An untapped resource:
 transnational European funding
and the 2014-20 budget proposals
European Funding Programmes
2007-2013:
Current budget and programme period
Existing programmes still running for approval
of projects before December 2013

2014-2020:
New budget period and Programmes
EU Funds
Two distinct types:

Structural Funds (ESF and ERDF)
Managed by national Governments – have no
European co-operation

Transnational Funds
Involve partnership with another organisation in
another EU Member State or some wider European
goal
• Budgets are set for the European Union (EU)
  for periods of 7 years
• Current budget period runs between 2007
  and 2013 - €864 billion/£720 billion
• Structural Funds are on the decline in the
  UK, we know that the budgets for
  transnational funds are likely to increase
• Transnational funding opportunities exist for
  a wide range of activities linked to
  Locality member services
Adding a European dimension to your
    existing service delivery can:
• open up a whole new world of funding programmes, grants and delivery options
    for your organisation
• offer some continuity of service delivery with added European value, maximise
    European funds into an area and provide additional opportunities to local people
    and businesses that they would not access otherwise;
•   identify new solutions, services and innovation for the organisations involved;
• directly involve local people and organisations in the activities of the EU and its
    funding programmes which can bring a benefit to their lives;
• raise your profile at the European level and enable you to have your voice heard
    and possibly enable you to influence policy which affects you and your target
    group;
• avoid breakdown in community relations or the potential for social unrest in a
    period of economic downturn through increased contact with local residents and
    people from other communities across the EU
• enable your organisation and your communities to see Europe a something that
    is relevant to them and of significant value
Examples of activity in
                     Greater Manchester in 2012
St Peter’s Community Partnerships:
• Secured involvement in a Leonardo da Vinci Mobility project to give young apprentices enhanced
    training through work placements in Spain, France, the Netherlands and Hungary;
• Secured involvement in an Erasmus for New Entrepreneurs project with a focus on Social
    Enterprise;
• Established a strong working relationship with an organisation in Ireland and their involvement as
    partners in a Youth Employment seminar;
• Secured 3 Transversal Study Visits for staff to experience new ways of engaging with their clients
    and new delivery methods;
• Secured funding to host a Transversal Study Visit which allows St Peter’s to showcase their work
    to get young people into employment, to up to 15 delegates from across Europe;
• A transnational funding strategy to build on the work carried out to date.
Tameside Third Sector Coalition:
• Completion of a transnational funding strategy for T3SC to identify appropriate funding
    programmes to enhance the involvement of their staff, the organisation and their client groups;
• Bespoke funding strategies for a number of their members to directly involve the wider sector in
    Tameside;
• Approval of 4 Transversal Study Visits for staff to visit similar organisations across Europe, learn
    from them and build partnerships.
Forthcoming Opportunities

Be ready for the future
The new funding programmes promise to be even more accessible and bigger
than they are now, so now is the time to start to engage in the process.

You can do this by:

- finding out what is available now in your work area;

- identifying European partners;

- applying for and running a small project now, to be ready to up scale your
European provision when the new programmes come into operation.

With the right level of interest and commitment you could start to see
European programmes really change how your organisation works and bring
significant, life changing opportunities to the people in your area.
