Italian Paddy Quotes Lifted by Domestic Demand

Italian paddy market continues its recent advance in quotes thanks to domestic demand for the Long A and
medium paddy varieties. Quotations of Arborio, Sant’Andrea e Carnaroli increased 50 euros (about $68),
reaching nearby highs; Vialone Nano reached 770 euro (about $1,050) per ton, up only 20 euros (about $
27).Prices of export varieties remain almost unchanged. Lido and similar varieties advanced 5 euros (about $7)
per ton while other export varieties declined from the previous week. The market is still pressed by competition
from Asian rice, according to local sources; thus, there was still very little price movement for Long B and
round rices.
For the current crop year, about 54.6% of Long A paddy has been sold, while about 39.6% of Long B and 39%
of round paddy has been sold.
Below find farm gate paddy quotes from the Milan grain exchange, as of January 28:
Arborio rice was quoted 655-675 euros (about $893-921) per ton, up from 605-625 euros (about $825-852) per
ton a week ago.
Balilla rice was quoted 250-260 euros (about $338-352), unchanged from a week ago.
Lido and similar varieties were quoted 295-315 euros (about $ 402-429) per ton, up slightly from 290-310
euros (about $ 392-419) per ton one week ago.
Padano/Argo received no quotations; two weeks ago it was shown at 570 euros (about $775) per ton.
Vialone Nano was quoted 735-770 euros (about $1,003-1,050) per ton, up from 715-750 euros (about $9681,016) per ton a week prior.
Thai Bonnet and similar varieties were quoted 245-255 euros (about $332-345) per ton, unchanged from last
week.
Sant'Andrea was quoted 560-580 euros (about $764-791) per ton, up from 510-530 euros (about $690-717) per
ton the prior week.
Ariete and similar varieties were quoted 315-335 euros (about $426-453) per ton, unchanged from last week.
Carnaroli was quoted 660-680 euros (about $900-928) per ton, down from 610-630 euros (about $826-853) per

Oryza U.S. Rough Rice Recap – Market Quiet as Price Idea’s Remain Firm

The U.S. cash market remains quiet as most buyers and sellers continue to hold out for better prices but the
question is - who will blink first?.As of today, there was no budging on the low end of offers which could still
be found around $15.55 fob farm (about $343 per ton) however most farmers price ideas were seen around
$16.11 per cwt fob farm (about $355 per ton) or higher.
Bids from larger mills decreased slightly to around $14.95 per cwt (about $330 per ton) while bids for exporters
were unchanged around $15.50 per cwt (about $342 per ton), both for February through March delivery,
although there were reports of smaller mills bidding as high as $16.11 per cwt (about $355 per ton) delivered.

Vietnam Officials to Visit Africa, Market Rice

Vietnam’s Ministry of Industry and Trade (MoIT) is hoping to secure a better position in the African market
and is consequently urging domestic producers to grow high-quality products like fragrant and glutinous
rice. Vietnam exported 600,000 tons of fragrant rice to Africa in January-August 2013, and the MoIT thinks
these higher-quality rice products might be the edge Vietnam needs to challenge the increasing competition
from India and Thailand.The Ministry will visit Angola and the Ivory Coast with plans to sign multiple MOUs
and network with African firms.The Middle East and Africa have some of the world’s highest population
growth rates and highest growth rates for per capita rice consumption.

U.S. dollar index was down -0.04% from the open today, when it traded at 80.532 at the close.
Euro was weaker -0.14% today by the close, trading around 1.3653 by end of day, after trading between an
intraday high of 1.3685 and low of 1.3603. Today the Fed confirmed it's policy of continuted tapering QE3, as
expected.Thai baht was weaker -0.05%, trading at 32.937 at the close of business.
Indian rupee was stronger +0.17% at 62.4075.
Brazilian real was -0.65% weaker than the open at today’s close, when it ended at 2.4373 reais per dollar.
Pakistan rupee was +0.04% stronger at 105.3900.
Vietnamese dong was unchanged at 21060.
Mexican peso was -0.89% weaker today, when it traded at 13.3767 pesos per dollar by the close of business
today.
Chinese yuan was weaker -0.07%, trading at 6.0549.
Argentine peso was +0.06% stronger, trading at 8.0030 pesos per dollar.

