3. MPLADS in India
Rs. 2 Crore per each MP per year for both Lok
Sabha & Rajya Sabha (now increased to Rs. 5
Crore) for constituency development.
Nearly Rs. 8000 crores allocated for MPLADS (all
India) for 2004-09.
Of this, Rs. 5450 crores for LS MPs were allocated
during 2004-09. Karnataka share is 5% (Rs. 280
crores).
Rs. 2500 crores was allocated for Rajya Sabha MPs
(2004-09). Karnataka share is 4.8% (Rs. 120 crores)
Total share for Karnataka is Rs. 400 crores.

There is no priority change in top three sectors – community halls, roads,
education – between 14th & 15th LS.
Health continues to remain the least favoured. 15
16. Major Findings
On an average LS MPs (57%) showed better utilisation than RS
MPs (30%). Since RS MPs are not directly elected, it appears that
there is no incentive/pressure on them to utilise MPLADS.
The utilisation trend seems to be deteriorating from 14th (57%)
to 15th (47%) LS.
Among the current RS MPs Vijay Mallya (IND,) did not utilise
any funds till 2011.
Backward region MPs (47%) from North Karnataka utilised less
than forward region MPs (63%) from South Karnataka.
High utilisation seems to be associated with the less educated
MPs. PUC qualified MPs topped the spending followed by
Matriculates and Graduates.
Tejasvini Gowda with Ph.D spent only 26.5% of funds, while
Devegowda with diploma and Mallikarjunappa with matriculation
spent100%.

17. On the whole experienced MPs (58%) had fared slightly better than first
timers (56%) in utilisation of funds.
Only first timers from BJP fared better with 54%, while experienced MPs
spent only 28%.
Party-wise (2004-09), JDS leads with 70% utilisation followed by BJP with
56% and INC with 52%
BJP leads in utilisation for 15th LS (2009-11) with 52% utilisation followed
by INC with 35% and JDS with 30%
Two MPs (Devegowda, Mallikarjunappa) utilised 100% of the allocated
money (2004-09).
Community halls seem to be the most preferred works for MPs of LS,
while roads is the preferred sector for Rajya Sabha MPs during 2004-09.
Devegowda tops spending on community halls with 95.6% of his total
funds (2004-09).
RS MPs nominated from outside Karnataka have no interest to spend --
Venkaiah Naidu & MAM Ramaswamy from other states had very low
utilisation.
Spending pattern varies significantly between the MPs of LS & RS.

18. Policy Implications…
When nearly 50% of MPLADS entitlements remain
unutilised, was there a need for increasing the
allocation to Rs. 5 crores per MP?
The poor record of RS MPs clearly reflects their lack
of constituency linkages, as they are nominated by
parties. What is the need and rationale of the fund
for RS MPs?
What needs to be done to improve greater
responsiveness and interest in the use of the Fund by
MPs from Northern Karnataka where the needs are
in fact greater?
How can the public be better informed about the use
of the Fund, so that MP’s accountability is enhanced?
