Clusters in Poland – great potential to growth*
   Cooperation with R&D
   (153 R&D institutions Innovation Internationalization
 identified within clusters)

The great importance of export among clusters’ members is observed

In terms of innovativeness, clusters results are better than results in Poland
in general: number of patents – 14 (1 patent for approx. 210 enterprises) Poland:
1 patent/2500 enterprises

Effort to improve cluster (industry) performance; flow of knowledge and diffusion
of innovation through informal contacts; technology transfer identified in 33%
of surveyed clusters; 27 clusters have access to laboratories

Attraction of new ‘talents’ (experts, specialists, etc.) to the region; 3.8% –
employment growth in clusters members (1.1% in Poland);

Growing importance of cluster’s and region’s brand on the market; growth of the
cluster position as a partner to the external environment

47 surveyed clusters - innovation level of industry
 Low-innovation industry Medium-innovation industry High-innovation industry

Clusters success
  - key factors
Active role of industry
High level of R&D institutions
Effective collaboration and trust
among cluster members
Local/regional government
support (still assuming bottom-
up approach)
New phase in cluster dynamics
– internationalization
Cluster policy as an instrument to implement:
   Innovation policy
   Regional policy
   Horizontal industrial policy

…but also as an instrument useful to implement:
    research and development policy
    labour market policy
    social capital policy
    education policy

…by supporting clusters a push towards
   synergies between various
   state policies
Cluster policy in PL
Development of cluster policy in Poland for the future

   specialisation of Polish regions,

Selection mechanism and concentration of founding on the best clusters,
but still a hybrid model with bottom-up approach for cluster creation,

Different support mechanisms at various stages of cluster development,
   both regional and central level,

Internationalisation through smart specialisation to find European
products that can compete with success on the World markets,
