Aandeel van zorg in leeftijdgerelateerde uitgavenstijging
is groot (en groeit)

60-70% van de toename tussen 2010 en 2060 in
leeftijdgerelateerde uitgaven is toe te schrijven aan
gezondheidszorg en langdurige zorg.
Kostenstijging vooral door non-demografische oorzaken:
nationaal inkomen, medische technologie, institutionele
vormgeving van zorgstelsels, en voor een beperkt deel dus
ook veroudering van de bevolking.
Daarom is het belangrijk om bij houdbaarheidsdiscussie de
gezondheidszorg te betrekken.
Hoeveel wordt uitgegeven aan zorg is een
politiek/maaschappelijke keuze, met fiscale houdbaarheid als
belangrijk ankerpunt.

12. De EU en gezondheidszorg
Beperkte rol:
Het staat duidelijk in het verdrag:
Health policy and the organisation, financing and
management of healthcare is a national responsibility of
member countries (Article 168 of the Treaty on the functioning
of the European Union).
Maar, de EU heeft een rol:
Bevordering van samenwerking en coordinatie tussen
lidstaten.
Grensoverschrijdende zorg, interne markt, onderwijs,
eHealth, onderzoek.
Versterkte controle van de uitgaven voor
gezondheidszorg is een van de elementen van het
vernieuwde begrotingstoezicht ter voorkoming van
toekomstige economische/fiscale crisis. 12

In 2012, 6 EU lidstaten ontvingen aanbevelingen:
Oostenrijk, België, Bulgarije, Cyprus, Duitsland en
Nederland.
In 2013, 15 EU lidstaten:
Oostenrijk, België, Bulgarije, Tsjechië, Finland, Frankrijk,
Duitsland, Luxemburg, Malta, Nederland, Polen, Roemenië,
Slovakije, Slovenië en Spanje.
