2. INSPIRE outcomes
• Harmonization of the relevant data structures in INSPIRE Annex III is a
complex process
• habitats-related information involves a group of data themes that need to
be developed in concert:
• data theme 18. “Habitats & Biotopes” is in practice strongly related to
• 16. “Sea regions”,
• 17. “Bio-geographical regions” &
• 19. “Species distribution”.
• Data is normally managed by different & distinct entities responsible
for planning, environment, coastal management, natural reserves, marine
reserves, cultural & landscape heritage, etc. even within a region
• HABITATS uses a participatory process of social validation to address this

• We need to ask, Why we need harmonize
concrete data, what will be purpose of
sharing this data across Europe, for which
purpose is important to know in Czech
about Spanish data for example.
• If we will be able to answer on this
questions, we can easy agreed about
common data model, services,
architecture etc.

5. Added value of social validation
• HABITATS uses a participatory process to
• “co-design” & validate proposed standards
• with real citizens & businesses
• in a range of usage scenarios,
• demonstrating their added value in real-world environments.
• Motivating content providers to comply with agreed standards
• from their demonstrated usefulness in addition to normative requirements.
• Shifts the INSPIRE standards development & adoption process
• from a “policy push”
• to a “demand pull” perspective,
• Introducing a “co-creation” approach from
• Living Lab movement
• Social Spaces for Research & Innovation.
• A Social Validation model to be used in further INSPIRE work

• HABITATS proposes a demand-pull
approach to INSPIRE standards adoption
– HABITATS Communities play a central role
for scenarios, requirements, and validation
– HABITATS pilot projects involve real
situations of usage
• A central task for HABITATS is therefore:

• Reference laboratory allows to deploy
current state of the art of technological
solution, which will be tested and adopted
by Habitats partners and users partners. It
allows to test current existing technology
and allow to generate further research
tasks driven by users.

• First round of metadata standards, data
models and networking architecture were
released. Results are available on Social
Network and Project Web pages. There
exist also possibility testing of results on
Reference Laboratory.

18. Main networking challenges
• To move from standard INSPIRE related
architecture to user oriented Infrastructure
1. To move from application oriented solution to service
oriented architecture (SOA)
2. To build network of interconnected nodes, where every
node could be server (supplier) of information or client
(receiver)
3. Overcome classical portal paradigm, where portals are
final products
4. To be able to build new generation of an application on
the base of SDI services

19. Five layers architecture
• data layers – management data and files on storage,
eventually guarantee access to external sensors
• Server (engine layer) – define tools, which guarantee
basic services on the server side – supplying service
• Client layer – is client side of Web services, which
guarantee access of users to services
• Application layer is some form of wrapping elementary
client services into application or into such form, which
could be used by other Web tools
• Presentation layer contain such web tools, which
allow to combine and publish single objects from
application level as part of Web presentation
