Figure 2 was pulled from the US Department of Education's Institute of Education Science's report highlighting the differences in 'relative rigor' by state as can be compared to NAEP standards. For example, in South Carolina the 8th grade reading scale score in 2009 was equivalent to an NAEP scale score of 281 which also happens to be the cut-score for proficiency on the NAEP in reading at this grade level. Tennessee, on the other hand, has a standard set for proficiency (211) which is far below the NAEP cut-score for proficiency (281) at 8th grade in reading.
