About
University
Ancient Odisha was a confluence of cultures of different races. In this
holy land, assimilation of the cultures of the Austrics, the Drvidians
and the Aryans took place. Geographically, Odisha provides a culture
corridor that connects the North with the South.
The sea-faring activities and maritime glory made it the most
attractive destination of the eastern coast of India. Successive tides
from all sides surged up, rolled in and broke over this land
culminating in cultural synthesis. This passage over ages transcended
the traditional vision of culture.
Culture in its essence is viewed here as ways of loving together.
Odisha has a unique distinction of acting as a confluence of diverse
faiths by striking harmony amongst religious faiths from animism,
fetishism, shamanism, ancestor worship to highly evolved forms of
religions like Brahminism, Jainism, Buddhism, Islam, Christianity and
Mahima Dharma.

Vaishnavism, Saivism, Saivism, Sakta, Ganapatya, Sour-all forms of
Brahminic worship are conceived in the wonderful matrix of the
great and grand cult of jagannath that embraces in its grandeur
quintessence of different religions signifying world-view. The Oriya
literature contained this world-view in its essence:
"Let my lie rot in hell"
But be the world saved’’ –(Bhima Bhoi)
These lines of the saint poet Bhima Bhoi express sentiments of self-
sacrifice and selflessness for the well-being of the world at large.
Through centuries, the state retained its cultural identity within the
mainstream of pan-India culture. Odisha is a land of rich and diverse
artistic achievements. Its ageless art and flourishing cultural are the
products of a long historical process. Spiritual, philosophical,
professional and human dimensions are merged into the process to
yield finest efforts of cultural life. Against this background, Odisha
Justifiable pioneered the establishment of the first ever University of
culture of the country.

Genesis of
University
The Utkal University of culture came into existence by virtue of an
ordinance promulgated on the 9 June, 1999, which was later
replaced by "Utkal University of culture Act 1999’’. It was established
as a teaching-cum-affiliating university. It was set up in order to
engage itself to preserve, promote, propagate and protect the
richness of our cultural values by way of making substantive
accomplishment through study, research, documentation and
continuing education. The University was recognized by the
University Grants Commission (UGC) on 1 December, 1999, under
Section 2(f) of the U.G.C Act, 1956. It has also been accredited by the
Association of India Universities (ATU) since 1 April 2000.

Statement
The University seeks to spread the benefits of culture and education
The mission is to evolve policies and programmes which would
enable to make the University a distinct one by fostering our
composite culture through qualitative expansion of academic studies
and researches. Such activities would necessarily focues on various
relevant and frontier areas of culture and development. The core
objective is to inculcate in the lptureminds of the fiture generation, a
world perspective wit h a visible, Perceptible local identity through
comprehensive dissemination and arousing of cultural consciousness.

Mandate
Keeping in view the statutory mandate contained in the Act, the
salient objectives of the University are outlined as follows:
1. To promote education, research and training in various spheres of
culture; such as language, literature, religion, visual arts, performing
arts, sculpture, architecture, folklore, tribal studies etc. through
development and extension works for the advancement of
knowledge and for the betterment of the society.
2. To explore, preserve and propagate the rich cultural heritage
through such devices like establishing libraries, archives, galleries,
studios, organizing workshops and initiating programmes of
publication etc. Besides, comprehensive surveys on matters related
to culture would also be conducted.
3. To generate and disseminate learning and promote creative
excellence in various spheres of culture, providing the infrastructure
for instruction, research and creativity and in particular, to take
appropriate measures for promoting interdisciplinary academic and

creative pursuits in the University.
4. To promote ethnic studies like ethno-musicology etc. and to
promote such other present.
5. To serve as center for fostering co-operation and exchange of

institutions of repute in India and abroad.
7. To create facilities for teaching and research on foreign languages.
8. To determine the relationship between culture and development
and prepare proposal of both urgent and long term actions to
cultural needs in the context of development.
9. To undertake such other activities as may be required to fulfill the
objective of the University.

