This paper examines the institutional and political constraints that inhibit multilateral and bilateral donor agencies supporting poverty reduction initiatives on the ground. These include the constraints related to their own structures and the political systems in which they are embedded, and those related to their relationships with recipient governments. The paper also considers how current trends in development assistance towards greater donor harmonization and the associated processes within Poverty Reduction Strategy Papers (PRSPs), the shift from project support to budget support, and the drive for greater “efficiency” may further limit donors’ capacity to support pro-poor local initiatives. It also discusses how these trends in development assistance are marginalizing support for those aspects of development that require relatively little external funding but also require that this funding be used carefully and strategically, engaging directly with poor groups and their organizations, and enlarging their scope for influence and action.

Local Governance, Social Networks and REDD+: Lessons from Swidden Communities...

How can we hold powerful actors (governments, big business, and international NGOs) to account in natural resources management? This is the major question this ground breaking paper addresses. It comprehensively explores the principle of accountability, particularly the accountability of powerful actors for the social and environmental outcomes of their decision making about natural resources. Powerful actors are institutions with decision making powers and influence over management of forests, fisheries, land, water, and extractive resources. While it focuses on government and the private sector, accountability is a principle common to all governance systems. Accountability is the requirement for powerful actors to accept responsibility and answer for their actions; it could be vertical and characterized by a hierarchical principal-agent relationship, horizontal where accountee is not hierarchically superior to the accountor, or diagonal and inclusive of citizen initiatives to hold powerful actors accountable. When vertical, horizontal and diagonal accountability practices are primarily civil society or citizen driven, they are referred to as social accountability initiatives (SAIs). There are five dimensions or aspects to accountability namely transparency, liability, controllability, responsibility, and responsiveness. The main questions being asked by the paper are: why is accountability an essential principle for natural resources governance; how has it been recognized internationally and by whom; and what are the key challenges and good practices related to holding powerful actors around the world to account? The paper finds that government has primary obligation for accountable management of natural resources on behalf of its citizens who are right holders over these resources. However, government is often reluctant to unreservedly hold powerful actors to account, especially business, preferring to allow business to opt for voluntary mechanisms of accountability or to self-regulate. This has given rise to citizen driven SAIs as external means of holding powerful actors to account, while contributing to strengthening formal internal accountability procedures. Thus supporting citizen driven accountability practices in vertical, horizontal and diagonal accountability systems, is a reliable way to ensure that powerful actors in natural resources management are held accountable for the social and environmental outcomes of their decision making and actions.

The Cameroon political economy was pressured by home and foreign realities to adopt a constitution in 1996 that provided ample space for the blossoming of new ideas in governance like decentralization and decentralized cooperation. Though the application of all the potent elements of this constitution remained in abeyance, decentralization provided an escape valve for those who found the hyper centralization suffocating. It was deal which sought to drift away from the Jacobin French system of power sharing and control wherein all powers and decisions rest in the center and for the most part in the hands of one man. Theoretically, decentralization was introduced as a ploy to take power closer to the people and ensure popular participation in decision making thereby ensure prompt control and evaluation of locally orientated projects. After functioning for some time, decentralization for the case of Cameroon gave birth to decentralized cooperation. In fact decentralized cooperation is considered by some authors as the “daughter” of decentralization. Decentralized cooperation that is in function in Cameroon since 2011 has seemingly not been very effective. As appealing as this project appeared its implementation suffered from conflicting groups of personal and collective interests all of them hinged to corruption and insincerity on the part of the governing. Even with the introduction of the decentralized cooperation‟s in 2011 that could help enhance the project, there were still contradiction that made the implementation to remain for the most part a dream project. From palpable evidences drawn from primary and secondary sources, this paper attempt a portrait of how the initiatives that were deployed in getting decentralization to work became conflicting and therefore futile. It sums up the governmental/indigenous responsibilities to the failure of this project. From its narrative it opines that decentralization as governance approach seemed to have been hired in Cameroon to serve international policy design that addressing crucial home realities.

Trying to tell the story of the first five days follow the March 11, 2011 Japan Earthquake. There are three challenges: collecting money, finding orgs to best use it, then learning whether this money served the needs of the people. This is my attempt to explain what happened, and what I think helps follow-up the immediate disaster response. This presentation brings a brief overview of the quality of Tomnod crowdsourcing campaign in analyzing the damage caused by the 2015 Nepal earthquake. It does so by analyzing the geographical distribution of the Tomnod data, the attributes of the Tomnod dataset and by analyzing the taggers themselves. In the next step, the comparison on the district level against the data from official institutions (UNOSAT/NGA/Copernicus) is conducted. The presentation starts with an explanation of the term crowdsourcing; then continues with the motivation behind the usage of crowdsourced damage mapping and its history. After that the case of the 2015 Nepal earthquake is studied. The last section explains the author's future research interests in an area of collaborative damage mapping.

Earthquake Safety Week 2017 from 15-21 January 2017 Bihar State Disaster Management Authority has announced Earthquake Safety Week. Bihar is located in the high seismic zone that falls on the boundary of the tectonic plate joining the Himalayan tectonic plate near the Bihar-Nepal Border and has six sub-surface fault lines moving towards the Gangetic planes in four directions. Of the 38 districts of Bihar, 8 districts fall in seismic zone V of which 2 districts (Madhubani and Supaul) fall entirely in seismic zone V while 24 districts fall in seismic zone IV and 6 districts in seismic zone III with most districts falling under multiple seismic zones (i.e. either seismic zone V & IV or seismic zone IV & III). The state has in the past experienced major earthquakes; the worst was the 1934 earthquake in which more than 10,000 people lost their lives, followed by 1988 earthquake and recent earthquake was the Sikkim earthquake in September 2011. The new and growing urban centres in the state where building codes and control mechanisms are not enforced, earthquake remains a major threat to cities. This could result in social infrastructures such as schools and hospitals that are not built to be earthquake resistant could lead to serve damage and loss of lives as well.

It’s so hard that we sometimes attempt to guess by trying out tentative fixes, but that usually results in frustration, messy code, and a considerable waste of time and money. This talk explains how to correctly zoom in on a performance bottleneck using three levels of profiling: distributed tracing, metrics, and method profiling. After we learn to read the JVM profiler output as a flame graph, we explore a series of bottlenecks typical for backend systems, like connection/thread pool starvation, invisible aspects, blocking code, hot CPU methods, lock contention, and Virtual Thread pinning, and we learn to trace them even if they occur in library code you are not familiar with.
