ABOUT  THE  INDUSTRY Permanent Alternative Construction is any building that is manufactured off-site, while the site work is being prepared concurrently.  While there are many ways to achieve off-site construction modular or panelized have become the overwhelming preference of clients.  Off-Site manufacturing is sustainable and inherent to the “green” and LEED standards.  By including design features such as rain harvesting, solar power, 100% recycle content components, heat recovery ventilator, ultra efficient building envelope, and many other features, the structure is the perfect DOE model of efficiency and reduces your carbon footprint. Frequently Off-Site and traditional construction methods are melded together on site to provide a hybrid method of construction that saves both time and money when compared to traditional construction methods.  It is best to consider choosing a design/build team when considering permanent alternative construction. ABOUT THE DESIGN Permanent Alternative Construction can be constructed with virtually any architectural design requested by the end user.   The buildings have been designed as 1950’s diners, modern clean lines, brick schoolhouse, southwest santa fe, southern column and beam.  The design elements are only limited by your imagination.
ABOUT THE PROCESS Permanent Alternative Construction is primarily constructed in four stages Design: Generating an approved set of plans for the end user and the local regulating authority. Generally this will consist of structural, mechanical, electrical, and plumbing schematics When utilizing a design/build team the site plans are drawn concurrently including civil, environmental, electrical, underground, and zoning Manufacturing: Constructing the building in the plant per the approved stamped set of plans.  Ordering long lead components and having them ship to a central and safe location.  Concurrently the site work will begin.  Preparing the site to accept the sections or panels in an efficient expedient manner Transportation/installation of the modules or panels: Once completed to the greatest extent possible in the plant the sections or panels are shipped to the site and installed onto the awaiting foundation or slab.  They are assembled per the approved plans, and inspected by the local jurisdiction Final finishes:  Final finishes are assembled and final connections of the utilities are done.  Final finishes can include special solar panels, floor covering, awning attachments, specialized mechanical units, or any items the design team felt better to install on site The Permanent Alternative Construction process is so expedient, once a schedule has been determined there are very few variables that will impact it. ABOUT  THE PROCESS Design: The owner, design team, and local jurisdiction will have a pre-submittal meeting to discuss the site requirements, the building design review requirements, and the desired construction goals.  By involving the design/build team from the inception of the project, the review communication process is expedited.  The project management team works closely with the design team and the owners to offer submittals for color, quality, and approval of standards.  Manufacturing & Site Preparation: Once the plans are approved the building sections and panels are being fabricated off-site.  At the same time the site is being prepared to accept the prefabricated sections. ABOUT  THE PROCESS Final Finishes: The building panels or sections will come from the factory completed as much as possible based on the design criteria.   Final finishes are assembled on site in a hybrid construction manner to ensure code compliance, local jurisdictional approvals, and owner acceptance. These finishes are the little intricacies that make the building stand out. Furnishing & Occupancy The building is completed inside and outside and ready for final substantial completion walk through.   The accelerated construction schedule of using panelized and off-site manufacturing saves the owners appreciable time on the overall schedule without any sacrifice in quality, lifecycle, sustainability, or architectural design. ABOUT SUSTAINABILITY Permanent Alternative Construction is inherent to sustainable construction methods.  By manufacturing lean, ordering sustainable and energy star building components, and minimizing waste well below traditional site construction methods.  According to McGraw-Hill smart market report 77% of architects surveyed reported a significant reduction in waste.  44% of the projects experienced a reduction of 5% or greater.  A  recycle program has been implemented by Modular Concepts, LLC  which takes older buildings that have exceeded their temporary life cycle, and retrofits them back into useable condition for a new location.  An average older modular building weighs 20,000 lbs or 10 tons per section.  An average section is 750 square feet.   By bringing these sections into our recycle program, we have literally diverted hundreds of tons of waste from ending up in the local landfill each year. ABOUT  THE MARKETS Education: Daycare centers designed to meet the strict licensing of the local jurisdiction, the State, and the health department.  Each center is unique, but also has many common safety and floor plan features.  Our design team has provided many daycare and head start centers since 1996.   