Medical device companies are being asked to reveal the
maximum retail price (MRP) of the devices they sell in
India. The National Pharmaceutical Pricing Authority
(NPPA) has written to a dozen medical device firms asking
for a list of devices they make or import along with their
current prices citing “media reports” about profit margins on
devices like cardiac stents, orthopaedic implants , leading
to patients being charged exorbitant prices.
The move is significant as the NPPA letter dated December 5
stated this information was being sought to examine if
there was any price violation. “While it is laudable that the
NPPA is looking into the pricing of medical devices,
seeking the MRP or basing any regulation on the MRP is a
totally useless exercise. There is no regulation on the MRP

The companies mark whatever inflated price they want,” said a
senior cardiologist. This is known to the NPPA, as the
Maharashtra Food and Drug Administration (FDA) had sent
a report to it over a year back giving details of how
companies were overcharging for medical devices. The FDA
report gav examples of drug eluting stents being imported
by manufacturers for about Rs 40,000 but with the MRP
shown as approximately Rs 1.5 lakh, a mark-up of more
than 250%.
The FDA report had sought control on prices of devices like
stents and orthopaedic implants. Medical devices including
drug eluting stents, orthopaedic implants, disposable
syringes, ocular lens and heart valves are notified as drugs
under the Drugs and Cosmetics Act, 1940 but not included
under the Drug Price Control Order. Hence, their prices are
neither monitored nor controlled. Brought to you by

“The most effective way to control the price of these devices is
to bring them into the National List of Essential Medicines
(NLEM). Controlling price will bring relief for lakhs of
patients. There are already two devices in the NLEM —
intra-uterine device and condoms — and the prices of both
are controlled,” said Manoj Tongra, assistant drug controller
of Rajasthan.
The NPPA asked device companies including Abbott, Boston
Scientific, Zimmer India, Johnson & Johnson and
Medtronics to submit details of price revision carried out
during the last two years for each type of device.
