Globalization & its
              Implications
The process manifest itself mainly through the
   intensification of activities in the following areas:
1. International trade in goods and services;
2. Capital flows;
3. The role of multinational enterprises;
4. The reorganization of production networks on an
    international scale; and
5. The adoption of new technology , including
    information technology.
Vocabulary words


Globalization- it is comprehensive term for the
  emergence of a global society in which
  economic, political, environmental, and cultural
  events in one part of the world quickly come to have
  significance for people in other parts of the world.
  Globalization is the result of advances in
  communication, transportation, and information
  technologies.
Implication-something that is implied or involved as a
  natural consequence of something
Income generation- to improve the economic
well-being of communities is a fundamental
goal.
 Revenue enhancement- an increase in
revenues, especially by way of increased taxes.
Revenue enhancement includes reducing
taxpayer deductions and eliminating tax credits.
Health Research

     Some of the highlight of the study concerning the
                   health research:

  1. In the Government’s budget in 1990-
  1998, health resources accounted for 19% while R
  & D resources accounted for less than 1%.

  2. Out of the total R & D resources, only 17% was
  allotted for health research and only about 1% of
  the overall health resources.
3. The respondents to the survey conducted
said that a large chunk of health R & D funds
came from the private sector. (45%) led by
private hospitals and pharmaceutical
companies.
4. In terms of fund user, around 65% were
utilized by private research organizations
and the remainder by the government.

   - published 182 research articles last
2003, which appeared in the ISI-indexed
               journals.
Problem and dilemma for many academic
          researchers today.
 The Seduction of the Academia
  In this Era of globalization, many scientist are being seduced by big
    research contracts or wooed for example, by drug companies and
    biotech firms.
             threatened with the loss of their grant money if they will
            going to oppose big companies.

             Loss of contract and other “market – driven ” corporate
            funding.

     “The value of research then becomes defined by how
  much money it brings in, not by its ultimate value to the
                                 public. ”
Corporate effects: Deleterious
     impact on the Universities:
 Losing subsidy in an increasing unequal and
    market- driven atmosphere;
   Altered academic priorities;
   Reduce the importance of teaching;
   Degrade the integrity of academic journals;
   Determine what research is conducted at
    universities;
   Lowered quality education;
   A reduction in academic freedom; and
   A covert transfer of resources from the public or
Corporate influence: Greatest
 impact on the Universities:
 Determine what issues university researchers
study and whether findings are publicly reported.


 Funding has reduced the independence of
university researchers, undermining the credibility
of reported research results.
Intellectual Prostitution

Impact of corporate funding in the universities
 Influence on professional ethics.
      Professors become servants to their
       corporate patrons
      Publish articles that promotes their
       benefactors interest
 Beginning to produce a downward spiral in
  educational quality.
      Due by forcing professors back into
       classrooms and out of so-called researchers.
STEPS IN REVERSING THE DOWNWARD
             EDUCATIONAL SPIRAL:


 Enactment of regulations that require professors
  at state universities to teach a minimum number
  of courses, e.g. four, each semester.
 All professors –including including department
  chairs, endowed professors, and grant-funded
  researchers-should be required to teach the
  minimum.
 Mandate that teaching, not research contracts
  and grant-getting, be given the greatest weight
  in the tenure and promotion process.
 Only ground - breaking research that really
contributes to knowledge and improves and
strengthens teaching-not-impedes it- should be
allowed.

 Thus, professors who have neglected their
classroom responsibilities for consulting
contract, and other corporate work or consultancy
would be penalized, rather than rewarded.
Commodification of the Research
            Function
 The commodification of the research function of
the university:
 Transformed into commercially-viable products
that could be owned;
 Transforming courses into courseware, can be
bought, owned, sold;
 Market-driven research becoming more and more
predominant.

 Department of Health (DOH)
 Philippine Council for Health Research

National Health Research System

 Health services and policy
  researchers
 With the (NIH) as the National Think Tank

   Formalized last February 2004

   Focus

        On the improvement of the blueprint and
       strategies for health intervention, policies and
       service delivery.

