Russia has a vast unused territory but most of it situated at the North and East where natural conditions are unattractive for agriculture. At the south andclose to big cities there is no free land to involve in agriculture. Nevertheless there are some regions with good agroclimatic conditions there are still some grassland areas which could be used for farming. Some of them are suitable for cattle breeding some for export wheat. The reason why these areas are still empty depends on the region. Sometimes it has objective reason such as lack of workers or bad landscape. But sometimes there are some problems with property rights and significant additional costs required to clarify it. So detailed research needed to find an appropriate site for farming in case of greenfield projects. But it is still possible
The second opportunity is related to the structural gaps in Russian agriculture. The total volume of Russian import exceeds 20 billion USD. But not every product can be produced in Russia. Everything you can see on the figure can be replaced with different amount. Investments in vegetables in greenhouses, intensive gardens, cattle breeding for beef and milk would meet the strongest state support in Russia.
The main barrier for the industrial greenhouse development is the access to long term financing. We have the distribution of grain storages inherited from Soviet times. Most of elevators were placed near mills because cereals was not an export specialization. While export of wheat is growing the demand for modern storages at ports and major railway stations expands much quicker than the new storages are being built up. Old large elevators have very high OPEX and big losses The situation can be called a VICIOUS CIRCLE: old elevators gives the high price as they need to pay for electricity and repair works - farmers can’t afford it and go to their own old elevators or sell their crops for low price in autumn (FIGURE) – the sum of this game is negative for both – farmers and storage owners. The new modern storage could offer better price due to cost efficiency and scale economy and get a high demand
Investors in grain storage should keep in mind the eastern shift of Russian external trade. Since this year RZD raised the tariff for grain transportation. This leads to redirection of grains traffic which is generating in central parts of Russia to the Far Eastern ports. The problem is that now there are now grain storage now in the region and this is a great opportunity for investment particularly because of PORT-FRANKO legislation in Vladivostok. The process has been already started. In May 2014 “United Grain Company” and Fesco signed the contract to build the grain terminal in ZARUBINO with the capacity of 5 million tones till 2018 and than to extend it up to 10 million tones.
