A Community Based Disaster Preparedness
(CBDP) Plan is a list of activities a village plans to
prevent loss of life, livelihoods, and property in
case of any natural disaster through preparedness.
It also documents the actions to be taken by
individuals and certain organized groups in the
community so that each one knows what to do
when a flood warning is received.

14. Who makes the plan
The entire community, irrespective of class, creed,
social status, or caste come together, discusses, share
views points and prepare the Plan of Action.
Women, youth, the elderly, the disabled, marginal
farmers, wage laborers and other vulnerable groups
represent the community. Apart from this, the
organized groups of the village participate in its
preparation. These organized groups are Self Help
groups, Clubs, and other such groups functioning in a
village. For the plan to be complete, it is imperative
that all sections of the community participate in this
process.
