 This procedure establishes the process by
  which U.S. Army Corps of Engineers
  (USACE) ERDC will accept a project of
  greater than $50K requested by a customer.

BUILDING STRONG®   Innovative solutions for a safer, better world
 PI initiates a draft proposal and forwards to
   Lab Director designee
  Lab Director designee will follow the same
   guidelines as SWEPRS
        <$500K Branch Chief
        $500K-$1M Division Chief
        >$1M Lab Director
BUILDING STRONG®               Innovative solutions for a safer, better world
 Lab Director designee makes final determination on
   work scope/appropriateness for Lab’ and ERDC’s
   mission and coordinates with other ERDC labs. (4)
  If work is outside of ERDC’s mission, work request
   and draft proposal sent to ERDC Director or
   designee for final assessment and customer contact
   to decline work.
BUILDING STRONG®                 Innovative solutions for a safer, better world
    Lab Director designee
          Determine appropriate agreements, i.e., MOA, MOU, Interagency Agreement, CRADA,
           etc. working with Office of Counsel.
          Coordinate with ERDC partners
          Develop PDT
          Determine all anticipated costs for work project
          PSWA part 1 complete
          Approves proposal for submission to Customer (SWEPRS)

 Upon notification by customer of intent to fund
    If burden exemption is required, approval
     must be obtained from the ERDC Director
    PSWA part 2 completed, providing
     documentation for actions and information
     to this point
    Lab management chain of command
     approval of the completed proposal, and
     documented in the completed PSWA,
     provides authority to accept work and
     funding.

 BUILDING STRONG®                          Innovative solutions for a safer, better world
 Lab Director designee
    notifies the customer of
    capability to perform
    work, and notifies
    responsible parties that
    funding may be accepted
    and programmed.
   Once work and funds
    acceptance has taken
    place, formal Project
    Management Plan (PMP)
    will be developed from
    PSWA information

   If proposed work is determined to be outside of the ERDC
          mission, insufficient ERDC or ERDC-contracted resources are
          available, or if no Agreement Document is available to provide
          legal and agreeable authorities between the proposed
          sponsoring agency and the ERDC, the ERDC Director or their
          designee will be notified and provided the proposal and PWSA,
          for determination to decline the work request. The ERDC
          Director or designee will decline work request and notify
          proposed sponsoring agency of this decision.

  Acceptance process and PROC 1000 for
  standardized documentation of initial data on
  potential projects for acceptance.
