TRANSITION MISSION
Mission Analysis Brief to
Mr. Welker

RECOMMENDED MISSION STATEMENT
The ASC mission statement is two-fold:
1)ASC transfers Mission Command of the Non-LOGCAP
Contractor (NLC) Deployment and Re-Deployment Platform
Mission at Camp Atterbury, IN (CAIN) to 1st
Army (FORSCOM)
beginning 1 May 2013 in order to comply with the provisions of
ALARACT 223-2012, continuing to process all NLC personnel
through CAIN in direct support status (to 1st
Army) until mission
closure o/a 01 October 2013.
2) ASC shapes DOL operations at Ft. Benning and CAIN as
the CRC missions decrease and close, while simultaneously
expanding DOL operations at Ft. Bliss to support the new
consolidated CRC operations on the installation.

Army assumes Mission Command of CRC mission on 1 May 2013
 All three CRC sites are consolidated at FBTX, NLT 01 October 2013
 CRC move will increase the workload at FBTX DOL
 CRC DOL workload requirements @ CAIN and FBGA will decrease
 CRC USACE, UDC, & Non-LOGCAP individual deployment, as well as Sister
Service Member’s deployment operations, are being consolidated at FBTX
 Effective 1 May 13 FORSCOM is the Executive Agent for CRC and Non-
LOGCAP Deployment Operations
 First Army is FORSCOM’s executing agent (Supported Command)
 First Army has ROC Drill at FBTX on 14 Aug 13
 FORSCOM G3 is submitting the AR 5-10 station packet w/an EDATE 1 Oct 14
 Submit TDA with stationing Edate1 Oct 14
 FORSCOM G1 assist with potential transfer of 4 DAC and 23 MIL from FBGA to
FBTX
 FORSCOM G8 coordinate with AMC, TRADOC and USACE current funding
levels and Schedule 8s
 Resource requirements must be coordinated between supported and supporting
commands for FY16-19 POM (TT & II PEG)
 CRC consolidation will increase requirements and workload at FBTX DOL
 Secondary Destination Transportation (SDT) funds have been cut by HQDA G4

 SMC current plan is to augment FBTX CRC with BMM during surge
 Under current policy BMM S3U can only be used in FY13
 ASC funds but does not man IRDO at CAIN
 Two equipment lines on TDA: P98152 (100 ea), R95035 (200 ea)
 Transfer of GSA vehicles cannot occur without GSA coordination and approval
 Certain DOL positions at CAIN were performed by ARNG Soldiers (COADOS)
 FBTX does not have adequate number of facilities at McGregor Range
 CRC Transition is an unfunded FY13-14 requirement
 Additional CRC DOL support requirements are unfunded in FY13-15

 Any additional DAC requirements will be approved
 First Army will obtain approval to mobilize a GSU-like (RFF Battalion) organization
to support initial transfer

 Minimal impact to DOL Personal Property mission: deploying Soldiers continue
to be counseled at Home Station for entitlements
 No office furniture will be shipped
 FBTX DOL can provide the proper level maintenance required on weapons and
masks
 FBTX DOL does not have sufficient number of personnel to support the mission
 FBTX DOL will need additional funding to execute mission
 Funding bill for increase in personnel requirements
 Contract termination costs

Definitions
OPCON: is transferable command authority that may be exercised by commanders at any echelon at or below the level of combatant command. Operational
control is inherent in combatant command (command authority). Operational control includes authoritive direction over all aspects of military operations and joint
training necessary to accomplish missions assigned to the command.
ADCON: When commanders establish command relationships they determine if this includes ADCON. ADCON includes personnel management, control of

SPECIFIED TASKS
Specified Tasks:
1.Plan, coordinate and modify contracts as required to transfer NLC deployment
operations mission lead and permanent resources at CAIN to FORSCOM and First
Army NLT 1 May 2013.
2. Continue Non-LOGCAP Contractor de/redeployment operations at CAIN through 1
October 2013.
3. Participate in FORSCOM and First Army led OPT meetings and ROC Drill on 14
August 2013.
4. Prepare for and execute DOL support to the enduring Fort Bliss, TX CRC for
Soldiers, DACs and NLCs de/redeployments to theaters of operations NLT 1 October
2013.
5. Report the progress of aforementioned tasks during the Commander’s Update Brief
and Operations and Intelligence updates.

 Develop plan regarding elimination of OCO funded log functions at CAIN as NLK mission relocates and unit mob/demob ends

Weapons storage, etc, including any contracts that need to be de-scoped or terminated.

Weapons storage, etc, including any contracts that need to be modified or put in place.
 Determine impact on EAGLE at Fort Benning, GA and Fort Bliss, GA.
 Update Fort Benning's, Fort Bliss' and CAIN's input for resource summit.
 Participate in HQDA or FORSCOM/1A planning teams, ROC Drills, and back briefs to HQDA G-3/5/7, etc
 Review AR 5-10 stationing package relocating CRC element from FBGA to FBTX
 Review facilities requirements to ensure adequate ASP, weapon security, CIF, PDTE, & DFAC

THREE PHASED OPERATION:
 PHASE I (Present to 1 May 2013): Conduct mission planning and transfer
Mission Command for NLC Deployment Platform operations at CAIN to
FORSCOM (1st
Army) NLT 1 May 2013. Phase I begins upon release of this
ASC OPORD and ends NLT 1 May 2013.
 PHASE II (01 May 2013 to 30 SEPT 2013): ASC continues NLC
de/redeployment platform operations at CAIN. Continue mission support
planning for the consolidated CRC at Fort Bliss, TX. Continue planning to
cease the de/redeployment of NLCs through CAIN. Phase II begins NLT 1 May
2013 and ends 30 SEPT 2013.
 PHASE III (01 OCT 2013 to MC) AMC mission support to the FORSCOM led
CRC at Fort Bliss, TX and the de/redeployment of AMC personnel (Soldiers,
DACs and NLCs) through the Fort Bliss, TX CRC. This phase begins NLT 1
October 2013 and continues indefinitely as directed by HQDA.
• AMC continues mission support to the Fort Bliss, TX CRC through the
local DOL.