We will help you design a center that will be an asset to the community, and a comfort zone for the parents. K-12 Education has been as much a 42% of our construction in some years.  We have designed small campus additions and entire turnkey design/build campuses.  The schools have been public, private, and charter.  The design team can blend in with the community, or with the existing campus to ensure quicker occupancy.  An average school project addition has been completed in 90 days to 180 days.  When a project needs to be completed over a school break, factory built construction is the only way to meet the accelerated schedules required.  Students and teachers can also function with less site disruption if the addition occurs during the school year. Higher Education requires a more diverse educational design.  Quite often our college classrooms accommodate up to 400 students in a lecture hall.  Higher ceilings and more open rooms are usually incorporated into the design.  There are also many diverse technologies incorporated into a university level classroom.  The buildings are indiscernible from adjacent site built structures.  Dormitories are common on universities, boarding schools, and  private schools.  We will be glad to meet with you and share prior designs and incorporate multi-story or single story living facilities. Ancillary structures are supportive structures that are for common use.  When we put a design/build campus together the design will also incorporate administrative offices, dining halls/cafeteria, gymnasium,  locker rooms, community rooms, library, computer labs, music labs, practice rooms, performing arts centers, and so forth. ABOUT  THE MARKETS Federal Projects: Federal projects have a wide spectrum of use.  Some facilities are for the military and have a standard range of base specific military design criteria, and others are based on best solution.  We have been awarded many projects based on providing that “out-of-the-box” space solution for our federal contracting officers.   MATOC, JOC, IDIQ, SABER , GSA, and Sole Source are common methods of choosing our team for the next design/build permanent alternative construction project. ABOUT  THE MARKETS Medical: Medical projects have a diverse range of uses.  Our team has built clinics, hospital additions, behavioral health clinical and outpatient care, vocational therapy, urgent care, physical therapy, and each building is designed to meet the codes and requirements of the regulating health department.  ICRA plans are implemented as an overall part of the construction package.  Building a new hospital or clinic is a huge undertaking. These large, multifaceted buildings often encompass patient care facilities, surgeries and office spaces. The specifications a hospital needs to meet depend on departments they have, which can include emergency rooms, therapy, facilities, in-patient and out-patient units and more. Most hospitals need to provide parking for patients and their families -- parking facilities are often close to the same square footage as the hospital itself. All of these factors affect the design of the hospital and need to be considered when planning. ABOUT  THE MARKETS Retail: The retail industry is varied and will always offer fun and creative design elements.  When designing a new retail project there are many variable that have to be visited in order to help the retail organization be a success.  Blending in with the existing community, accurate square footage for the use and occupancy, fun and diverse design elements for racks or shelving, adequate parking, and identifying possible growth potential.   Frequently our design/build team will incorporate phased construction so that the owners can see a master plan for future growth and space goals. Retail customers include car lots, grocery retail, trading posts, sales offices, development offices, supply houses, general retail sales, and even unique boutique or resale stores. ABOUT  THE MARKETS Industrial:  The industrial industry utilizes concrete floors, high ceilings, and frequently additional security features.  This industry includes emergency preparedness, farming and agricultural, warehouse and mini-storage, correctional industry, manufacturing, aero space, military supplies, etc. By constructing the industrial buildings off-site the cost savings are realized in an accelerated occupancy time frame. Food Service: Food services clients include everything from school cafeterias to full service custom restaurant and diners.  Food service requires highly specialized experience in design adequate mechanical, electrical, and kitchen equipment design. ABOUT  THE MARKETS Residential: Finding affordable housing in rural or remote areas has always been a challenge for employers.  There are higher rates of absenteeism when employees have to travel great distances to reach the work site.  Our solution has been to provide quality custom housing in a “mancamp” atmosphere (like barracks), single family homes, and multi-family housing.  Each project is custom based on site, size, and budget. Multi-Family Housing: Multi-Family housing is diverse, and requires customization on every level. ABOUT  THE MARKETS Religious: Churches and  religious organizations are approximately 35% of the permanent  Alternative Construction marketplace.  