Legal
Jurisdictions
The Jurisdiction of the Utkal University of Culture extends to
the whole of the State of Odisha. It has the exclusive right to grant
affiliation to any college or institution which offers courses or
programs of education, research and training in the field of literary
arts, visual and performing arts and in other related areas of culture.

Facilities
1. Publication:
The University brings out research publications and reprints of rare
books and manuscripts of importance in the fields of culture in
conformity with the objectives of the University embodied in the
Utkal University of Culture Act, 1999.
2. Extension Program:
To provide facilities and opportunities for students, researchers,
scholars and public at large, the University organizes workshops,
seminars, symposia, colloquies, public lectures, round table
discussions, conferences, extension lectures etc. in various sphere of
culture including language, conservation, literature, visual arts,
performing arts, architecture folklore etc.
3. Library:
The University Library is rich with variety of quality books, magazines,

research materials, video aids for study in class rooms and for higher
research. There are a number of classics and rare documents on
Indian culture, literature and other interdisciplinary subjects. A
model collection of other reports is also available in addition to
adequate number of text books and study related reference
materials for various courses. The students and scholars at present
make use of library internet, open access facilities. The library is kept
open from 10.00 A.M. to 4.00 P.M. on working days. As the centre of
learning, the Library serves the students, teachers and scholars in
more ways than one.
4. Personality Development Program:
The University proposes to organize regular classes for the
development of spoken English skill and proficiency in Hindi language
for the students. This will be over and above regular classes. This will
equip the students to present themselves outside while seeking jobs
or conducting programs.

Reprographic facilities are available in the Post-Graduate
Departments of the University at concessional rate for the students
and scholars.
6. Study Tour and Field Study:
Study Tour and Field Study are important parts of Post Graduation
Courses. It gives ample opportunity to come in direct contact with
the historic monuments, art objects, noted artists and their work of
art, important museums, private collection for preparation of the
assignment papers, seminars and dissertation papers in respect of
Visual Art. The Study Tour and Field Study are conducted, where ever
necessary.
7. Anti-Ragging Cell and Prevention of Sexual
Harassment Cell:
The campus life is almost incident free. Guru-Sisya parampara
normally prevails here. The teachers act as the friend, philosopher
and guide of the students. Respect for elders and affection for juniors
is the motto of the University. No incident of ragging/sexual

harassment has been reported in the recent past. However, the
University has set up an Anti Ragging Cell to prevent occurrence of
any untoward incident. Members of the Cell conduct counseling
programs and remain vigilant throughout to nip the problem in the
bud. Practically it is seen that the girls out number boys, yet the
Prevention of Sexual Harassment Cell, headed by a lady teacher is
very vigilant and firm. All categories of students feel free in the
campus and strive towards academic attainment.
8. National Service Scheme(NSS):
The NSS wing of the University is very active. Many social service
activities are being taken up. Steps are being taken to revitalize the
NSS wing and take up adventure programs, blood donation camps,
observation of national and international important days and
awareness programs like, AIDS awareness, child labor awareness.

This faculty offers following courses:
1. Master of Music:
Music consoles and it consoles our soul. It is the only medium which is above
linguistic barriers. Different departments under this Faculty create a vibrant
atmosphere in the campus. The enticing fusion of Flute, Violin, Sitar, Tabla,
Mardal coupled with the Hindustani Vocal, Odishi Vocal to the rhythm of
Odishi Dance and Chhow Dance keep the beholders spell bound. Experienced
and eminent faculty members enthrall the receptive students and help
propagating and preserving the Odishan and Indian Culture. Students and
teachers wholeheartedly work for the growth and upliftment of our tradition.
The Department of Theatre Arts adds yet another feather to our cap in the
line of stage craft, direction and acting. Students and teachers have now
occupied significant positions starting from celluloid media to electronic

2. M.Phil in Odissi Dance and Odissi Vocal:
In order to equip the students with higher learning and orientation for
research, the University has started M.Phil course in Odissi Vocal and Odissi
Dance on self-financing basis. Since higher studies in these two courses are
not available outside odisha, Priority has been given to those two courses.
However, in future other courses will be taken up at M.Phil level. Teaching
will be given by experienced teachers and research orientation will be
provided with adequate practical knowledge. This will provide job

