Introduction
October 6–9 this year 1,500 economic development professionals
from around the world will assemble in Philadelphia, PA for the year’s
biggest and most comprehensive economic development event:
the Annual Conference of the International Economic Development
Council (IEDC). This year, we are hosting a Delaware, New Jersey and
Pennsylvania tri-state conference. Join us and you will learn about the
many economic development lessons of this 4,500 square mile area.
We have a great deal for you to do, enjoy and learn at the conference.
When you’re not choosing between more than 25 concurrent sessions
(many focusing on global themes), you will be listening to high-
profile keynoters, learning about new ED techniques and services,
and making and renewing North American and international industry
contacts.
Just decades ago, the tri-state Greater Philadelphia area was heavily
dependent on heavy manufacturing. Today, the area thrives on a
diverse balance of information, communications, energy, life sciences,
higher education and advanced manufacturing industries. As a
conference attendee you will select among 9 tours, each of which is a
model of innovation and economic resilience.
The program, people and place of IEDC’s 2013 Annual Conference will
make it our best event ever. Join your peers, industry experts and new
friends this October in Greater Philadelphia. You’ll get a year’s worth
of value in just 4 days!

Creating Tomorrow’s Economy Today
Welcome to the IEDC 2013 Annual Conference
Dear Colleague:
On behalf of the Board of Directors, I invite you to join the International Economic Development
Council in Philadelphia, PA, for the world’s largest annual gathering of economic developers. At
IEDC, we believe this is the single most important conference you could attend during
this period of economic recovery. This year’s conference will offer highly relevant
sessions and top speakers to help you tackle the tough issues facing economic
developers.
The IEDC staff has constructed a thought-provoking program and an outstanding
lineup of expert speakers. Themed Creating Tomorrow’s Economy Today, the
conference will address challenges facing economic developers, and trends in our
dynamic economy. With the right tools, economic developers everywhere can create
a vision for the future, stimulate consensus, and prepare their communities for 21st
century success.
This conference will highlight IEDC’s work in identifying new concepts and methods for staying
ahead of an economy on the mend.
As the world’s 5th largest economy, the 200-mile area centered on Philadelphia accounts for 18%
of the U.S. population, and is home to more than 120 of the Fortune 500. Experience the area’s
transformation from a manufacturing based economy into a initiative high technology region that
boasts an array of key strengths. Through a program of top speakers, cutting-edge topics, and
educational tours, conference attendees will not only see the region’s energy, but leave with fresh
strategies and tools to take their organizations to the next level.
The Annual Conference is the IEDC’s fourth conference of 2013 and it certainly is the highlight of
the year. The Philadelphia Host Committee is working hard to showcase the many attractions and
lessons learned from the region. Please join us this October for the IEDC 2013 Annual Conference.
Finally, thank you to our sponsors for their generosity and contributions that assist in making this
and other IEDC conferences a success.
Sincerely,
Paul Krutko, FM

