INDEPENDENT THIRD PARTY
                 EVALUATION OF
               IWT & TECHNOLOGY
•   The County of Los Angeles commissioned an independently prepared
    comprehensive report to evaluate commercially available non-incineration
    waste processing technologies beginning in 2004

•   URS, our nation’s largest engineering firm prepared the report and
    concluded the following:
     – Based on supplier credibility, existing operational experience,
        completeness of engineering, landfill diversion, permitability and
        economics, IWT and the Thermoselect technology were ranked #1

•   IWT is working with the County to identify a site and waste supply for a
    waste to electricity project of the same size proposed for the Taunton
    project

INDEPENDENT THIRD PARTY
              EVALUATION OF
            IWT & TECHNOLOGY
• The New York City Economic Development
  Corporation and the Department of Sanitation evaluated
  non incineration waste conversion technologies
  beginning in 2003
• The City’s consultants concluded the following:
   – Based on technology readiness, reliability, facility design,
     environmental performance, beneficial use of waste,
     marketability of recycled products and experience and resources
     of the project sponsor, IWT and the Thermoselect technology
     were judged superior
   – The entire evaluation can be found at IWT’s website:

PROJECT DESCRIPTION
• Located on 40 acres at the Myles Standish Industrial
  Park
   – Off John Hancock Road, near Beaver School and old incinerator
   – There will be no waste delivery traffic through the City
• Will process an average of 1,500 tons of waste per day
• Front end recycle about 10%
• Process the balance in five Thermoselect waste
  processing modules
• Produces five recycled products for sale
• Produces synthesis gas comprised of H2 and CO
• Syngas is used to manufacture methanol
• The methanol is used to manufacture gasoline
• Gasoline shipped daily by rail from site
• Permitting 14 -18 months; 2 year construction period

ENVIRONMENTAL BENEFITS
• 100% of the waste is diverted from landfills
• Waste is 100% recycled
• No ash is produced; no ash landfill is required
• No air emissions are produced from the Thermoselect
  system
• Minimal air emissions from gasoline manufacturing
  equipment
• No process water discharges
• Will reduce greenhouse gas emissions compared to
  landfilling the same quantity of waste
    – USEPA has determined that GHG are harmful to our health

    – Has processed millions of tons of waste beginning in 1992
    – Has reliably & predictably produced syngas comprised of hydrogen and
      carbon monoxide for 20 years
    – Operating in 7 facilities in Japan with no operational or environmental
      issues
    – Judged proven by every major consultant to the US solid waste industry
• Methanol Manufacturing Technology
    – Has reliably manufactured billions of gallons of methanol from syngas
        • 100+ facilities using syngas produced from reforming natural gas
        • 100+ facilities using syngas produced from gasifying coal
• ExxonMobil Methanol to Gasoline Technology (MTG)
    – Reliably operating since 1985 (27 years)
    – Has produced billions of gallons of gasoline from methanol
    – Will guarantee the quantity and quality of gasoline produced

ANALYSIS OF THE
  TAUNTON PROJECT’S TECHNOLOGIES
• Gasification of carbon based materials such as coal or MSW or
  reforming natural gas all produce synthesis gas comprised of
  hydrogen and carbon monoxide
• The synthesis gas is used to manufacture methanol
• The source of the syngas is immaterial to and does not affect the
  operation of the methanol production equipment
• 50% of the syngas for the Taunton project will be produced by
  reforming natural gas
• The other 50% of the syngas will be produced by the Thermoselect
  system which has demonstrated its ability to do so for more than 20
  years
• The two syngas sources will be co-mingled and used to manufacture
  methanol and then gasoline
• This technical approach to manufacturing gasoline has been
  commercially demonstrated for decades