  • 4. Globalization & its Implications The process manifest itself mainly through the intensification of activities in the following areas: 1. International trade in goods and services; 2. Capital flows; 3. The role of multinational enterprises; 4. The reorganization of production networks on an international scale; and 5. The adoption of new technology , including information technology.
  • 5. Vocabulary words Globalization- it is comprehensive term for the emergence of a global society in which economic, political, environmental, and cultural events in one part of the world quickly come to have significance for people in other parts of the world. Globalization is the result of advances in communication, transportation, and information technologies. Implication-something that is implied or involved as a natural consequence of something
  • 6. Income generation- to improve the economic well-being of communities is a fundamental goal. Revenue enhancement- an increase in revenues, especially by way of increased taxes. Revenue enhancement includes reducing taxpayer deductions and eliminating tax credits.
  • 7. Health Research Some of the highlight of the study concerning the health research: 1. In the Government’s budget in 1990- 1998, health resources accounted for 19% while R & D resources accounted for less than 1%. 2. Out of the total R & D resources, only 17% was allotted for health research and only about 1% of the overall health resources.
  • 8. 3. The respondents to the survey conducted said that a large chunk of health R & D funds came from the private sector. (45%) led by private hospitals and pharmaceutical companies. 4. In terms of fund user, around 65% were utilized by private research organizations and the remainder by the government.
  • 9. The university of the Philippines as a Research UP University - one of the recognize Research University in the Philippines - published 182 research articles last 2003, which appeared in the ISI-indexed journals.
  • 10. Problem and dilemma for many academic researchers today. The Seduction of the Academia  In this Era of globalization, many scientist are being seduced by big research contracts or wooed for example, by drug companies and biotech firms.  threatened with the loss of their grant money if they will going to oppose big companies.  Loss of contract and other “market – driven ” corporate funding. “The value of research then becomes defined by how much money it brings in, not by its ultimate value to the public. ”

Corporate effects: Deleterious impact on the Universities:  Losing subsidy in an increasing unequal and market- driven atmosphere;  Altered academic priorities;  Reduce the importance of teaching;  Degrade the integrity of academic journals;  Determine what research is conducted at universities;  Lowered quality education;  A reduction in academic freedom; and  A covert transfer of resources from the public or
  • 12. Corporate influence: Greatest impact on the Universities:  Determine what issues university researchers study and whether findings are publicly reported.  Funding has reduced the independence of university researchers, undermining the credibility of reported research results.
  • 13. Intellectual Prostitution Impact of corporate funding in the universities  Influence on professional ethics.  Professors become servants to their corporate patrons  Publish articles that promotes their benefactors interest  Beginning to produce a downward spiral in educational quality.  Due by forcing professors back into classrooms and out of so-called researchers.
  • 14. STEPS IN REVERSING THE DOWNWARD EDUCATIONAL SPIRAL:  Enactment of regulations that require professors at state universities to teach a minimum number of courses, e.g. four, each semester.  All professors –including including department chairs, endowed professors, and grant-funded researchers-should be required to teach the minimum.  Mandate that teaching, not research contracts and grant-getting, be given the greatest weight in the tenure and promotion process.
  • 15.  Only ground - breaking research that really contributes to knowledge and improves and strengthens teaching-not-impedes it- should be allowed.  Thus, professors who have neglected their classroom responsibilities for consulting contract, and other corporate work or consultancy would be penalized, rather than rewarded.
  • 16. Commodification of the Research Function The commodification of the research function of the university:  Transformed into commercially-viable products that could be owned;  Transforming courses into courseware, can be bought, owned, sold;  Market-driven research becoming more and more predominant.
  • 17. Alternative Networks and Agenda Collaboration of different agencies for a common goal:  National Institutes for Health (NIH)  Department of Health (DOH)  Philippine Council for Health Research Development- Department of Science and Technology
  • 18. Common Research Agenda National Health Research System - Local research network -includes:  Biomedical  Health services and policy researchers
  • 19.  With the (NIH) as the National Think Tank  Formalized last February 2004  Focus  On the improvement of the blueprint and strategies for health intervention, policies and service delivery. ROLES PCHRD-DOST DOH -prioritizes the generation of -identifies health service researches competitive product researchers and such as health care financing, health services systems and health organization.
