FTA Circular 9030.1 D provides guidance and instructions for the Urbanized Area Formula Program. FTA is updating the circular to reflect changes from SAFETEA-LU, apply a consistent format, and remove outdated information. Key changes include updates to eligible projects, new definitions, and coordination requirements for programs serving elderly and disabled. FTA is seeking public comments on the proposed circular by November 30, 2009.
