- 3. Letter of Invitation 1. The [insert: Name of Borrower] (hereinafter called “Borrower”) [select: has received or has applied for] financing from the [select: International Bank for Reconstruction and Development (IBRD) or International Development Association (IDA)] (hereinafter called “loan”) toward the cost of [insert: name of Project].
