E. Qualification:
Capable of executing forceful site implementation of approved specific
Project and Loss Prevention Program, relevant policies and related activities for
contractors on the project. Has the technical in depth on petrochemical
construction safety and related fields.
F. Summary of Duties and Responsibilities:
Report to and assist the Project Senior Safety Supervisor/Manager in over
all implementation of approved Project Safety and Loss Prevention Program, with
the primary function of performing continuous monitoring at work site to ensure
continuing conformance of field workforce with all relevant safety, health and
security requirements, programs and other existing pertinent policies.
G. Specific Responsibilities Includes:
a. Assist Project Senior Safety Supervisor/Manager or in carrying out his duties
and, in the latter absence or on in project without one, assumes supervisory
and other function called for the project.
b. Assist Project safety manager or Senior Supervisor in conducting full
investigation of accident/incident, including near misses. Determines
probable causes, develops, circulates and enforces appropriate permanent

5. preventive measures.
c. Carried out daily site surveys to ensure safe work methods are in operation,
adequate fire and fall protection are in place, adequate welfare and first aid
facilities are properly maintained, approved tools are being used and
sufficient appropriate Personal Protective equipment provided and properly
worn.
d. Closely monitors scaffold erection/dismantling work, permit required-
confined space entries, crane work/lifting operations, hot work, equipment
energization, tie-ins, and similar hazardous activities and ensures that all relevant
requirements are complied with.
e. Liaises with the contractors Site Safety Representative (s) (client) and other
plant concerned authorities on work related safety requirements at site.
f. Conducts documented pre-development Safety Orientation with new site
employees or returnees prior to mobilization to project site.
g. Checks and ensures compliance of site workforce with the approved Safe
Work Permit System/Procedure in the plant.
h. Participates at Corporate/Project-developed Safety Training/Incentives and
Awareness Programs; attends safety meeting with the client/other contractors.
i. Advises the Project Management through his Safety Manager/Supervisor,
as a result of field safety monitoring on:
 Ways to improve existing work methods to better accident/incident
prevention.
 Identified and foreseen hazards that may affect health and welfare of
the site employees and their execution of work.
 Areas of concern at site where stricter control is required for an
effective loss prevention and loss control.
 Required changes, supplementary instructions and other safety
aspects essential to improve the existing safety program.
