National Interoperability Scheme
• Set of criteria and recommendations on security, preservation, and
standardization of information, formats and applications.
• To be taken into account by public administrations (P.A.) so that their
technological decisions guarantee interoperability.
• To be considered:
• recommendations from EU,
• current technological situation of Public Administrations,
• existing e-services,
• use open standards and, as appropriate and in complement, standards which are of
general use among the public.
• To be developed with the participation of all public administrations.
• To be adopted by Royal Decree.
• To be kept updated.
• Law 11/2007 Action Plan -> Development of National Interoperability Scheme.

• How to assign attributes to each entry (mandatory,
recommended, etc.)
• How to manage the lifecycle of standards in the catalogue.

Common infrastructures and services
• The role of common infrastructures and services in
interoperability.
• A catalogue of common infrastructures and services for
interoperability.
• To be considered:
• Which infrastructures and services should be in the catalogue.
Lifecycle.
• How to assign attributes (mandatory, recommended, etc.).
• Which information of each entry is needed by potential users in
terms of organizational, semantic and technical interoperability.

Reutilization
• L 11/2007, art. 46.2: The General State Administration, through
a technology transfer centre, shall keep a general directory of
applications for reutilisation, and shall provide technical
assistance for the free reutilisation of applications ...
• L 11/2007, art. 45: Applications owned by P.A.s may be declared
as open source.
• Role of reutilization in interoperability.
• To be considered:
• Licensing conditions of applications and information.
• Types and specific licenses to be used.