FEATURED SPEAKERS
Greetings!
It is a great pleasure for me to welcome you to the
International Economic Development Council’s 2013 Annual
Conference. Through a program of top speakers, cutting-edge
topics, and educational tours, conference
attendees will not only see the region’s
innovative energy, but leave with
fresh strategies and tools to take their
organizations to the next level.
IEDC is a non-profit membership
organization dedicated to helping
economic developers do their job more
effectively and raising the profile of
the profession. When the organization
succeeds, their members create more high-quality jobs, develop
more vibrant communities, and generally improve the quality of life
in their regions.
Philadelphia is proud to have been chosen as the host city
for this conference that will address obstacles facing economic
developers, as well as existing trends in our dynamic economy. With
the right tools, economic developers everywhere can create a vision
for the future, stimulate consensus, and prepare their communities
for 21st
century success.
On behalf of the City of Philadelphia I extend best wishes for a
productive and successful conference. May you return home with
fond memories of the City of Philadelphia and its citizens.
Sincerely,
Michael A. Nutter
Mayor
Dear IEDC Members:
On behalf of the Commonwealth of Pennsylvania, I invite you to
attend the 2013 International Economic Development Council’s Annual
Conference in Philadelphia, Pennsylvania on October 6–9, 2013. I look
forward to welcoming you and other economic
development professionals from all over the
world to Pennsylvania so that you can see for
yourself all the development opportunities that
exist in our beautiful state.
I have made it a top priority to create an
environment in which companies can grow by
enacting historic business tax and regulatory
reforms. A business-friendly environment
along with Pennsylvania’s world-class higher
education institutions, skilled workforce, low-
cost energy, and proximity to 40 percent of our nation’s population make
the possibilities for success limitless. Pennsylvania’s keystone location
provides companies one-day trucking access to all major markets on the
eastern seaboard. Our three major ports provide shipping access to the
Atlantic Ocean, Great Lakes and the Gulf of Mexico.
Pennsylvania is a leader in cross-border projects with the largest
network of overseas offices of any U.S. state, and we are committed
to breaking down barriers for businesses looking to expand. We stand
ready to help you become the next Pennsylvania success.
Many of our partners in the Philadelphia region and throughout
the state have been preparing for your arrival for quite some time.
Philadelphia is an economic success story that spotlights revitalization
and accentuates the theme of the conference: Transformation,
Innovation, Reinvention: Creating Tomorrow’s Economy Today.
Philadelphia, the City of Brotherly Love, is packed with diverse industries
and is home to Fortune 500 companies as well as international
companies with home offices in Asia, Europe and South America.
Philadelphia is also a remarkable city with many historic destinations.
Be sure to make time to experience our nation’s history with a visit to the
National Constitution Center or spend some time at the Liberty Bell and
Independence Hall.
I hope to see you in Philadelphia where you can hear more about why
we are so proud to live and do business in the Keystone State.
Sincerely,
Tom Corbett

CONFERENCE TRACKS
IEDC 2013 Annual Conference | Conference Tracks
Track 1: Re-imagining Infrastructure and Development
Infrastructure is one of the primary building blocks of our
economy. As older regions transform from traditional
manufacturing to service and knowledge-based economies,
new uses must be found for old smokestacks, railways,
developments, military bases and, now, oil refineries.
Conversely, newer communities may be planning and
developing infrastructure, fiber, alternative energy sources,
and smart grids. Whether, urban, suburban, or rural, all
regions share many of these opportunities and challenges.
In this track, examples of successful transformations
will be explored and experts will discuss the planning,
implementation strategies, leadership and investments
necessary to achieve success. They will also look at new
challenges arising from advances in technology that
challenge our traditional thinking around geographic location
and the sustainable infrastructure and development needs in
the future.
Track 2: Promoting Innovation
All types of communities succeed when they apply new
ideas to their existing assets. Creativity, cost-efficiency,
multi-purpose solutions, leadership, and collaboration are
keys to success for communities large and small. Out-of-
the-box thinking drives the development of new firms,
technology, and opportunities. Using stellar examples, this
track will scour the globe for lessons learned and strategies
to drive innovation.
Track 3: Transforming Economies
The landscape of the economic development industry is
undergoing a significant transformation. The strategies of the
last decade are no longer viable. Communities are thinking
regionally and globally instead of locally. Technology is
driving the development of new industries and marketing
strategies. Economic development organizations are forming
new partnerships and creating new structures. With the risk of
today’s misses being too costly, economic developers must
learn from the past and plan better for the future. Through
lively and candid conversations about today’s winners and
losers, sessions in this track will help communities create the
blueprint for tomorrow’s economy.
Track 4: Attracting, Retaining, and
Developing Human Capital
A community’s ability to prosper in the knowledge economy
is determined by its ability to attract, retain and develop
high-skilled and knowledgeable workers. New skill sets are
needed by workers to meet the demands of employers.
The competition for skilled workers is stronger than ever
and international. In the post recession economy, talented
workers have many options on where to work and live.
Savvy economic developers have made smart alliances
with educational institutions as wells as with companies,
foundations and governments. While there are no silver
bullets, the sessions in this track will explore how to attract,
retain and develop highly skilled workers for today and for the
future workforce. Additional sessions will focus on the cutting-
edge skills economic developers need to be successful
leaders in their communities.
