New -- Civilian employee needs annual leave assist
A Directorate of Public Works employee, Myrtle Bowen, is an approved recipient of
the civilian personnel annual leave donor program. Due to medical issues, she has
exhausted both sick and annual leave.
Department of the Army civilian employees who would like to donate annual leave
to Bowen must fill out Form OPM 630A, "Request to Donate Annual Leave to Leave
Recipient Under the Voluntary Leave Transfer Program (Within Agency)" at
www.opm.gov/forms/pdf_fill/opm630a.pdf.
If you are a federal government civilian employee outside the Department of the
Army and want to donate annual leave to Bowen, you must complete OPM 630B,
"Request to Donate Annual Leave to Leave Recipient Under the Voluntary Leave
Transfer Program (Outside Agency)" at www.opm.gov/forms/pdf_fill/opm630b.pdf

New -- Office relocated
The Relocation/Information & Referral Office on the Henderson Hall side of the
joint base has moved to Building 29, Room 305. Phone number remains the same -- 703614-7202. The services relocation/information referral office provides are the monthly
Welcome Aboard Orientations with a free tour of Washington DC, PCS classes, one on
one sessions for your PCS moves, TriCare just to name a few. Also we have a lending
locker which provides temporary loan items such as microwaves, dishes, futons, iron
and boards, coffee makers, vacuum cleaners, toasters, pots and pans and car seats.

New -- Federal benefits ‘Open Season’ slated
Federal Benefits “Open Season” will be held as scheduled from Monday, Nov. 11
through Monday, Dec. 9 with changes effective the first full pay period in January.
“Open Season” is the time to think about your health, dental, vision and tax-saving
needs. During “Open Season,” eligible employees can:

The Office of Personnel Management's Open Season website at

regarding plan changes, available plans and premiums. All employees are encouraged
to review their current enrollment coverage and premiums to make sure it will continue
to meet their needs in 2014. Changes may not be made outside of the open season dates
above unless an employee experiences a qualifying life event.

servicing Civilian Personnel Advisory Center specialist at 703-704-3009.
Employees planning on retiring prior to the first full pay period in January, and who
wish to make an open season election, should contact an ABC-C counselor for guidance

U.S. Army Band ‘American Holiday Festival’ concerts

held at Brucker Hall on the Fort Myer side of the joint base Saturday, Sunday and
Friday, Dec. 7, 8 and 13.
Flu season is here!
Andrew Rader U.S. Army Health Clinic, on the Fort Myer portion of Joint Base
Myer-Henderson Hall will provide seasonal influenza vaccine to active duty and
reserve component military personnel, DEERS eligible beneficiaries, ages two and
above, and Joint Base Myer-Henderson Hall Department of Defense civilian employees
at the Memorial Chapel Fellowship Hall from 8 a.m. to 3 p.m. as follows: Tuesday,
Nov. 5, Tuesday and Thursday, Nov. 12 and 14 and Thursday, Nov. 21.
Children under the age of two must see their assigned primary care provider. Rader
Clinic-enrolled children under the age of two can get the vaccine on a walk-in basis at
the Rader Immunization Clinic, Monday through Friday during normal clinic hours,
7:30 a.m. to 3:30 p.m. (the clinic is closed from noon to 1 p.m.). A pediatric appointment
is not necessary.
Through Nov. 21, flu vaccine will be provided at the flu clinics noted above only,
except for Rader enrolled children under 2 years of age. The flu vaccine will also be
offered to enrolled beneficiaries during a scheduled visit with their Primary Care
Manager (PCM). Please do not schedule an appointment only to get the flu shot.
All eligible beneficiaries must show a valid ID card or DoD Common Access Card
(CAC) prior to receiving the flu vaccine.

Ethics training slated
All employees who are required to file a financial disclosure must also receive
annual ethics training. Training for members of the Military District of Washington,
Joint Force National Capital Region and Joint Base Myer-Henderson Hall who have not
received this training must satisfy their training requirement by attending one of the six
schedule sessions:
The Fort McNair portion of JBM-HH in the Inter-American Defense College
auditorium, all sessions from 11 a.m. to noon: Nov. 6; and Nov. 19.
On the Fort Myer portion of the joint base, Town Hall, all sessions from 11 a.m. to
noon: Nov. 8; and Nov. 15.
If you are unsure of whether you are a designated OGE Form 450 filer, consult your

Celebratory Marine Corps Birthday run Nov. 8
Muster at 5:30 a.m., Friday, Nov. 8 outside of the entrance of the Pentagon Athletic
Center/North Pentagon parking lot. The order of movement is: H&S Bn. Staff, HqCo.,
A Co., B Co., other services. Uniform of the day is Marine Corps Running Suit Jacket,
greet PT shirt, green PT shorts, running shoes, white socks. Other services, wear
equivalent uniform. NO gloves, watch caps or glow belts.
Run will commence at 6 a.m. along a pre-designated route to the Marine Corps War
Memorial. There will be remarks by Sergeant Major of the Marine Corps SgtMaj
Micheal P. Barrett, Medal of Honor recipient Dakota Meyer and Wounded Warrior Kyle
Carpenter. Following remarks, Marines will sing the Marine’s Hymn and continue the
run back to the PAC entrance for light refreshments. The event will conclude at about
7:30 a.m.