House of Representatives Passes U.S. Farm Bill, Senate Next

The Farm Bill easily cleared the United States House Wednesday, winning with a vote of 251 to 166. The
Senate will start discussing the bill as soon as Thursday, but no later than next week, and it is expected to pass
there as well. The five-year Farm Bill is expected to cost nearly $100 billion a year and save about $1.65 billion
a year, although weather and crop successes will greatly affect the cost each year due to the variability in crop
insurance payouts.In this version of the bill, major crops, including corn, soybeans, wheat, rice and cotton, will
still be subsidized, but the emphasis will be on insurance programs rather than direct payments. In fact, this bill
eliminates $4.5 billion a year in direct payments. The U.S. rice industry has expressed support for the bill. The
passage of which will remove some uncertainties, allowing farmers to make crop planting decisions.

The South Korean government plans to buy at least 408,700 tons of rice (milled basis) in 2014, up about 20,347
tons or about 5% from the targeted 388,353 tons of rice in 2013, under the country’s 2014 Minimum Market
Access (MMA) rice purchasing plan.The U.S. is the main rice supplier to South Korea and is expected to supply
about 120,000 - 130,000 tons or about 29- 32% of the total MMA volume, according to the USDA.The 2014
MMA quota includes the MFN global quota (GQ) of 203,472 tons and the country specific quotas (CSQ) of
205,228 tons.
The GQ quota comprises 21.3% of medium grain, 22.9% of short grain, 9.8% of long grain and the remainder
46% of optional varieties. The U.S. and Australia are the main suppliers of medium grain rice to South Korea;
China supplies all short grain rice; while India and Southeast Asian countries (mostly Thailand) fulfill most of
the long grain quota.

Japan 2013 Rice Production Increases to 7.8 Million Tons; Up 1% from Previous

Japan’s rice production in 2013 increased to around 7.8 million tons (about 8.6 million tons of paddy), up about

1% from around 7.7 million tons (about 8.5 million tons of paddy) produced in the previous year, the USDA
says using data from Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF).The USDA says that rice
production increased in Japan in 2013 due to a slight increase in rice area and a favorable yield due to good
weather conditions. According to MAFF, rice area in Japan stood at around 1.59 million hectares in 2013, up
from around 1.58 million hectares in 2012, while average rice yield stood at around 5.39 tons per hectare,
almost unchanged from 2012.According to the USDA, rice consumption in Japan stands at around 8.1 million
tons (basis milled), and imports in 2013-14 are estimated at around 700,000 tons (basis milled).

Spain Missing a Taste for Rice Culture, Says Local Producer

Spain, the second-largest European rice producing nation behind Italy, and even a producer of gourmet rice, has
no rice culture, according to a Spanish rice grower. Miguel Minguet, a rice grower based in Forn d'Alcedo
(Valencia) notes that Spain’s rice area is shrinking and is concerned about the future of the industry. Mr.
Minguet produces a quality rice called Sivaris, exported to 25 countries.Speaking with El Pais journalist Kristin
Suleng, he says, "But here we have no culture about rice, not even in Valencia.
People don't know the different varieties, neither the differences between them, or for which dishes they are
best suited. I was surprised by meeting famous and important Spanish chefs who knew nothing about rice.‖―Our
philosophy is based on cultural education: if we have a culture for wine, for oil, for ham there must be also a

Spain there were 140 millers, now there are only nine, of which, four handle 90% of production. Also, the
average age of rice growers is important: now only 3.5% are less than 40 years old, and for the older ones is
more difficult to change their habits and become more proactive about educating the local market.

India rice sellers increased most of their quotes by about $5 per ton today. Thailand and Pakistan rice sellers
kept their quotes mostly unchanged. Vietnam rice sellers are out today due to a holiday.
5% Broken Rice
Thai 5% rice (of new crop) is quoted around $435 - $445 per ton, about a $35 per ton premium over Viet 5%
rice was last shown around $400 - $410 per ton.
Indian 5% rice is quoted around $410 - $420 per ton, up about $5 per ton from yesterday and about a $20 per
ton premium over Pak 5% rice quoted around $390 - $400 per ton.
25% Broken Rice
Thai 25% rice (of new crop) is quoted about $390 - $400 per ton, about a $15 per ton premium over Viet 25%

India to Study Rice Milling Rates in 11 States

India's Food Corporation of India (FCI) has collaborated with the Thanjavur-based Indian Institute of Crop
Processing Technology (IICPT) to find the outturn ratio (OTR) of paddy in 11 rice-producing states, according
to local sources.The FCI has signed a memorandum of understanding (MOU) with IICPT to conduct fresh trial
milling and OTR study in 11 states: Andhra Pradesh, Bihar, Chhattisgarh, Punjab, Haryana, Maharashtra,
Odisha, Tamil Nadu, Uttar Pradesh, West Bengal and Kerala. According to the FCI chairman, the study aims to
determine the OTR of paddy (the milling yield of rice from paddy) as well as quality of milled rice obtained in
different agro climatic zones in the states.According to local sources, the FCI is conducting the study based on
requests from the rice millers and state governments for fresh trial milling and fixation of uniform OTR in the
country. The study assumes significance in the light of the introduction of new varieties of paddy in the country
as well as advancements in rice milling technologies.