It is critical to have a meeting place, and down time could mean losing families to another church location. Religious organizations enjoy the design flexibility offered by our design-build team.  They are able to embellish the architectural style, get high ceilings, and have minimal site disruption during the construction or addition of the new facility. Non-Profit: Non-Profit organizations are frequently working with grant funding and are held highly accountable for the spending of construction funds.   Our design-build team has an open book design-build program where all of the cost-estimating and relevant project data are shared openly with the board and the construction team to ensure the funds are spent on the best overall project value. Case Study: National Park Service, Grand Canyon National Park Owner:  Department of Interior, National Park Service (Grand Canyon National Park) – Employee Housing Building: 9255 Square ft, under roof including porches and awnings Days to complete: 180 Cost: $1,242,694.00 Architectural Elements: This project had been under design since the late 1960’s.  NPS finally got funds approved to construct the duplexes.  The project was bid as a design/build solution.  Our approach was to include the high pitch roofs, the sustainable floor covering, energy star appliances, energy star mechanical systems, and also to blend in with the beauty of the surrounding Grand Canyon National Park.  We included attractive covered porches to keep the clients out of the bad weather conditions when entering & exiting the duplexes.  There is also an attractive homey feeling incorporated into the duplexes with the addition of fireplaces. The restrooms were designed with ADA grab bars and accessibility.  The Havasupai tribal members occupy these duplexes.  They have been awaiting the (3) duplexes for may years and were so pleased that NPS chose an expedited method of construction.  Sustainable Elements: The project was designed with state of the are energy efficiencies as a part of our solutions package.  The mechanical is high SEER energy star quality.  The floor covering is renewable bamboo floor covering.  All of the appliances are energy star rated.  The windows are energy star.  The porches are made of recycle content product.  The insulation values are as high as possible with wood frame construction.  The framing is 2 x 6 for better efficiency.  By framing the roof sections separately and craning them on site we created a net zero building envelope.   Comparable Elements: Our Modular Solution was compared with competitive traditional site construction solutions.  The best time line for traditional construction was 18 months, and the closest pricing was $500,000 higher.  We were able to accomplish the high pitch roof, accommodate for the unlevel site conditions, the hard dig soil conditions, work through the harsh winter conditions, and get the project completed on time, and within budget. This project was such a success that we were awarded a Vice Presidential commendation from Vice President Joe Biden for quality of workmanship, timely delivery, energy efficiency, and solutions based performance.
Case Study: Department of Veterans Health, Behavioral Health Center Owner:  U S Department of Veteran Affairs, Los Angeles Wilshire Campus Building: 30,000 square ft , Clinical and office behavioral health facility Days to complete: 94 Cost: $4,356,000.00 Architectural Elements: This project was awarded on a sole-source basis for multi-story prefabricated construction.  Modular Solutions, Ltd utilized the pre-negotiated GSA pricing for the total design-build package. There was a priority in the design phase that almost every office had to have an exterior window.  Our design-build team developed interior courtyards to make this happen.   The structural framing was steel, with modular sections.  The exterior stucco pattern was reflective of other structures in the adjacent area.  The other aspect to the project was the site being very congested.  By manufacturing the building components off-site there was very little vehicular and employee traffic impacting this very congested  work area. Even the front canopy was constructed off-site.  Sustainable Elements: The project was designed to qualify for LEED silver points.  While the owner did not chase the certification, they wanted all of the elements to be included in the design.  Some items that were critical to points included the natural lighting, the passive solar, the energy star mechanical design, motion sensor room lighting, energy star light fixtures, highest achievable insulation values, additional foam insulation value under stucco, high recycle content of sub components such as insulation, gypsum, renewable bamboo flooring, low flow/waterless plumbing fixtures, reflective white foam roof for additional R-value, employee bike rack, regional materials, and night sky exterior lighting. Comparable Elements: This project was reviewed and compared utilizing the same criteria with traditional construction methods.  The construction time line with traditional construction was 18- 24 months, and the project value was over $6,000,000.  For this federal agency the permanent alternative construction method was the best value, the fastest method of construction, and the perfect space solution.

