For decades the former General Cable site on Railroad Street in East Rome sat vacant and unproductive. Once the site of a thriving manufacturing facility, it stood as a painful reminder of lost economic prosperity. In the years following the closure of General Cable, its subsequent private owners, and the City of Rome, undertook various efforts to return the site to productive use. Fast forward to 2006, and the introduction of New York State’s Restore NY Communities Initiative. The City of Rome, sensing the potential of the program to fund restoration of the site to a “shovel ready” condition, submitted an application and received funding approval from Empire State Development for a $1.35 million grant to demolish the remaining concrete and address any underlying environmental concerns. In the spring of 2008, the City of Rome partnered with Empire State Development and Rome Industrial Development Corporation to undertake the process of site redevelopment. In a process known as ‘rubbelization’ over 18,000 cubic yards of concrete was demolished and crushed onsite, then used as fill to grade the site. Contaminated soils and concrete were taken to the Regional Landfill in Ava. Major contractors for the project consisted of Plumley Engineering, Ritter & Paratore, and D.H. Smith Co., Inc. As the rubbelization process was taking shape, Mayor Brown and RIDC were working with a local business looking to expand. American Alloy Steel, a Houston-based supplier of carbon and alloy pressure vessel plate and other quality steel plate and bar products, determined the site would be ideal for its new facility. A deal was struck, and Gaetano Construction is currently on-site building a modern, 57,000 square foot facility, with anticipated occupancy slated for mid-2009. Empire State Development’s support with the Restore NY program was a key element in the City of Rome’s ability to restore economic life to a long-vacant property, and serves as a prime example of what the right program, and the right public-private alliance, can accomplish. The demolition of Building Complex #3 at the former Rome Cable has been the largest of Rome’s New York State Restore Grant projects. The site, which is between Owl Wire and Cable’s Rome office and Rome Strip Steel, has been the target of $2.5 million in Restore spending, as well as more than $2,000,0000 in NYS Department of Environmental Conservation ERP funds, and $75,000 in National Grid Brownfield grants and from the City of Rome. Funding was used for asbestos abatement, demolition, and site restoration at Building Complex #3, funds also assisted with reconstruction of electrical infrastructure to Owl Wire, which was an important step in ensuring both Owl and Rome Strip Steel’s continued viability and success. The American Public Works Association recently voted the Brownfield Restoration Site –Former Rome Cable Corporation Project as the 2010 Environment- Brownfield Project of the Year. The effort has been a partnership involving Mohawk Valley EDGE, Rome Community Brownfields Restoration Corporation, City of Rome, Oneida County Industrial Development Agency, New York State, Shumaker Engineering, Ritter & Paratore Construction, Owl Wire and Cable, Rome Strip Steel and National Grid.

EDGE played a crucial role in BRAC 2005 Victory AFRL Rome – made whole with consolidation of IF functions at WPAFB with AFRL Rome IF Headquarters location (original BRAC decision had WPAFB functions going to Hanscom AFB, which would have been a competitive threat to Rome’s long term plans. Over 1200 employees! DFAS Rome – with 320 employees was retained and not closed as recommended by DoD. Net effect was that Rome was retained as one of 5 DFAS sites (17 other sites were closed and consolidated into Rome Operating Location) and an additional 680 jobs were to be added. Today, DFAS has 1,145 jobs!
Former County Executive Joe Griffo asked EDGE to staff and coordinate opposition effort to NYRI Power Line Project EDGE provided all staff and administrative support for eight county coalition & 5 citizen group organizations– known as Communities Against Regional Interconnect (CARI) and helped raised $2.6 M to support legal, engineering and technical consultants to oppose power line project through federal courts and Public Service Corporation.
