      Art. 75, Federal Constitution


      1       The Confederation shall establish principles for “territory
              planning”. It is the responsibility of the cantons and its
              target is a judicious and measured land use and a
              rational occupation of the territory.


      2       The Confederation shall encourage and coordinate the
              efforts of the cantons and work with them.
