OF EUROPEAN
GUIDE TO SOCIAL
INNOVATION

2. Due to the current economic crisis, public
resources are increasingly scarce. In this
context, social innovation could be the basis
to build an economic and social model that
combines cohesion and competitiveness.
Although there is no definitive consensus
about the term “social innovation”, we define
social innovations as those that are social in
the “what” (ends) and in the “how” (means).
They are designed to seek for effective res-
ponses to social needs in a more participatory
and open manner. Therefore, social innova-
tion can take place at public level (transpa-
rency and good governance, participation and
cooperation in the design of public policies,
across sectors…), as well as at a sustainable
benefit approach business level (in terms of
social and environmental sustainability).
Social innovation might be the answer Europe
is looking for to support a smart, sustainable
and inclusive growth. This is well explained in
the “European Guide to Social Innovation” that
will be presented along this conference.
During the event, we will also have the opportu-
nity to learn how other European regions have
included social innovation in their smart spe-
cialization strategies (S3).
In addition to this, several social innovation
good practices will be presented together with
a Basque cooperation platform to connect re-
gional social innovation with European networks.
At the end of the session, the regional index of
social innovation (Resindex) will be presented:
this is a pioneer pilot project in Europe promo-
ted by Innobasque in collaboration with Sinner-
giak that measures and assesses the state of
social innovation.
