Vanpool Formation in MD & VA - Formulation: Part 1 - by Holly Morello (Potomac and Rappahannock Transportation Commission) & Dotty Dalphon (TransIT Services of Frederick County)
The document discusses several regional incentive programs for vanpooling including Van Start, Van Save, and a Vanpool Incentive Program. Van Start provides start up assistance for new vanpools that meet requirements like registration and occupancy rates. Van Save provides assistance to vanpools in danger of ceasing operations that meet minimum time in operation and occupancy requirements. The Vanpool Incentive Program provides temporary subsidies for empty seats in new vanpools for up to 12 months, with higher amounts for earlier months and larger vans, to encourage vanpool formation. Eligible vanpools must prove expenses and recruitment efforts. Several regional agencies are listed that can help facilitate and promote ridesharing and vanpools.

Based on conversations that I have had with my counterparts in other regions, I have discovered that we do many of the same things, but we also do things differently. For instance, in Maryland, there seems to be a bigger focus on Employer Sponsored vanpool programs than there is in Virginia. I talk with van owners throughout the start up process, but most often after they have purchased a van, bought insurance and have some riders I get them set up in the Commuter Connections Database, provide them with Matchlists of potential riders, and help with Van Start Funding if needed. Prior to that, they have talked with co-workers and neighbors and have a group of riders interested in forming a vanpool. Vans can be leased from VPSI, Enterprise, Local Providers, or outright purchased. Insurance is going to be covered in detail in a later session, by the resident vanpool insurance expert, so I won’t do more than highlight Advantage and Lancer as two of the more well known vanpool insurance providers. Regional incentive programs such as Van Start, Van Save and VIP are what Dottie and I will be telling you more about, and registering with your local ridesharing agency, assists with promoting your vanpool, and helps to keep vans full of riders.
Vanpool Program - Facilitates the formation of new vanpools and maintains the existing fleet (392 vanpools for GWRC and 130 for PRTC) Van Start – Start up financial assistance for qualifying new vanpools in the region funded through CMAQ. GWRC has had 3 vans and PRTC has had one van use this start up funding so far this fiscal year. 2 vans to Quantico, 1 to NOVA and one to Arlington. Van Save – Provides financial assistance for vanpools in danger of ceasing operation. 17 vans have been saved this year by GWRC and 2 vans have been saved by PRTC.
To go into more detail on the Van Start Program Maximum Seat Assistance Per Month 15 – Month One (4), Month Two (3), Month Three (2), Month Four (1) - Month One (3), Month Two (2), Month Three (1) Month Four (0) 9 – Month One (2), Month Two (2), Month Three (1), Month Four (0) 7 – Month One (2), Month Two (1), Month Three (1), Month Four (0)
Similar to the Van Start program, but in this instance, we are providing monetary assistance to vans that have been in operation for at least six months and are experiencing a sudden loss of ridership that could result in the van not being able to remain operational.
Transit can help with the high cost of getting to work!
