Awarded Fulbright Fellowship to Libreville, Gabon-1991-Focus on the impact of the petroleum
sector on environmental policy formulation.
Summary:
I possess over 15 years in the energy and environmental field along with significant
international, technical experience in Sub-Saharan Africa Began career as a Fulbright Fellow in
Libreville, Gabon, conducting research on the impact of the petroleum sector on environmental
policy development in Central Africa. Later obtained a JD/MA from Duke University in 1995.
Areas of Expertise:
• Energy and environmental regulation-Energy Restructuring and the Clean Air Act,
(CAA) and climate change- Environmental Law and Policy Center, Booz Allen &
Hamilton, Appointment member to the MD Public Service Commission, Electric Utility
Restructuring Taskforce Legal representation and climate advisory of energy
companies--currently representing several small energy companies, including Leveraged
Energy Solutions, (LES) and BalanceCo2.
• Substantive, expert knowledge with respect to Sub-Saharan Africa. Fulbright
Fellowship to Libreville, Gabon, technical advisor to the South African
Government/University Cape Town, Energy Research Centre, Cape Town, South Africa.
Represented the U.S. Government in numerous forums on matters related to Sub
Saharan Africa and Energy, including the World Summit on sustainable Development,
(WSSD Rio + 10, Johannesburg, South Africa); Africa Energy Forum, United Nations.
• International technical cooperation/advisory with developing countries on matters
related to energy, air quality regulation and climate change mitigation -U.S. EPA-
South Africa and Latin America
• Advocacy/Negotiation Skills efforts related to climate change and energy regulation
and policy-involvement of the faith community-National Council of Churches in Christ-
Eco-Justice Working Group
• Foreclosure Prevention/Mortgages/Distressed Asset Negotiation-In-House
Counsel-Keller Williams Realty, Baltimore Home Team,(BHT). Providing legal counsel to
realty team and clients regarding the Short Sale process. Formerly, Lazarus & Burt,
based in Baltimore and Rockville, MD.-Developed foreclosure prevent and loss
mitigation practice group. Active participant in the MD State Bar Association
Foreclosure Prevention Project, sponsored by the MD State Bar Association Foreclosure
Prevention Project. Participant in the Certified Distressed Property Realty Expert,
(CDPE) discussion group .My work and comments featured in Baltimore Sun article,
featuring the MD State Bar Association’s Foreclosure Prevention Project, January 1,

presented at the Gala of the Stars Awards Dinner sponsored by the Pro Bono
Resources Center on November 13, 2010.
