Premises and
Resources Policy
The Alliance aims to provide training within communities, often using community owned
and run facilities. Premises used must be fit for purpose and provide an environment that
is both physically comfortable and convenient. Resources must be fit for use.

Policy Statement
The Pre-school LearningAlliance provides
trainingrelatingtothe care andeducation
sector,relatedsocial care sector,literacy,
numeracy, andfamilylearning.Training
servicesare managedjointlybythe QI
Department(includingthe TrainingCentre)
and Divisions.
It isthe responsibilityof Development
Managers (TrainingandLearning) to ensure
that the premisesusedforcoursesandthe
resourcesavailableforteachingandlearning
meetthe standardsrequiredbythe Alliance.
Once a venue isjudgedsuitable anagreement
mustbe negotiated. Positive and constructive
relationsmustbe establishedwiththe owner.
The venue mustcontinue tobe suitable
throughoutthe periodof the rental.
The qualityof the resources mustbe
establishedandmaintainedthroughoutthe
periodof study.
A listof approvedpremisesiskept bythe
TrainingCentre and updated.Venues used
mustbe fromthis list.
The main considerationsare:
The safety,accessibilityandcomfort
of physical environment;and
The sufficiencyandqualityof
resourcesavailable.
The resourcesneededwill varybetween
programmes.
Procedures
Premises
Premisesare reviewedatthe start of use,or
annually,orwhentheycome backintouse
aftera break.A PremisesChecklistisusedto
record the currentstandardof premisesand
theircompliance withhealthandsafe
commitmentsandthe EqualityAct.
A venue’sownriskassessmentdocument
shouldbe available,andshouldinformthe
Alliance’sownriskassessmentof the venue.
Thisshouldbe createdand reviewedatthe
same time as the checklist.
Actionplans to manage improvements,and
mitigate riskmustbe recordedaspart of the
process.
Concernsaboutrental agreementsshouldbe
referredforlegal advice.
UnsatisfactoryPremises
Where a venue isjudgedunsatisfactory,a
immediate reportmustbe made tothe
DevelopmentManager(T&L) andto the
TrainingCentre.The reportmustbe reviewed
and where the DevelopmentManageragrees
that the venue hasbecome unusable,a
satisfactoryalternativefoundassoonas
possible.
Resources
Resourcesare reviewedatthe beginningof
each programme.
A planfor replacementandupdatingshould
be made and fundsforthis prioritisedwithin
the course resourcesbudget.
Out of date resourcesmustbe removed.Any
faultyresourcesownedbythe Alliance must
be reportedto the TrainingCentre
immediately,andnotuseduntil the faultis
resolved.
