From 11 to 13 February, 2020 I was at the kick-off meetings for the Digital Transformation Centers (DTC) project at the ITU in Geneva, Switzerland. The primary function of DTCs are to deliver digital skills training to enhance digital literacy and foster uptake of digital tools among those at the bottom of the social pyramid and to improve livelihoods, and thus, bridge the third level of digital divide. Also, DTCs aim to improve the capacity of policymakers to design and implement digital skills programmes, and further conduct them to ensure scalability and self-sustainability in digital skills capacity development. This is my presentation on digital skills scaling.

We may have 3.4 billion users but creating meaningful points of engagement and maintaining relationships between users and content will be critical. The real challenge is 'relevancy' of content and how that is best achieved and realised by users through personal search agents, linked data and the injection of 'meaning' into content. There are many barriers to learning but technology should not be one of them and the 'original' vision of the WWW was as a collaborative enviornment where you could read and write. We need to re-focus effort on automation of processes which provide knowledge that can be discovered and searched. This will empower organisations and indivuduals; creating points of engagement through Applications which engage and retain users by enabling learning from distributed knowledge.

Кои податоци треба да ги третираме како приватни и да не ги споделуваме на интернет? На кого му се достапни нашите лични податоци кои ги користиме на интернет? Како да ги насочиме децата да ги користат придобивките на интернетот и да ги избегнат опасностите со кои може да се соочат? Елена е магистер по комуникации со долгогодишно искуство во областа на заштитата на приватноста. Во периодот од 2005 до 2014 година работела како советник за меѓународна соработка и односи со јавноста во Дирекцијата за заштита на личните податоци, а оттогаш наваму како аналитичар во областа со особен фокус на заштитата на приватноста на интернет и во медиумите. Се јавува како автор и ко-автор на повеќе стручни публикации за заштита на личните податоци во одделни области, анализи и истражувања кои се однесуваат на примената на регулативата за заштита на личните податоци. Покрај правото на приватност во нејзиното поле на интерес се и медиумската регулатива и информациско – комуникациските теории.