Ghana Targets Reduction in Rice Imports in Next Three Years

Ghana is expected to reduce its dependence on rice imports in the next three years, according to Agriculture
Minister.According to local sources, the Minister says that the Ghana government is working with large rice
growers in the country to boost rice production and reduce imports. The minister says that the government is
also working with the country's Crop Research Institute (CRI) to develop new varieties of rice similar to the
ones imported because the Ghana people prefer imported rice that is polished and aromatic.According to CRI,
tests are going on around 100 rice varieties and will be ready for cultivation after the tests are over. New rice
varieties have yields up to 7.4 tons per hectare which is almost double the current average yield of around 3.7
tons per hectare, CRI officials say. However, they add that Ghana has only one mill and there are no graders,
and the country needs more of those to reduce dependency on rice imports.
The Agriculture Minister says that earlier attempts, such as increasing import duties on rice, to reduce rice
imports have failed and the government spends around $200 - $400 million annually on rice imports. He adds
that the bulging import bill is putting a downward pressure on the country's currency credit.According to the
USDA, Ghana is expected to import around 575,000 tons of milled rice in MY 2013-14, almost unchanged from
MY 2012-13. The US agency estimates Ghana’s rice production to reach around 300,000 tons in MY 2013-14,
up about 4% from around 289,000 tons in the previous year. However, Ghana’s rice consumption stands at
around 925,000 tons, more than three times the domestic production. Ghana’s rice acreage in 2013-14 is
expected to increase to around 200,000 hectares, up from around 190,000 hectares in the previous year.

Indonesia Trade Ministry Probes Non-Specialty Rice Imports from Vietnam

Indonesia's Trade Ministry has launched an investigation on the alleged illegitimate entry of over 16,000 tons of
Vietnamese rice into Jakarta's Pasar Cipinang market last year, according to local reports.The Trade Ministry
says that it has received a complaint from a merchant in Cipinang regarding the entry of non-specialty rice into
the market. The ministry says that records show that the rice from Vietnam had all the required permits to enter
Indonesian market and the Customs office also confirms that the importer secured a permit from the Trade
Ministry. However, the Trade Ministry is concerned because only Indonesia's state-owned logistics firm Bulog
is permitted to import non-specialty rice (in emergency situations and to maintain buffer stocks and prices) and
Bulog reportedly did not import any rice in 2013.The Indonesian government allows private companies to
import specialty rice, such as basmati and japonica. Customs data shows that 58 private importers obtained
Trade Ministry's permission to buy specialty rice from Vietnam in 2013 and they recorded 83 transactions
importing 16,900 tons. The Trade Ministry is probing to know if any other institution other than Bulog has
imported the rice under question. Indonesia's Chief Economic Minster said he will seek a clarification from the
country's Trade Ministry over the matter.According to the USDA, Indonesia’s rice imports are expected to

reach around 1.5 million tons in MY 2013-14, up about 50% from around one million tons in MY 2012-13.
However, the Indonesia government says there will be no rice imports in 2014.

Mexico Targets 50% Increase in Rice Production by 2018

Mexico is aiming to increase domestic production of paddy rice to 270,000 tons in 2018, up about 50% from
around 180,000 tons produced in 2012 under a new 6-year Agricultural Development Plan, according to the
USDA.The new six-year (2013-2018) Agricultural Development Plan aims to focus on increasing productivity
of select agricultural items, including rice, while increasing farm incentives and decreasing subsidies.The
Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA) approved the 20132018 Agricultural, Fisheries and Food Development Program in December 2013.

The Program is part of the National Development Plan announced on May 20, 2013 and includes a
comprehensive strategy to build a productive, competitive, profitable, fair and sustainable food sector in
Mexico, while ensuring food security of the country.The program aims to achieve a yearly growth of 3% in the
agricultural and fisheries sectors in the next six years. It also focuses on achieving positive trade balance
(between value of exports and imports) in the Agro-food sector.The Program also focuses on achieving
equilibrium in supply and demand of food products, and mentions that imports should be a complement and not
a substitute for domestic production. It directed SAGARPA to coordinate with the Economy Secretariat (SE) to
accomplish supply-demand balance in the country.
Effectively, the Program aims to reduce price distortions and impacts on the supply of food products in the
domestic market due to imports.The Secretariat said that the new Program will be implemented in an
"Innovative, Flexible, Agile and Transparent" (IFAT) manner.Mexico is a net importer of rice. According to the
USDA, Mexico's milled rice production in MY 2013-14 is expected to decline to around 129,000 tons, down