CFC mid-season rally
Plan to join colleagues Tuesday, Nov. 12 from noon to 2 p.m. at the Fort Myer
Fitness Center, Building 214 to get more information on the Combined Federal
Campaign. While you’re there, eat grilled hot dogs and participate in a three-point
shoot-out and free throw competition. Wear team colors. Bring your check book and
loose change.
Get revved up to donate to the CFC activity of your own choosing.

November is American Indian heritage month
A tour of the National Museum of the American Indian is set for Thursday, Nov. 14
from 10 a.m. to 1 p.m. RSVP by Nov. 7 to make a reservation for bus transportation to
the museum, departing from Building 405 on the Fort Myer portion of the joint base at
9:30 a.m.

Resiliency training open to all
The next CSF2 training is focused on “Detecting Icebergs,” and is Monday, Nov. 18
from 1 to 3:30 p.m., in Building 405 on the Fort Myer side of the joint base.
Participants will identify core beliefs and core values that fuel out-of-proportion
emotions and reactions and evaluate the accuracy and usefulness of these beliefs.

The Joint Base Myer-Henderson Hall Gospel Service invites all servicemembers and
their families to the annual “Fellowship Thanksgiving Dinner” Saturday, Nov. 16 at
12:30 p.m. at the Community Activities Center, Building 405 on the Fort Myer side of
the joint base.
All may dress casually and partake in free good, great entertainment and dance
performances and visit with new and old friends.

Mark your calendars for Thursday, Nov. 21 from 10 a.m. to 2 p.m. for the Joint Base
Myer-Henderson Hall Military Career & Education Expo to “Navigate Your Way to a
Better Future.”
There will be 30-plus career programs and colleges, “GoArmyEd” assistance,
education counselors, financial aid information and a Veterans Administration
representative.
In addition get “Military OneSource” information, learn about Army medical careers,
“Green to Gold,” “Troops to Teachers,” and much more. There will be give-a-ways and
briefings through the day.

Family Readiness
New -- Triple P positive parenting program
Marine Corps Community Services offers a new parenting program, the Positive
Parenting Program. Triple P, as it is known, claims to “take the guesswork out of
parenting,” according to the Triple P website, www.triplep-parenting.net.
Are you having difficulty getting your children to pick up after themselves? Tired of
trying the same old things with no visible difference in your child's behavior? The
Behavioral Health Branch of Marine & Family Programs offers a seminar Thursday,
Nov. 7, from 3 to 4 p.m., entitled “The Power of Positive Parenting,” to help parents
choose help that best applies to their family situation. You get to decide what best
works for you!

New -- Toddler play group to meet
The Marine Corps Community Services New Parent Support Program holds a play
group for children (5 years old and younger) and their parents Nov. 12, from 10 to 11:30
a.m. at Marine Barracks Washington. Playtime, story time and activities are planned,
and snacks are provided. This is a great opportunity to meet other Marine parents and

Managing holiday stress

Bring children, ages up to five, for a time of play, holiday crafts and stories

include items to help ensure the home you are staying in is safe for your little ones.

Baby Stages: Guide to social, emotional infant, toddler development
to age 3
Learn about stages for your child in a class that provides overview of developmental
milestones for children ages 0-3 Friday, Nov. 15 from 1 to 3 p.m. in the ACS Classroom,

Learn how to assess your child for developmental milestones and discuss activities
that you can do to help improve your child’s social, gross motor and cognitive

Junior Wrestling program registration open; program seeks coaches
too
Child and Youth Services is hosting “Junior Wrestling,” and registration is now
open. Registration deadline is Friday, Nov. 15. Open to youth (of eligible DoD
personnel -- ID card holders, retirees and DoD civilians), five to 14 years old, coed.

TransParenting
Monday, Nov. 18 and 25 from 9 to 11 a.m., in the ACS Classroom, Building 201, on
the Fort Myer side of the joint base, join the two-part seminar designed to provide
parents who are separated or divorced with the tools to ensure that they are able to
continue supporting and encouraging their children despite the breakup of the family
unit.
The process of developing an effective co-parenting plan with your ex is challenging
but essential to healthy growth and development of young children. You must attend
both sessions to receive a certificate of completion. Registration required.

Get anger under your control
The next Anger Management class is Wednesday, Nov. 20 from 9 to 11 a.m. in the
ACS classroom, Building 201, on the Fort Myer side of the joint base.
Participants will get information on the basic principles of emotions management,
specific information about the impact of unmanaged anger and get resources on how to
recognize and manage the anger triggers in their own lives. Registration required.