PROJECTS INCORPORATING
        SIMILAR TECHNOLOGIES
• The US DOE is sponsoring conversion technologies that process
  waste and manufacture alternative fuels
• Projects under development in US and Canada
• A project similar in size to the Taunton project is being developed in
  Alexandria, Louisiana
    – Project Developer is Sundrop Fuels Inc.
    – Will gasify wastes and steam reform natural gas and manufacture about
      50 million gallons of gasoline (the same size as the Taunton project)
    – Has support of Gov. Jindal who has said “The State of Louisiana is
      proud to take this leadership role by providing great careers for our
      people by supplying innovative solutions for the energy bottleneck in
      our nation.”
    – Sundrop Project will employ approximately the same number of people
      as the Taunton project and cost about the same to build
    – Is about one year ahead of the Taunton project in development
• The Sundrop and Taunton projects will reduce our nation’s
  dependence on foreign oil imports – many projects are following

TAUNTON/IWT BUSINESS MODEL

• IWT, its partners and project team will:
   – Privately finance and permit, design, construct and operate a
     solid waste management facility
   – Operate Taunton’s Drop Off Station
• No City money will be used to finance the project
• City has no risk associated with financing, building or
  operating the facility
• If the waste to gasoline project is delayed, IWT is
  required to build and operate a waste transfer station to
  ensure the City’s waste is managed
• The City responsibilities are to provide a site, its waste
  and support the project

PROJECT BENEFITS TO CITY
• Receive waste disposal services for a minimum of 30 years at no
  cost (current value is about $1.5 million per year)
• Receive Host Community Fees of about $1.7 million per year for a
  minimum of 30 years
• The value of the above two items, taking escalation into account
  over a 30 year period is about $153 million or an average of $5.1
  million per year
• Receive 1% of IWT’s annual cash flow for at least 30 years
• At financial closing of the project, the City will receive:
    – $2.25 million to cover its project development cost
    – $1 million for an Environmental Fund
• Receive rent payments on the City owned site for 30 years
  beginning at financial closing
• Receive $20,000 per year for the Neighborhood Advisory
  Committee
• Receive $115,000 per year for operations monitoring of the facility

SUMMARY
• The Taunton project will provide much needed waste disposal
  capacity for southeastern Massachusetts due to the pending closure
  of 4 landfills whose total capacity is about 2,000 tons per day
• The environmental benefits of the project to southeastern
  Massachusetts are significant
• Will reduce foreign oil imports for at least 30 years
• The project will create about 1.2 million man hours of union
  construction work – Will create additional jobs in equipment
  manufacturing facilities in southeastern Massachusetts
• The project will create about 100 well paying jobs for the 30+ years
  the facility will be in operation
• The economic benefits to the City of Taunton are significant
• We urge the public to support the Taunton project and the City
  Council to approve our contract which will allow the Taunton
  project to proceed

INDEPENDENT THIRD PARTY EVALUATION OF IWT & TECHNOLOGY • The County of Los Angeles commissioned an independently prepared comprehensive report to evaluate commercially available non-incineration waste processing technologies beginning in 2004 • URS, our nation’s largest engineering firm prepared the report and concluded the following: – Based on supplier credibility, existing operational experience, completeness of engineering, landfill diversion, permitability and economics, IWT and the Thermoselect technology were ranked #1 • The entire report can be found at IWT’s website: iwtonline.com. INDEPENDENT THIRD PARTY EVALUATION OF IWT & TECHNOLOGY • The New York City Economic Development Corporation and the Department of Sanitation evaluated non incineration waste conversion technologies beginning in 2003 • The City’s consultants concluded the following: – Based on technology readiness, reliability, facility design, environmental performance, beneficial use of waste, marketability of recycled products and experience and resources of the project sponsor, IWT and the Thermoselect technology were judged superior – The entire evaluation can be found at IWT’s website: iwtonline.com. PROJECT DESCRIPTION • Located on 40 acres at the Myles Standish Industrial Park – Off John Hancock Road, near Beaver School and old incinerator – There will be no waste delivery traffic through the City • Will process an average of 1,500 tons of waste per day • Front end recycle about 10% • Process the balance in five Thermoselect waste processing modules • Produces five recycled products for sale • Produces synthesis gas comprised of H2 and CO • Syngas is used to manufacture methanol • The methanol is used to manufacture gasoline • Gasoline shipped daily by rail from site • Permitting 14 -18 months; 2 year construction period 7