Quotations of Arborio, Sant’Andrea e Carnaroli increased 50 euros (about $68), reaching nearby highs; Vialone Nano reached 770 euro (about $1,050) per ton, up only 20 euros (about $ 27).Prices of export varieties remain almost unchanged. Lido and similar varieties advanced 5 euros (about $7) per ton while other export varieties declined from the previous week. The market is still pressed by competition from Asian rice, according to local sources; thus, there was still very little price movement for Long B and round rices. For the current crop year, about 54.6% of Long A paddy has been sold, while about 39.6% of Long B and 39% of round paddy has been sold. Below find farm gate paddy quotes from the Milan grain exchange, as of January 28: Arborio rice was quoted 655-675 euros (about $893-921) per ton, up from 605-625 euros (about $825-852) per ton a week ago. Tags: World news India to Study Rice Milling Rates in 11 States Jan 29, 2014 India's Food Corporation of India (FCI) has collaborated with the Thanjavur-based Indian Institute of Crop Processing Technology (IICPT) to find the outturn ratio (OTR) of paddy in 11 rice-producing states, according to local sources.The FCI has signed a memorandum of understanding (MOU) with IICPT to conduct fresh trial milling and OTR study in 11 states: Andhra Pradesh, Bihar, Chhattisgarh, Punjab, Haryana, Maharashtra, Odisha, Tamil Nadu, Uttar Pradesh, West Bengal and Kerala. According to the FCI chairman, the study aims to determine the OTR of paddy (the milling yield of rice from paddy) as well as quality of milled rice obtained in different agro climatic zones in the states.According to local sources, the FCI is conducting the study based on requests from the rice millers and state governments for fresh trial milling and fixation of uniform OTR in the country. The study assumes significance in the light of the introduction of new varieties of paddy in the country as well as advancements in rice milling technologies. Ghana Targets Reduction in Rice Imports in Next Three Years Jan 29, 2014 Ghana is expected to reduce its dependence on rice imports in the next three years, according to Agriculture Minister.According to local sources, the Minister says that the Ghana government is working with large rice growers in the country to boost rice production and reduce imports. The minister says that the government is also working with the country's Crop Research Institute (CRI) to develop new varieties of rice similar to the ones imported because the Ghana people prefer imported rice that is polished and aromatic.According to CRI, tests are going on around 100 rice varieties and will be ready for cultivation after the tests are over. New rice varieties have yields up to 7.4 tons per hectare which is almost double the current average yield of around 3.7 tons per hectare, CRI officials say. However, they add that Ghana has only one mill and there are no graders, and the country needs more of those to reduce dependency on rice imports. The Agriculture Minister says that earlier attempts, such as increasing import duties on rice, to reduce rice imports have failed and the government spends around $200 - $400 million annually on rice imports. He adds that the bulging import bill is putting a downward pressure on the country's currency credit.According to the USDA, Ghana is expected to import around 575,000 tons of milled rice in MY 2013-14, almost unchanged from MY 2012-13. The US agency estimates Ghana’s rice production to reach around 300,000 tons in MY 2013-14, up about 4% from around 289,000 tons in the previous year. However, Ghana’s rice consumption stands at around 925,000 tons, more than three times the domestic production. Ghana’s rice acreage in 2013-14 is expected to increase to around 200,000 hectares, up from around 190,000 hectares in the previous year. Tags: Ghana rice production, Ghana rice imports Indonesia Trade Ministry Probes Non-Specialty Rice Imports from Vietnam Jan 29, 2014 Indonesia's Trade Ministry has launched an investigation on the alleged illegitimate entry of over 16,000 tons of Vietnamese rice into Jakarta's Pasar Cipinang market last year, according to local reports.The Trade Ministry says that it has received a complaint from a merchant in Cipinang regarding the entry of non-specialty rice into the market. The ministry says that records show that the rice from Vietnam had all the required permits to enter Indonesian market and the Customs office also confirms that the importer secured a permit from the Trade Ministry. However, the Trade Ministry is concerned because only Indonesia's state-owned logistics firm Bulog is permitted to import non-specialty rice (in emergency situations and to maintain buffer stocks and prices) and Bulog reportedly did not import any rice in 2013.The Indonesian government allows private companies to import specialty rice, such as basmati and japonica. Customs data shows that 58 private importers obtained Trade Ministry's permission to buy specialty rice from Vietnam in 2013 and they recorded 83 transactions importing 16,900 tons. The Trade Ministry is probing to know if any other institution other than Bulog has imported the rice under question.
