• “Waters of the U.S.”: NACo believes the term
“navigable” should remain in the definition of
“Waters of the U.S.” (WOTUS) in the Clean Water
Act. Local streets, gutters and human made
ditches should also be excluded from the
definition of WOTUS.

• Air Quality Standards: Oppose efforts to move
forward with tighter air quality standards if they
create unfunded mandates and preemptions on
counties.

Support common sense, cost effective, and
flexible approaches to CWA regulatory programs
(i.e. upcoming stormwater rule, Silvicultural
Rule).
