(04/2014-Present): Systems Engineer and Software Engineer for the Intermediary Application (iApp).
• Served primarily as software engineer for a Mission Critical web services based platform for distributing cryptographic
keys across the DoD and enhancing the security of the Services.
• Participated in agile systems engineering and software development processes.
• Developed NSA-compliant software in C language for low-level serial (RS-232) communications with NSA-approved
cryptographic key fill devices.
• Development in Java for parsing and conversion of NSA key management data constructs to JAXB class hierarchies.

(09/2014-12/2014): Security Analyst for the Federal Highway Administration (FHWA) Connected Vehicle Security Analysis

• Developed a detailed and comprehensive set of test cases for verifying software correctness with respect to software
requirements and generation of operational key material.
• Developed shell scripts and software tools (written in the C language) to assist unit and integration testing efforts in
verifying that the software correctly identifies and generates operational key material.
• Developed a formal procedure that documented the steps in providing operational key material to customers.
• Coordinated all operational key deliveries to customer using formal procedures to verify accuracy of all key material.

(02/2007-10/2008): Lead Systems Engineer for the Common User Application Software - Advanced Extremely High Frequency
(CUAS-AEHF) program.
• Established a strong understanding of the Electronic Key Management System (EKMS) architecture, the Local
COMSEC Management System (LCMS), and the Benign Fill process utilized by the existing CUAS software.
• Researched the AEHF Key Management Architecture (KMA) and performed system and software requirements
analysis, and produced resulting Software Design Documents (SDDs) to support CUAS software Threads.
• Participated in Technical Interchange Meetings to present all system engineering aspects of the CUAS-AEHF program.
• Provided crucial support to development staff to assist in overall software architecture, and to assure conformity to
software requirements.
• Assisted the test team by providing test procedure outlines to address all requirements for all AEHF-related software
units, and devised a strategy to execute an end-to-end test of the AEHF capability within CUAS.

within CUAS.

• Re-engineered and managed the Formal Acceptance Test (FAT) procedures used to verify properly configured network
planning laptop systems prior to FQT and deployment to the customer.
• Utilized CMMI process for metrics collection, incident reporting and peer reviews.
(07/2002-02/2006): Software engineer and system administrator on the EH-101 program, a mission planning system for the
Italian Navy’s EH-101 helicopter.
• Developed code in C++ that interfaced to the Maritime Command and Control Information System (MCCIS), hosted
on HP platforms running the HP-UX operating system.
• Developed numerous software components to support the complete mission planning process, from pre-mission data
preparation and analysis to post-flight analysis and reporting.

requests, event processing and handling of graphical data elements.

• Managed quality assurance and technical direction on all CM builds, including backups and system security auditing.

• Generated supporting documentation, such as the Software Product Specification (SPS) and the Software Center

• Played a key role on several business trips to Italy to provide crucial on-site integration testing and support, interacting
with the customer and helicopter systems to verify software functionality and correctness.
(11/1999-06/2002): Lead software engineer on the National DGZ List (NDL) / National Target Base (NTB) Development System
(NIDS II) program to support U.S. Strategic Command (USSTRATCOM).
• Developed and managed an in-house GIS software package written in C that utilized OOPS methodologies and X-
Windows/Motif, running on Sun hardware platforms.
• Developed software to incorporate Compressed ARC Digitized Raster Graphics (CADRG) data.
• Developed an optimized interface to execute dynamic SQL (utilizing ESQL/C and SQL) against the Sybase RDBMS.
(03/1994-11/1999): Lead software engineer on the FAS/CIVIC (Nuclear Fallout Assessment System/Civilian Casualties)
program to support STRATCOM and NORAD.
• Developed and maintained a large software suite written in C and F77 that incorporated geographic map data, historic
and real-time weather data, weapon and target data, and nuclear prompt and fallout methodologies, hosted on Sun and
PC platforms running Solaris UNIX operating system.
• Handled all software development, maintenance, configuration management, testing, delivery, customer training and
support.
• Worked closely with government agencies to coordinate requirements, integration and site acceptance.
• Successfully deployed software to many government agencies to support their nuclear planning analysis and readiness.
(10/1988-03/1994): Principal software engineer for the Automated Nuclear Biological and Chemical Information System
(ANBACIS) program to support the Army Chemical School.
• Converted the original software, which was written in Pascal and tied to a GRID laptop, to the C language and re-
hosted it on a PC and UNIX platforms.
• Integrated software with numerous Command and Control (C2) Systems, such as the Maneuver Control System
(MCS), the Standard Theater Command and Control System (STACCS), and the Brigade and Below Command and
Control System (B2C2), which involved detailed data and graphics communications.
• Developed innovative software that executed dynamic SQL (utilizing ESQL/C and SQL) against the Oracle RDBMS to
support the Informix RDBMS, which was configured to run either locally or across a distributed network utilizing
DCE-RPC.
• Handled all software development, maintenance, configuration management, testing, delivery, customer training and
support.
• Coordinated efforts with numerous government agencies and contractors to ensure accurate and timely software
deliveries.