While there are many ways to achieve off-site construction modular or panelized have become the overwhelming preference of clients.   • 6. ABOUT THE PROCESS Permanent Alternative Construction is primarily constructed in four stages Design: Generating an approved set of plans for the end user and the local regulating authority. Generally this will consist of structural, mechanical, electrical, and plumbing schematics When utilizing a design/build team the site plans are drawn concurrently including civil, environmental, electrical, underground, and zoning Manufacturing: Constructing the building in the plant per the approved stamped set of plans. Ordering long lead components and having them ship to a central and safe location. Concurrently the site work will begin. Preparing the site to accept the sections or panels in an efficient expedient manner Transportation/installation of the modules or panels: Once completed to the greatest extent possible in the plant the sections or panels are shipped to the site and installed onto the awaiting foundation or slab. They are assembled per the approved plans, and inspected by the local jurisdiction Final finishes: Final finishes are assembled and final connections of the utilities are done. Final finishes can include special solar panels, floor covering, awning attachments, specialized mechanical units, or any items the design team felt better to install on site The Permanent Alternative Construction process is so expedient, once a schedule has been determined there are very few variables that will impact it. ABOUT THE PROCESS Design: The owner, design team, and local jurisdiction will have a pre-submittal meeting to discuss the site requirements, the building design review requirements, and the desired construction goals. By involving the design/build team from the inception of the project, the review communication process is expedited. The project management team works closely with the design team and the owners to offer submittals for color, quality, and approval of standards. Manufacturing & Site Preparation: Once the plans are approved the building sections and panels are being fabricated off-site. At the same time the site is being prepared to accept the prefabricated sections.   • 8. ABOUT THE PROCESS Final Finishes: The building panels or sections will come from the factory completed as much as possible based on the design criteria. Final finishes are assembled on site in a hybrid construction manner to ensure code compliance, local jurisdictional approvals, and owner acceptance. These finishes are the little intricacies that make the building stand out. Furnishing & Occupancy The building is completed inside and outside and ready for final substantial completion walk through.   • 9. ABOUT SUSTAINABILITY Permanent Alternative Construction is inherent to sustainable construction methods. By manufacturing lean, ordering sustainable and energy star building components, and minimizing waste well below traditional site construction methods. According to McGraw-Hill smart market report 77% of architects surveyed reported a significant reduction in waste. 44% of the projects experienced a reduction of 5% or greater. A recycle program has been implemented by Modular Concepts, LLC which takes older buildings that have exceeded their temporary life cycle, and retrofits them back into useable condition for a new location. An average older modular building weighs 20,000 lbs or 10 tons per section. An average section is 750 square feet. By bringing these sections into our recycle program, we have literally diverted hundreds of tons of waste from ending up in the local landfill each year.   • 12. ABOUT THE MARKETS Education: Daycare centers designed to meet the strict licensing of the local jurisdiction, the State, and the health department. Each center is unique, but also has many common safety and floor plan features. Our design team has provided many daycare and head start centers since 1996. We will help you design a center that will be an asset to the community, and a comfort zone for the parents. K-12 Education has been as much a 42% of our construction in some years. We have designed small campus additions and entire turnkey design/build campuses. The schools have been public, private, and charter. The design team can blend in with the community, or with the existing campus to ensure quicker occupancy. An average school project addition has been completed in 90 days to 180 days. When a project needs to be completed over a school break, factory built construction is the only way to meet the accelerated schedules required. Students and teachers can also function with less site disruption if the addition occurs during the school year. Higher Education requires a more diverse educational design. Quite often our college classrooms accommodate up to 400 students in a lecture hall. Higher ceilings and more open rooms are usually incorporated into the design. There