking assistance or handling issues. Payrolled contractors may also be
required to complete client-specified training courses.
The Smart Track system provides complete payroll administration. Client-specific workflows and business rules govern work scheduling; time
reporting, verification and approval; payment of regular and premium hours; handling of all payroll taxes; benefits tracking and management;
time allocation; invoicing and payment.
Smart Track also monitors worker tenure, providing alerts and reminders of upcoming assignment completion dates or depletion of budgeted
funds.
At engagement end, DCR solicits worker and supervisor feedback and enters high performing workers in the alumni database for automatic
consideration of re-deployment opportunities.
