• What technology tools are being used by legal service
providers and courts to enhance legal services and court
access for Limited English Proficiency (LEP) communities?
• Why is technology important in this context?
• What are the challenges of creating and maintaining multi-
lingual tech tools and how have programs addressed these
challenges?
7. Defining the Terms
What we mean by Limited
English Proficient individuals?
Individuals who do not speak
English as their primary
language and who have a
limited ability to read, speak,
write, or understand English
can be limited English
proficient, or "LEP."
8. Limited English Proficiency (LEP)
Individuals in the U.S.
More than 20% of individuals in the US speak a
language other than English at home
25 million people have limited English proficiency
in the US
Spanish-speakers account for about 66% of this
group, followed by Chinese (6%) and Vietnamese
speakers (3%)

38. When something is changed look for affected resources on the
website first
Search the website for common terms
Put English clues in the comments lines in the html of other
language webpages
Post all pdfs on-line in one location only once
Use the same interpreter for all translations to keep the same
vernacular
Use someone for audio work that is accessible for future updates
Use a cloud based internal site for employee shared access that
points to the same pdfs for the public
Don’t have a tech person oversee the job
Make sure you pass on institutional knowledge
Remember to tell all the players involved when changes are
made

like.
You can change the text in
the existing boxes so that it
says anything you want.
This is great!
I can think of a lot of ways to use this.
45. The fotonovela style has its roots in Latino culture and uses
photos with conversation bubbles.
The format is similar to a comic book.
Fotonovela videos can be easily modified for additional
languages and adapted to almost any legal topic or jurisdiction.
We’ve taken the comic book format, made it into a video and
added audio.
And then we’ve made PDF’s out of them.

57. The fotonovela is an affordable tool that can be
utilized by outreach workers, community
organizations, and professionals who want to
reach people with low literacy skills, as well as
address language or cross-cultural
communication barriers.
59. The PDF versions of the fotonovelas can be
printed and distributed at non-traditional
locations such as corner stores, health fairs,
through church programs, and still serve as a
source of information for the community.
60. And they are easy to
update if laws change,
or if you want to add in
content that is specific to
your own jurisdiction.
61. Usage Statistics:
Fotonovela videos on the CTLawHelp YouTube
channel have been viewed over 3,500 times
and visitors have spent almost 10,000 minutes
watching.