are also many diverse technologies incorporated into a university level classroom. The buildings are indiscernible from adjacent site built structures. Dormitories are common on universities, boarding schools, and private schools. We will be glad to meet with you and share prior designs and incorporate multi-story or single story living facilities. Ancillary structures are supportive structures that are for common use. Case Study: National Park Service, Grand Canyon National Park Owner: Department of Interior, National Park Service (Grand Canyon National Park) – Employee Housing Building: 9255 Square ft, under roof including porches and awnings Days to complete: 180 Cost: $1,242,694.00 Architectural Elements: This project had been under design since the late 1960’s. NPS finally got funds approved to construct the duplexes. The project was bid as a design/build solution. Our approach was to include the high pitch roofs, the sustainable floor covering, energy star appliances, energy star mechanical systems, and also to blend in with the beauty of the surrounding Grand Canyon National Park. We included attractive covered porches to keep the clients out of the bad weather conditions when entering & exiting the duplexes. There is also an attractive homey feeling incorporated into the duplexes with the addition of fireplaces. The restrooms were designed with ADA grab bars and accessibility. The Havasupai tribal members occupy these duplexes. They have been awaiting the (3) duplexes for may years and were so pleased that NPS chose an expedited method of construction. Sustainable Elements: The project was designed with state of the are energy efficiencies as a part of our solutions package. The mechanical is high SEER energy star quality. The floor covering is renewable bamboo floor covering. All of the appliances are energy star rated. The windows are energy star. The porches are made of recycle content product. The insulation values are as high as possible with wood frame construction. The framing is 2 x 6 for better efficiency. By framing the roof sections separately and craning them on site we created a net zero building envelope. Comparable Elements: Our Modular Solution was compared with competitive traditional site construction solutions. The best time line for traditional construction was 18 months, and the closest pricing was $500,000 higher. We were able to accomplish the high pitch roof, accommodate for the unlevel site conditions, the hard dig soil conditions, work through the harsh winter conditions, and get the project completed on time, and within budget. This project was such a success that we were awarded a Vice Presidential commendation from Vice President Joe Biden for quality of workmanship, timely delivery, energy efficiency, and solutions based performance.

Case Study: Department of Veterans Health, Behavioral Health Center Owner: U S Department of Veteran Affairs, Los Angeles Wilshire Campus Building: 30,000 square ft , Clinical and office behavioral health facility Days to complete: 94 Cost: $4,356,000.00 Architectural Elements: This project was awarded on a sole-source basis for multi-story prefabricated construction. Modular Solutions, Ltd utilized the pre-negotiated GSA pricing for the total design-build package. There was a priority in the design phase that almost every office had to have an exterior window. Our design-build team developed interior courtyards to make this happen. The structural framing was steel, with modular sections. The exterior stucco pattern was reflective of other structures in the adjacent area. The other aspect to the project was the site being very congested. By manufacturing the building components off-site there was very little vehicular and employee traffic impacting this very congested work area. Even the front canopy was constructed off-site. Sustainable Elements: The project was designed to qualify for LEED silver points. While the owner did not chase the certification, they wanted all of the elements to be included in the design. Some items that were critical to points included the natural lighting, the passive solar, the energy star mechanical design, motion sensor room lighting, energy star light fixtures, highest achievable insulation values, additional foam insulation value under stucco, high recycle content of sub components such as insulation, gypsum, renewable bamboo flooring, low flow/waterless plumbing fixtures, reflective white foam roof for additional R-value, employee bike rack, regional materials, and night sky exterior lighting. Comparable Elements: This project was reviewed and compared utilizing the same criteria with traditional construction methods. The construction time line with traditional construction was 18- 24 months, and the project value was over $6,000,000. For this federal agency the permanent alternative construction method was the best value, the fastest method of construction, and the perfect space solution.