ENVIRONMENTAL BENEFITS • 100% of the waste is diverted from landfills • Waste is 100% recycled • No ash is produced; no ash landfill is required • No air emissions are produced from the Thermoselect system • Minimal air emissions from gasoline manufacturing equipment • No process water discharges • Will reduce greenhouse gas emissions compared to landfilling the same quantity of waste – USEPA has determined that GHG are harmful to our health 8

ANALYSIS OF THE TAUNTON PROJECT’S TECHNOLOGIES • Gasification of carbon based materials such as coal or MSW or reforming natural gas all produce synthesis gas comprised of hydrogen and carbon monoxide • The synthesis gas is used to manufacture methanol • The source of the syngas is immaterial to and does not affect the operation of the methanol production equipment • 50% of the syngas for the Taunton project will be produced by reforming natural gas • The other 50% of the syngas will be produced by the Thermoselect system which has demonstrated its ability to do so for more than 20 years • The two syngas sources will be co-mingled and used to manufacture methanol and then gasoline • This technical approach to manufacturing gasoline has been commercially demonstrated for decades 14

PROJECTS INCORPORATING SIMILAR TECHNOLOGIES • The US DOE is sponsoring conversion technologies that process waste and manufacture alternative fuels • Projects under development in US and Canada • A project similar in size to the Taunton project is being developed in Alexandria, Louisiana – Project Developer is Sundrop Fuels Inc. – Will gasify wastes and steam reform natural gas and manufacture about 50 million gallons of gasoline (the same size as the Taunton project) – Has support of Gov. Jindal who has said “The State of Louisiana is proud to take this leadership role by providing great careers for our people by supplying innovative solutions for the energy bottleneck in our nation.” – Sundrop Project will employ approximately the same number of people as the Taunton project and cost about the same to build – Is about one year ahead of the Taunton project in development • The Sundrop and Taunton projects will reduce our nation’s dependence on foreign oil imports – many projects are following 15

TAUNTON/IWT BUSINESS MODEL • IWT, its partners and project team will: – Privately finance and permit, design, construct and operate a solid waste management facility – Operate Taunton’s Drop Off Station • No City money will be used to finance the project • City has no risk associated with financing, building or operating the facility • If the waste to gasoline project is delayed, IWT is required to build and operate a waste transfer station to ensure the City’s waste is managed • The City responsibilities are to provide a site, its waste and support the project 16

PROJECT BENEFITS TO CITY • Receive waste disposal services for a minimum of 30 years at no cost (current value is about $1.5 million per year) • Receive Host Community Fees of about $1.7 million per year for a minimum of 30 years • The value of the above two items, taking escalation into account over a 30 year period is about $153 million or an average of $5.1 million per year • Receive 1% of IWT’s annual cash flow for at least 30 years • At financial closing of the project, the City will receive: – $2.25 million to cover its project development cost – $1 million for an Environmental Fund • Receive rent payments on the City owned site for 30 years beginning at financial closing • Receive $20,000 per year for the Neighborhood Advisory Committee • Receive $115,000 per year for operations monitoring of the facility 17

SUMMARY • The Taunton project will provide much needed waste disposal capacity for southeastern Massachusetts due to the pending closure of 4 landfills whose total capacity is about 2,000 tons per day • The environmental benefits of the project to southeastern Massachusetts are significant • Will reduce foreign oil imports for at least 30 years • The project will create about 1.2 million man hours of union construction work – Will create additional jobs in equipment manufacturing facilities in southeastern Massachusetts • The project will create about 100 well paying jobs for the 30+ years the facility will be in operation • The economic benefits to the City of Taunton are significant • We urge the public to support the Taunton project and the City Council to approve our contract which will allow the Taunton project to proceed 18
