Please complete whichever of Sections 2-10 is/are relevant to the case study.<br />From an analytical perspective we are looking for the following generic questions to be answered in the case study:<br />What constitutes open educational practice in this case study?<br />What are the elements of innovation in educational practice?<br />How is OER being used to innovate educational practice?<br />How is open educational practice used to improve quality?<br />Sections 1-10<br />Mandatory - A brief summary of the institution to be used as a case study<br />About 500 words please on a description of the institution, its OER history and approach.<br />The scope of the AVO-project is to:<br />• Strengthen the production of open content with high quality <br />• Train and network the key experts <br />• Create new networks of peer learning for experts of different fields <br />• Develop school as a learning community of practice where teachers and pupils are learners <br />• Generate open and multidimensional learning environment <br />• Proceed media criticism <br />• Strengthen active citizenship and democracy<br />Operating through national network eOppimiskeskus, the Association of Finnish eLearning Centre, there are a dozen organizations  and tens of experts involved in the project. The main themes are mobile devices, blogs and wikis in learning and interaction, training and education on virtual worlds and online-conferences; piloting social media tools, open source solutions for schools and web-communities as the learning resources for teachers. Essential sub-project is the quality evaluation; how to define criteria for peer-production and open content.<br />The Association is a national meeting point which provides networking links for the Finnish e-learning projects and regional clusters and helps to create contacts between companies, organisations and individuals.<br />The main outcomes of AVO are new networks and forums to facilitate web2.0-learning culture, handbooks and toolkits for teachers, decision-makers and citizens about social media, patterns for social networking and open content production, road-shows and online-conferences, hands-on workshops and seminars to train users to apply digital tools to their everyday activities.<br />SOMETU is a network and forum for people who are interested in the potential that social media offers for learning. It is an exceptional tool that not only helps expand one’s knowledge but promotes business, eDemocracy, citizen activism and leisure activities in the digital age. Development of SOMETU is presently supported by the AVO-Project.<br />Quality – OER/OEP<br />How does the institution approach quality in OER? Is there any current indication of a quality concept or process? Does the institution perceive quality from the perspective of the quality of open educational resources or the quality of open educational practice? How does the institution show quality through OEP versus quality of OEP? What methods, concepts and practices are used to enhance the quality of OEP?<br />Quality of peer-production is one of the projects for the AVO network.  The basic idea is develop novel criteria for social networking and peer-production based on eLearning quality label criteria following the principles of continuous improvement:<br />,[object Object]

What current innovative practices are there in the institution? Please do not regard innovation from just a technology perspective!<br />AVO, Sometu and the eOppimiskeskus collect the actors and activists of open educational practices in Finland into nation wide network. <br />Policy<br />What are the current OER/OEP policy arrangements at institutional and national level across Europe/the World?<br />Actors<br />What actors are involved in OER/OEP? Is there any evidence to show that OER actors do not always promote OEP but “only” access to OER?<br />The network is more focussed on OEP than OER, even though it promotes also OER<br />Initiatives<br />What OER/OEP initiatives can be evidenced?
