Who we are.
Why do we need the GIS?
Our GIS ecosystem
2
3. Who we are?
• The CTTI (Telecommunications and Information Technologies Center)
is a public company that belongs to the Government of Catalonia
• Its goal is to ensure the direction, planning, managing and control of
the information systems and the telecommunication services of the
Government of Catalonia.
• At the same time participates in different projects that the Government
entrusts to develop and incentivise the growth of the Information
Society in Catalonia
3
4. Why do we need GIS?
Telecommunications and associated services are critical for the
development of a country: the more infraestructures & telecom services
exist, the more the country can develop (among other kind of
infraestructures)
And that is specially critical in rural areas, where normally telcom
operators don’t deploy their infraestructures because it’s not profitable
The Government of Catalonia has made an attemp to avoid the so
called “Digital dividend”.
It has developed the Catalunya Connecta plan
4
5. Why do we need GIS?
The “Catalunya Connecta” plan is giving DTT coverage,
mobile telephony & wideband to all municipalities of more than
50 inhabitants & mobile telephony & wideband to all the
Catalunya industrial areas of Catalonia
Connecta
Mobile telephony Wideband access DTT
To do so we have to be able to:
Have coverage information of all services (DTT, FM, ADSL, fiber optics, mobile telephony (all
telecom operators both 2G & 3G, ...)
Infrastructures asset (existing or new)
Plan new services over new or existing infrastructures
6. How do we feed GIS?
+ Digital Terrain Model
+ Digital Elevation Model
6
8. Figures?
8.283 towers
26.200 Mobile Telephony coverages
6.591 broadcasting coverages
6.766 FO manholes
900 Km of fiber optics
56.000 photographies
35.000 individual coverages
8
9. What have we done?
The Catalunya Connecta plan is almost fnished, with a new horizon
focused on Next Generation Networks (>100 Mbps)
We have built an ecosystem of different Information Systems. This has
led us to:
Intranet: Share all this information with the different Ministries of the
Government, allowing them to have access to very detailed data
– GIS portal “MITEL”
– Infrastructures portal “ITC”
– Common database, based on Oracle
– iPad/iPhone app (not yet Android, but waiting for ESRI to publish Android app)
Internet: Share this information via the internet:
– Web portal to check coverage availability
– Open data
– Augmented reality
9
17. Remaining 112 coverage (one operator blackout)
We can see that 112 has only
one operator giving service on
that area
With the current blackout, users
on that area won’t be able to
make a 112 call
Operator old coverage
19. What if all infraestructures were down in that town
20.
21. Before After
Coverage leackage, but still being able to do a 112 in some
areas
Activationg and deactivating antena coverages will give us
idea of the most important infrastructures to restore
22. Parts of the ecosystem
Information database “ITC”, made in collaboration with Altran

23. Parts of the ecosystem
Integration between MITEL & ITC
Information database (ITC) Corporate GIS (Mitel)
25. Parts of the ecosystem
Fiber optics management, made in collaboration with Sitep
26. Parts of the ecosystem
ESRI App for iPad & iPhone, made in collaboration with ESRI
Waiting for the Android one to get public

Information for the citizen: coverage seeker.

28. Parts of the ecosystem
Information for the citizen: individual detailed PDF coverage maps for
each municipatlity (947x3) for each technology.
It gives also information of the best station giving the service
