RECOMMENDED MISSION STATEMENT
The ASC mission statement is two-fold:
1)ASC transfers Mission Command of the Non-LOGCAP
Contractor (NLC) Deployment and Re-Deployment Platform
Mission at Camp Atterbury, IN (CAIN) to 1st
Army (FORSCOM)
beginning 1 May 2013 in order to comply with the provisions of
ALARACT 223-2012, continuing to process all NLC personnel
through CAIN in direct support status (to 1st
Army) until mission
closure o/a 01 October 2013.
2) ASC shapes DOL operations at Ft. Benning and CAIN as
the CRC missions decrease and close, while simultaneously
expanding DOL operations at Ft. Bliss to support the new
consolidated CRC operations on the installation.

FORSCOM G1 assist with potential transfer of 4 DAC and 23 MIL from FBGA to
FBTX
FORSCOM G8 coordinate with AMC, TRADOC and USACE current funding
levels and Schedule 8s
Resource requirements must be coordinated between supported and supporting
commands for FY16-19 POM (TT & II PEG)
CRC consolidation will increase requirements and workload at FBTX DOL
Secondary Destination Transportation (SDT) funds have been cut by HQDA G4

CRC Transition is an unfunded FY13-14 requirement

to be counseled at Home Station for entitlements
No office furniture will be shipped
FBTX DOL can provide the proper level maintenance required on weapons and

PHASE II (01 May 2013 to 30 SEPT 2013): ASC continues NLC
de/redeployment platform operations at CAIN. Continue mission support
planning for the consolidated CRC at Fort Bliss, TX. Continue planning to
cease the de/redeployment of NLCs through CAIN. Phase II begins NLT 1 May
2013 and ends 30 SEPT 2013.
PHASE III (01 OCT 2013 to MC) AMC mission support to the FORSCOM led
CRC at Fort Bliss, TX and the de/redeployment of AMC personnel (Soldiers,
DACs and NLCs) through the Fort Bliss, TX CRC. This phase begins NLT 1
October 2013 and continues indefinitely as directed by HQDA.
• AMC continues mission support to the Fort Bliss, TX CRC through the
local DOL.