1. M.A. in Culture Studies:
The pioneering program aims at providing an institutional set up for innovative
study of culture. Apart from providing conceptual classifications of the loaded
term ‘Culture’, the program provides insights into ‘culture studies’. The program
aims at liberating the study of culture in India from the confines of disciplinarian
discourses, such as Anthropology, Sociology, History, Tribal Studies and Gender
Studies, and to establish it as subject of study in its own right. It is, therefore, an
interdisciplinary endeavor, seeking to explore the poetics of culture, not just of
the past, but of the recently globalised world context. It seeks to acquaint the
students with knowledge of the vast diversity of human culture in time and
space and its multifarious multidisciplinary approach in understanding culture
with special reference to Odishan and Indian culture. Due emphasis is given to
philosophical, ethnic and value-oriented approaches to the study of culture. The
core objective is to inculcate in the minds of the present and future generations
a world perspective with a visible, perceptible local identity through
comprehensive dissemination and arousing of cultural consciousness. The study
of tribal and folk cultures constitutes an integral part of this program. This
unique subject is first gaining ground in the Euro-American Academia. With the
diverse socio-culture trends in India, the study of culture would provide

2. M.A. in Buddhist Studies:
Odisha is one of the few states in India which has a rich treasure of Buddhist
monuments. M.A. Course in Buddhist Studies is designed to acquaint the
students with the history and rich cultural heritage of Buddhism in the country
as well as in the state of Odisha. The University offers the course to train the
students to work in A.S.I. museums and institutions working in this filed in our
country and abroad.
3. M.A. in South and South-East Asian Studies:
Studies on South and South-East Asia are abundantly relevant to Odishan history
and culture. The great maritime tradition of ancient Odisha establishes an
unbroken linkage with countries of South and South-East Asia. The cultural
interaction between the Kalinga and the South-East Asian countries constitute
important chapters of respective histories. Hence, further studies on this aspect
of Odishan history are relevant because of inadequacy of works in the
field. Emergence of regional cooperation has become a global trend in the past
few decades. South Asia and South-East Asia are such regional identities,
politically endorsed by SAARC and ASEAN. The ‘Looking East’ policy of India in
recent times has given a new thrust for a comparative and comprehensive study

Utkal University of Culture is the first to introduce an M.A. program in South and
South-East Asian Studies with a stress on the region’s classical as well as
contemporary culture including study of Hinduism, Jainism and Buddhism.
4. M.A. in Tourism and Hospitality Services (Self-Finance):
The University offers Master’s Degree program, which combines practical
experience with class room theory to prepare the students to gain full-fledged
understanding, skills and techniques needed to qualify for job opportunities,
self-entrepreneurship and to achieve one’s career goals in the growing Tourism
and Hospitality Industry sector. As a matter of fact, tourism and hospitality
services have acquired the status of an industry with potential of earning foreign
exchange and generating employment opportunities. With cooperation of
hospitality industry, the University has created an internship program which
utilizes the hotels, resorts, restaurants, travel agencies, transportation

5. Certificate Course in Jain Religion & Philosophy:
Certificate Course in Jain religion & Philosophy is the only one of its kind in the
Universities across the country. Jainism, the oldest among world religions has
substantially enriched the tradition and culture of India and Odisha in particular.
The course envisages making the students conversant with Prakrit language, Jain
art, architecture, philosophy, ethics and religion. The students with this
certificate degree may have an added edge over others while working for
research institutes in oriental studies, in A.S.I., Museums, OTDC and ITDC etc.