Traffic, Roads and Grounds
New -- Road construction in Arlington Nov. 11-Dec. 20
Roadway reconstruction on Columbia Pike from South Wakefield Drive to Four Mile
Run will begin Monday, Nov. 11, and continue for about six weeks, weather permitting.
Work will begin at the west side of the project and move east. Lane closures and work
will be as follows:
Eastbound Lanes
9:30 a.m.-3:30 p.m. – Two lanes will be closed for excavation
3:30 p.m.-6 p.m. – Lane closure will be reduced to one lane to install sub-base
7 p.m.-6:30 a.m. – Laying of asphalt; one lane will remain open to traffic
6:30-9:30 a.m. – Both lanes will be open to traffic
Westbound Lanes
7 p.m.-6 a.m. – Two lanes will be closed for excavation and installing sub-base
6 a.m. – Lane closure will be reduced to one lane
7 a.m.-3:30 p.m. – Laying of asphalt; one lane will remain open to traffic
3:30-7 p.m. – Both lanes will be open to traffic

New -- Spates Club canopy to be replaced
The Spates Community Center -- on the Fort Myer portion of the joint base -- will
undergo some renovation. The canopy at the main entrance will be replaced Monday
and Tuesday, Nov. 18 and 19; and the canopy at the bar entrance will be replaced
Wednesday and Thursday, Nov. 20 and 21.
Spates personnel say the impact to customers will be minimal: employees will direct
customers through appropriate entrances to avoid construction areas and there will be
signage giving direction as well.

Power outage to affect some buildings at Fort Myer
Wednesday, Nov. 6, from 4 p.m. to midnight, there will be a power outage on the
Fort Myer side of the joint base that will affect several activities. Workers will install
and activate a new transformer and remove old equipment.
The buildings affected include Building 305 (CID, DES and unions), Buildings 306,
312, 313 and 318 (DPW and DOL clothing sales), Building 314 (The Old Guard Motor
Pool), Quarters in Building 317, Building 307 (PGOV), Building 321 (Environmental)
and Building 322 (USACEW).
Rain date for the outage is Thursday, Nov. 7.

Parking limited at Summerall Field lot Nov. 10, 11
The Summerall Field parking lot will be closed Sunday and Monday, Nov. 10 and
11, so that participants in the Monday, Nov. 11 Veterans Day ceremony and activities
can practice and then perform Nov. 11, a federal holiday.
The Summerall Field parking lot, on the Fort Myer portion of the joint base runs
along Sheridan Avenue between Building 417 (Consolidated Operations Facility) and
Building 243 (Town Hall).

Due to medical issues, she has exhausted both sick and annual leave. Department of the Army civilian employees who would like to donate annual leave to Bowen must fill out Form OPM 630A, "Request to Donate Annual Leave to Leave Recipient Under the Voluntary Leave Transfer Program (Within Agency)" at www.opm.gov/forms/pdf_fill/opm630a.pdf. Andrew Rader U.S. Army Health Clinic, on the Fort Myer portion of Joint Base Myer-Henderson Hall will provide seasonal influenza vaccine to active duty and reserve component military personnel, DEERS eligible beneficiaries, ages two and above, and Joint Base Myer-Henderson Hall Department of Defense civilian employees at the Memorial Chapel Fellowship Hall from 8 a.m. to 3 p.m. as follows: Tuesday, Nov. 5, Tuesday and Thursday, Nov. 12 and 14 and Thursday, Nov. 21. Children under the age of two must see their assigned primary care provider. Rader Clinic-enrolled children under the age of two can get the vaccine on a walk-in basis at the Rader Immunization Clinic, Monday through Friday during normal clinic hours, 7:30 a.m. to 3:30 p.m. (the clinic is closed from noon to 1 p.m.). A pediatric appointment is not necessary. Through Nov. 21, flu vaccine will be provided at the flu clinics noted above only, except for Rader enrolled children under 2 years of age. The flu vaccine will also be offered to enrolled beneficiaries during a scheduled visit with their Primary Care Manager (PCM). Please do not schedule an appointment only to get the flu shot. Ethics training slated All employees who are required to file a financial disclosure must also receive annual ethics training. Traffic, Roads and Grounds New -- Road construction in Arlington Nov. 11-Dec. 20 Roadway reconstruction on Columbia Pike from South Wakefield Drive to Four Mile Run will begin Monday, Nov. 11, and continue for about six weeks, weather permitting. Work will begin at the west side of the project and move east. New -- Spates Club canopy to be replaced The Spates Community Center -- on the Fort Myer portion of the joint base -- will undergo some renovation. The canopy at the main entrance will be replaced Monday and Tuesday, Nov. 18 and 19; and the canopy at the bar entrance will be replaced Wednesday and Thursday, Nov. 20 and 21.

Power outage to affect some buildings at Fort Myer Wednesday, Nov. 6, from 4 p.m. to midnight, there will be a power outage on the Fort Myer side of the joint base that will affect several activities. Workers will install and activate a new transformer and remove old equipment. The buildings affected include Building 305 (CID, DES and unions), Buildings 306, 312, 313 and 318 (DPW and DOL clothing sales), Building 314 (The Old Guard Motor Pool), Quarters in Building 317, Building 307 (PGOV), Building 321 (Environmental) and Building 322 (USACEW).