Master of Cultural Heritage and Conservation:
Conservation of cultural heritage has acquired global importance and
attention in recent times. It has become a topic that has crossed national
boundaries. As the word ‘culture’ stands for wider connotations, today,
cultural heritage and conservation cover hitherto a wider range of
knowledge such as environment, ecology, films, audio recordings etc.
Advancements in science and technology have made it possible for new
perspectives in the ideas and techniques of conservation.
The cultural heritage of Odisha is vast and rich, especially in the areas of
pre-history, temple art and architecture, palm leaf manuscripts, folk and
tribal heritage, crafts, ecology and environment. The course is designed to
attain the following objectives:

1. M.A. in Sociolinguistics (Self-Finance):
Sociolinguistics has now emerged as an important branch of social sciences.
Even though it has evolved today into an interdisciplinary study with western
methodological orientation, it is not a stranger to Indian academia. Pioneering
attempts of sociolinguistic approaches can be found in the Indian tradition of
Grammar and Philology. Along with language studies the subject incorporates
the social and developmental factors which add an applied interdisciplinary
module to the subject.
The study draws its methodology from disciplines like sociology, linguistics,
literature, culture studies etc. Such an interdisciplinary approach has wide and
perspective career. Therefore, the study can be of immense help to
professionals like teachers, teacher-educators, speech therapists, information
technologists, community developers, translators, literary workers, and other
social scientists.
2. Certificate Course in Tamil Language:
The Tamil Development Department, Govt. of Tamil Nadu has established a
Tamil Chair in Utkal University of Culture since 2001 for Tamil language,

teaching and research among non-Tamil speaking people. The University has
introduced a Certificate Course in Tamil Language since 18.06.2011. In the first
batch, 15 students have taken admission for which classes are going on.
Students from different walks of life like Advocates, Engineers, Teachers and
other professionals are taking keen interest in learning Tamil Language. Though
originally it was meant to teach Tamil language to non-Tamil speaking people it
is seen many Tamilians themselves are reading here. In any case the course has
become quite popular.

Admission
Process
PROCEDURE FOR ADMISSION:
Admission to all the courses shall be governed by the regulations of
the University and rules for admission framed by the Board of
Management. Selection for M.P.A and M.V.A. Department shall be
held on the basis of career marks (as defined later) and marks
obtained at the Entrance Test conducted as per rules. Selection for
other P.G., Diploma and Certificate courses shall be on the basis of
marks secured at the qualifying degree examination. A student who
has criminal antecedents and whose conduct is not satisfactory shall
not be considered for admission.
ELIGIBILITY FOR ADMISSION:
Any person who has passed the qualifying degree examination with
atleast 50% of marks in aggregate (45% for SC and ST students) of

Utkal University of Culture i.e. B.Mus/BVA. Who passed equivalent

ENTRANCE TEST FOR M.P.A. AND M.V.A. COURSES:
Entrance Test shall be conducted in two stages i.e. viva voce and
practical. The viva voce will carry 20 marks and practical will carry 50
marks. MVA candidates must bring at least 5 original works along
with them.

RESERVATIONS AND CONCESSIONS:
a) Scheduled Castes & Scheduled Tribes: 20% of the seats in
different courses are reserved i.e. for candidates belonging to the
Scheduled Tribes (12%) and the Scheduled Castes (8%). For
consideration under these reserved categories necessary certificate
to this effect issued only by a Revenue Officer of the locality not
below the rank of a Tahasildar must be submitted.
b) Physically Disabled/ Challenged: One seat in each course having
24 seats or more shall be reserved for physically
disabled/challenged candidates. For availing of such a reservation,
the candidate has to submit a certificate from the competent
authority confirming at least 50% of physical deficiency (orthopedic,
deafness, dumbness or blindness).
c) Sport/ Games Weight age: One seat out of the total seats in each
course having 24 seats or more shall be reserved for candidates who
have participated at the qualifying degree level in Senior
National/International Level competitions in Sports/Games

representing the state concerned/India, subject to verification of
Original Certificate. A weight age of 15% of career points secured by
the candidate at the qualifying degree/entrance test level will be
given to those who have participated at the qualifying degree stage
in: (a) Inter-University competitions (b) as a member of the
Combined University team. A weight age of 15% of career points
secured by the candidate at the qualifying degree/entrance test
level will also be given to those candidates who qualify under (i)
above, but could not get admission against the direct quota. In
order to be eligible for concessions enumerated above, at (i), (ii) and
(iii) the sportsperson should have participated in the event within
the immediate preceding two years. Such a candidate must submit a
certificate to the effect in the proper format (but not in the form of
a testimonial) as prescribed by sports bodies, from the Registrar of
the University or Secretary Sports Council/ State/ National level
sports bodies duly countersigned by the Head of the Institution/
Principal in which the sports person was studying at the time of
achieving the above distinction(s).

d) Reservation for wards of Armed Forces: One seat shall be
reserved for children/wife of the martyrs/ Ex-Servicemen/ Serving
personnel of the Indian Armed Forces in each course having 25 seats
or more.
ADMISSION OF FOREIGN NATIONALS:
Fifteen percent (15%) supernumerary seats shall be reserved in the
P.G. Departments for international students including persons of
Indian origin out of which 5% shall be filled in by the children of the
NRIs. These seats shall be exclusively meant for foreign students and
under no circumstances any of the seats should be allocated to
anyone else other than a foreign student (having a foreign
passport).
No candidate from a foreign country will be considered for
admission unless his/her case has been sponsored by the relevant
Department/ Ministry, Govt. of India. The sponsored candidates will
be required to submit in the prescribed proforma a Medical Fitness
Certificate from a registered Medical Practitioner not below the

rank of CDMO within a month of their provisional admission,
besides such other documents as are required under the
rules/instructions of the Govt. of India/Odisha. Foreign students
who have passed the qualifying examination from a foreign country
taking admission in the departments have to pay Rs.25, 000/-, along
with other fees for the entire course. Further, a foreign student
passing the qualifying examination from any Indian/Foreign
University will have to come through the Admission Test/Admission
Rules.
CONCESSIONS FOR KASHMIRI MIGRANT:
For the wards of Kashmiri migrants the following concessions are
extended:
1. Extension in date of admission by about 30 days
2. Relaxation in cut off percentage up to 10%, subject to minimum
eligibility requirement
3. Increase in the intake capacity up to 5% course-wise
4. Waiving of domicile requirement.
NOTE-IV: In case of non-availability of students in the above reserve

categories the seats will be filled up from among the students in the
merit list.
NOTE-V: Any clarification required other than the above, may be
brought to the notice of the Chairman, P.G. Council/ Head, P.G.
Teaching Departments. Decision of the authorities in all matters
shall be final and binding. Any legal suit can be filed within the
jurisdiction of Bhubaneswar (Odisha) only. The University reserves
the right to reduce or increase the number of seats in any subject.
The dates mentioned in the schedule may be extended on
administrative grounds, by publishing a notice in the notice board of
the University. Documents to be submitted along with the
Application Form:
1. Two recent passport size photographs duly attested by a gazetted
officer.
2. Self attested copies of mark sheets and certificates of all the
examinations passed, HSC or equivalent, Intermediate/ +2,
B.A../B.Mus/B.V.A. etc. and other qualifying degree.
3. Self attested copy of the conduct certificate from the Head of the
Institution, last attended.

4. Duly filled in prescribed Undertaking (Annexture-I and II ) in
original.
5. Attested copies of certificate(s) in support of claim, if any, for a
seat against the reserved quota as specified in the application form.
Money receipt in original issued by the University in support of
purchase of the application form.
6. Two self-addressed envelopes (22cm X 10cm).
7. Self attested copy of Registration/Receipt (for Utkal University of
Culture candidates).
8. Minimum five photographs of their original bonafide works must
be attached along with soft copy(MVA students).
9. Bank Draft in original for Rs.150/- drawn in favour of Utkal
University of Culture payable at Bhubaneswar as stipulated in the
Prospectus towards Admission Test/Processing Fee (for the students
of M.V.A. and M.P.A). NOTE-VI: Application incomplete in any
respect is liable to be summarily rejected.

15. Migration Certificate in original, incase of candidate from the
other Universities.
16. All original certificates in support of claim, if any for a seat
against reserved quota/ concession/ weight age.
17. Bank Draft for the amount as required, drawn in favor of ‘Utkal
University of Culture’ payable at Bhubaneswar.
18. Original Registration Receipt in case of students of Utkal
University of Culture.
